Any person violating any provision of this ordinance shall, upon the conviction thereof, be fined not to exceed Ten ($10. 04) Dollars, and imprisoned or sentenced to serve upon the public works of said town not to exceed three (3) days, either or both, for each such violation. Sections. All ordinances, and parts of ordinances, in conflict herewith are hereby repealed. There being no further business, Council adjourned sub- ject to the call of the Mayor. Cler' of Council Savannah Beach, Tybee Island, Ga.. July 8, 1948 The regular meeting of Town Council was held today at 8 P.M. and was attended by acting Mayor Siotin, who presided, and Councilmen young, peters, Brown and Lovell, also Town Attorney Alexander and a committee of the Tybee Community Club, consisting of Messrs. C. M. Terzwell, E. J. Benton, J. Morossow, Carl Yagle, D. J. Brady, A. Robinson, *ors. Nell Devine end Mrs. Geo. Brrnd, also a committee composed of Messrs. B. J. Carbo end. Harry Wilson snd also a committee composed of Mr. John Brennan. The Tybee Community Club Committee appeared before Coun- cil protesting against negroes using parts of Fort Screven for re- creational and batriing purposes. Mr. Robinson stated that the past Sunday, Mr. J. J. Sullivan who owns property in the area, was on the beach with his family and was approached by a negro who offer- ed to purchase his bathing trunks, Mr. Robinson stated that he believed that the location at which this incident occurred is own- ed by the Fort Screven Development Co., end he was having signs painted with the words "No trespassing" and placed at ventage points in the area. Mr. Yagle stated that the negroes are coming down in groups and are patronizing a negro night club just out - side the old reservation and that it is a nuisance and should be declared as such by the Town Authorities, as taere are drunk ne- groes, both men and women going to and from the place and they are usually boisterous. He stated that the residents, most of whom are property owners, should be protected, for if this is not stopped now, the negroes are going to spread out all along the beach and the Town Authorities should take steps now to stop it. Dr. Terzwell stated that the negro night club should be closed up at once Ps it is a nuisance and that the negroes should be checked now before they spread out over the Island. The Committee was excused. 173 Ar. Brennen, speaking for a group of residents on Butler Ave. from Tilton to First Sts., called attention to the bad con- dition of the sea -wall in that area and stated that it should be repaired immediately and stated that he had been requested too, to request the Town to do the following; 1. Immediately repair all groins. 2. Extend all groins to their full required length. 3. Run a break - water behind the present sea -wall. Mr. Brennan stated that the area from Tilton to First. Sts. should be given urgent consideration, as high spring tides with north easters have brought the sea water behind the broken sea -wall and dangerously close to some of the cottages in that area, he informed Council that the property owners of that section would appreciate anything they would do at this time, Mr. Brennan was excused. Another Committee consisting of Messrs. Carbo and Wil- sonprotested against a bar -room known as "YUNK'S" staying open all night, Mr. Carbo stated ghat do to the noise and drinking in this location that he has lost guests from the Carbo House, Mr. Carbo produced two letters from his guests, informing him that they were leaving his place do to the noise at all hours of the night. He stated that these places are permitted to stay open too long and that the music boxes should be cut off by at least mid - night, Mr. Carbo requested that a special policeman be placed on 16th St. at night and especially on Saturday nights, the com- mittee was excused. A Representative of an Exterminating Concern offered to furnish the services of his Company in applying D.D.T. over the Island in place of the Town doing the work with its own machine, they offered to furnish the equipment and the materials and do the work once a week for $500.00 per month and contract on a seasonal basis. He was excused. Mr. W. J. Lynch submitted the final report on the street paving program recently completed by the Espy Paving &&- Construction Co. Mr. J. W. Lang, Building & Plumbing Inspector, was request- ed to state his opinion as to the method of collecting Building fees, Mr. Lang stated that at the present time they are not properly handled. The matter was referred to a Committee consisting of Brown and Young to investigate and report back. Mr. Lang was excused. The minutes of the meeting of June 17, were read end adopted. Councilman Brown wanted to know how the negro situation would be handled the next Sunday, it was the opinion that it would be handled as they are doing now. Councilman Lovell stated that action should be taken now,towards re- constructing the First St. groin, Councilman Young moved that Councilman Lovell and Town Attorney Alexander handle with Thomas & Hutton the matter of re- building the First St. groin, Councilman Peters seconded and the motion passed. A petition was presented be the Southern Rell Telephone & Telegraph Co., requesting that taxes on Lot 23 -A, Ward 3be can- celled due to they having purchased this lot and it having been in- cluded in their return to the Comptroller general, the matter was 174 referred to the next meeting of Council The petition of John L. strong which was presented at the last regular meeting of Council and which was referred to this meeting was again referred to the next meeting of Council. The request of the Community Club for a street light was referred to Councilman Brown and also,the request for street markers was referred to Councilman Hosti. Councilman Young moved that bills for the month of,June amounting to $2,163.38 be paid, Councilman Brown seconded and the motion passed. Councilman Slotin called attention to the auditor's report showing gasoline used to the amount of $6000.00 and that it be checked. Councilman Young moved that a Committee be appoint- ed to check this and report back at the next meeting, Councilman peters seconded and the motion passed, Councilman Young will check on this. Discussion as to ways and means of raising new reve- nue was had: and it was suggested that a charge be made -for gar- bage disposal as a means of getting -new revenue, the Towm Attor- ney was requested to check on this and report back at next meet- tng. It was also suggested that parking meters be used, this was also referred to the Town Attorney. Councilman Slotin stated tat the 31 buildings recently purchased from the U.S. Coast Cuard,a5t�a. profit of $500 and that one of the buildings had been-retained and turned. over to the Sav- annah Reach Chamber of. Commerce. Councilman Slotin suggested that all bar rooms be closed at 2 :00 A.W. and that all piccoloes be stopped at 12:00 O' Clock. Councilman Peters was appointed a Committee to study the question and report back at the next meeting. Councilman Lovell stated that the road to the 4 -H Club is impassable and should be fixed at once. It was decided to have per. Reed make a survey of conditions and report back, and also that Councilman Peters see Judge Houlihan in an effort, to see if the County can help. Councilman Lovell stated that the Dog Ordinance should be enforced. Councilman Slotin stated that there are still a num- ber of licenses not collected.
