WHEREAS, the Borough of Carteret is in need of professional environmental services related to the Arthur Kill and Riparian Shoreline Sediment Sampling Phase II; and WHEREAS, Excel Environmental Resources, Inc. possesses the requisite knowledge, training, experience and professional license to provide expert technical, regulatory, and strategic consulting on behalf of the Borough for the Arthur Kill and Riparian Shoreline Sediment Sampling Phase II; and has submitted a proposal to provide said services at a cost not to exceed a total amount of $296,578.70; and WHEREAS, the Chief Financial Officer has certified that funds are or will be available for said purpose. Slate plane coordinates for each location will be established prior to mobilization and located within the waterways via air on board Global Positioning System. A vessel mounted vibracore rig will be used to advance a boring every 175 feet into the Arthur KIII sediment at 68 locations to complete characterization of the sediment quality along the Carteret WaterOnnt. At each vibracore location the core will be advanced to the competent underlying sand to document the profile and one sample from each core will be chosen for laboratory analysis to determine the sediment quality. Additionally, up to 67 previous locations will be fiirther delineated based upon the previous results.
