July 19, 1948 A special meeting of Council was held today at 6 :00 P.M. in the Council room and was attended by Mayor Dutton,who presided, and also Councilmen Young, Brown, Lovell, Hosti, Slotin and peters and also by John Hutton and Hugh Thomas, Mr. F. M. Papey, Jr. and Mr. R. L. Morrison. The meeting was called to receive open sealed bids for the construction of a groin at First St. and Butler Ave., and also to take action with regard to licensing of amusement machines. Three bids with the amounts were submitted by the follow- ing: 1. Chatham Construction & Equipment, Co. $12,865.00 2. Dixie Construction Co. $12,680.17 3. R. L. Morrison & Son 410,350.00 Councilman Slotin moved that since the bid of R. L. Morri- son & Son was the lowest, that they be awarded the conZtact; under the required rules and specifications, Councilman Young seconded a.rd tine motion passed. Councilman Young moved that the following ordinance be adopted, Councilman Brown seconded and the motion passed. Those voting nyesn; Young, Brown, Lovell, Hosti, Peters; "No„; Slotin. AN ORDINANCE AMENDING AN ORDINANCE FIXING THE RATE. OF LICENSES FOR DOING BUSINESS IN THE TOWN OF SAVANNAH BEACH, TYBEE ISLAND FOR THE YEAR ENDING APRIL 30, 1949, BY ADDING A NEW LICENSE FOR THE OPEN ATION OF AMUSEMENT MACHINES; AND FOR OTHER PURPOSES. BE IT ORDAINED by the mayor and Councilmen of Savannah Beach, Tybee Island, in Council assembled, and it is hereby ordained by authority of the same : - Section One. That an ordinance fixing licenses for the purpose of doing business in the Town of Savannah Beach, Tybee Island, for the year ending April 30, 1949, be, and the same is hereby, amended by adding thereto the following, - Each person or corporation owning or operating any ma- chine for amusement purposes, operated by the use of coins, per machine. $100.00 No such machine shall be operated at any place within the Town of Savannah Beach except: within a building and in a place not visible from the street, the strand or such other public place where such building may be located.) July 31, 1948 A special meeting of Town Council was held today at 10:30 A.M. in the Council room and was attended by mayor Dutton, who presided, and Councilmen Slotin, Brown, Young, Lovell and Peters. The meeting was called for the purpose of considering ways and means to handle the situation in connection with the number of visitors to Savannah Reach from the Polio infested state of North Carolina end other sections. Councilman young moved that the following resolution be adopted, Councilman peters seconded, and the motion paseed. A RESOLUTION WHEREAS the disease known as polio myletis, or infan- tile paralysis, has become epidemic throughout the state of N9rth Carolina; AND WHEREAS it has come to the attention of the Mayor and Councilmen of Savannah Reach that if persons with children come from North Carolina to Savannah Reach, it will be necessarT that the Mayor and Councilmen exercise the authority conferred on them by the charter of said town to take such measures as may be necessary -. for the preservation and safeguarding of the health of said town; BE IT THEREFORE RESOLVED by the Mayor and Councilmen of-savannah Beach, Tybee Island, in council assembled, that a quarantine be, and the same is hereby, imposed on all persons from the state of North Carolina, or any other area in which said disease may become epidemic, so that such persons may- enter said town only under such conditions and by complying with such regulations as may be prescribed by the Mayor, or acting Mayor, of said town and the Health Officer, or acting Health Officer, of said town. BE IT FURTHER RESOLVED that the,Mayor-of said town be, and he is hereby, authorized, after consultation with said Health Officer, to promulgate such rules and regulations for the enforcement of such quarentine, and for the prevention of such persons entering or remaining in said town, as he may deem nec- essary or proper. BE IT FURTHER RESOLVED that any quarantine regulations so promulgated shall have the force of ordinances so that any per- son or persons violating the same after being notified of the pro- visions of such regulations, after being convicted, shall be fin-- ed not to exceed. One 7undred Dollars, or imprisoned for not to exceed Thirty Days, or both. BE IT FURTHER RESOLVED that said Mayor shall have the right to declare said quarantine removed at such time as he may deem it proper. Councilman Slotin moved that the Mayor be instructed to issue a statement in reference to the polio situation and also 177 to issue the necessary orders in connection with same, Councilman peters seconded and the motion passed. AN ORDER A resolution has been adopted at a special meeting of the Mayor and Councilmen of Savannah Reach imposing a quarantine against persons coming to Savannah Beach from North Carolina, or who have recently been in North Carolina or other areas in which infantile paralysis is epidemic. This resolution gives the Mayor the authority to prescribe regulations for the enforcement of the quarantine. Therefore, in accordance with this resolution, It Edward A. Dutton, Mayor of Savannah Beach, hereby issue the following orders: - A. All hotels, apartment houses, rooming houses, board- ing houses end other places accepting guests in Savannah Beach, are requested not to permit Pny person or persons from North Car- olina, to register as guests, and are required to make a careful investigation to determine if any persons asking for accomodations have recently been in North Carolina, or any area in which said disease is epidemic. B. All persons residing or visiting on Tybee Island are requested not to invite or permit any relatives, friends or others to visit them in their respective homes at Savannah Beach if such guests live in North Carolina, or have recently been in that State or any area in which said disease is epidemic. C. All p rsons living on Tybee Island who have children, or other members of their families, returning from North Carolina, or any other area in which said disease is epidemic, are requested to have such persons report to the City Health Officer's office in Savannah immediately, and to abide by such regulations with re- gard-to quarantine as he may impose.
