There are a number of perceived issues along Jones Avenue which include the following:  Speeding traffic due to topography and alignment of the street (straight and flat with no visual barriers)  Travel lanes too narrow to restripe to accommodate two standard travel lanes with pedestrian facilities; separate pedestrian facilities will be required outside existing edge of pavement.  Power poles are located a varying distances from edge of pavement (approximately 5 – 6 feet)  Designated on street parking is not provided and not desired.  Three new four-way stop signs were installed over the past 2 months at 6th, 12th and 14th streets to attempt to slow traffic. There are some concerns about perceived delay for emergency response vehicles traveling through this corridor.  There is heavy vegetation along corridor that reduces visibility is select locations. Jones Avenue is scheduled for resurfacing in 2015 and this study was completed in order to implement any recommendations concurrently with the resurfacing to maximize efficiencies. This study is designed to identify the issues, existing conditions and to identify a menu of potential solutions for traffic calming and increasing bicycle and pedestrian safety. The study will include the final recommendation for improving safety for all users; however, all options identified will be viable. In addition, the Maritime Charter Academy is located in the corridor between Butler and Jones Avenue and safe pedestrian access along 8th Street is also a consideration of this study. The study area is shown in green in Figure 1. 3 Figure 1. Jones Avenue Study Area 4 EXISTING CONDITIONS In order to fully understand any deficiencies in the corridor, the data collection effort was undertaken. Twenty-four hour traffic counts were taken over the three day period from Thursday, October 9, 2014 through Saturday, October 11, 2014. This timeframe was chosen to coincide with the annual PirateFest festival. Although the PirateFest attendees do not exactly replicate the peak summer conditions, it does provide a more comparable condition. Traffic Analysis The 24 hour traffic counts were taken at two locations along Jones Street: South of 2nd Street and North of 10th Street. Figure 2 shows the locations of the count stations on the map of the corridor. Figure 2. Traffic Count Stations Traffic Count Location Traffic Count Location 5 Table 1 depicts the results of the data collection, showing both the daily traffic totals and the total traffic for the 3-day period. In addition, the collected data is averaged to determine a daily traffic count that is used for planning purposes and as an input to determine Level of Service. Level of Service (LOS) is used to identify or measure the operational quality of transportation facilities. LOS categorizes the levels of congestion and delay through letter grades, similar to those used in school. LOS ranges from “A”, which denotes a free-flow situation, to “F”, which is gridlock. Figure 3 provides a graphic representation of the the Level of Service grades A through F. Figure 3. Level of Service Generalized LOS is used as a sketch planning tool to provide a basic understanding of capacity and the existing and future needs and measures LOS through default values based on the roadway features and surrounding areas. More detailed conceptual analyses rely on a more precise understanding of LOS and utilize specific and detailed data. For this level of analysis, the generalized LOS is the standard approach. The Florida Department of Transportation is a recognized national leader in the developing/analyzing LOS and the quality of the operation of a transportation facility. For this study, we utilized their publicly available ARTPlan tool, which calculates LOS based on default values assigned to selected values, such as signalization, number of lanes, adjacent roadway character, and traffic. The Georgia Regional Transportation authority has adopted LOS ranges for Development of Regional Impact evaluations based upon this FDOT tool. Using the values for a non-signalized, local, two-lane, primarily residential facility the calculated LOS is also shown in Table 1. Table 1. At signalized intersections, no vehicle must wait longer than one signal in order to travel through the intersection. INTERSECTION (In Seconds) DELAY MAXIMUM SIGNALIZED LEVEL OF SERVICE SHORT DELAYS. At signalized intersections, a one signal indication to pass through the vehicle might have to wait through more than AVERAGE DELAYS. At signalized intersections, a vehicle would be required to wait through more than one signal indication to pass through the intersection on an intermittent basis, and occasionally backups could occur behind left turning vehicles. LONG DELAYS. At signalized intersections, delays may become extensive with some vehicles requiring two or more signal indications to pass through the intersection. However, sufficient permit the periodic clearance of the intersection. VERY LONG DELAYS. At signalized intersections, very long queues and high levels of congestion are prevalent which result in lengthy delays. EXCESSIVELY LONG DELAYS. The capacity of the roadway or intersection has been exceeded resulting in extremely high levels of congestion. As part of the traffic data collection, the vehicle speeds were also captured through the use of the tube counters. Table 2 provides the results of the speed data collection effort. Table 2. North of 10th Street, an additional 306 (4.3%) vehicles traveled between 36 and 40 miles per hour. Over the entire corridor during the 3-day period, a total of 91 vehicles traveled over 45 miles per hour. Bicycle/Pedestrian Counts Bicycle and pedestrian counts were also obtained. These counts were taken on Saturday, October 11, 2014 on Jones Avenue near 8th Street and near 15th Street during the hours from 2:00 PM to 6:00 PM. Figure 4, found on Page 6, depicts the location of the bicycle and pedestrian count stations. There was a significant amount of bicycle and pedestrian activity along Jones Avenue during the count timeframe, with a total of 221 pedestrians at the combined locations and 21 bicyclists. Table 3, found on Page 7, displays the results of the data collection effort in 15-minute increments. 7 Figure 4. Bicycle and Pedestrian Counts (October 11, 2014 from 2:00 PM – 4:00 PM) Crash Analysis The crash analysis for the Jones Avenue corridor from US 80 to Chatham Avenue involved the collection of data for a five year period from 2010 – 2014. This data was gleaned from the traffic accident reports provided by the City of Tybee Police Department. The analysis of the crash data included documenting the type of crash, location, and number of crashes. There were 41 total crashes from 2010 to 2014, with the highest number of accidents (11) occurring on/at US 80. The seond highest incident location was at the intersection of Jones and 14th Street, although the recent installation of the new four-way stop should enhance the safety of that intersection. The majority of accidents (35 of the 41) occurred during daylight hours and 36 of the 41 accidents occured during dry conditions. Alcohol and/or drug use were reported in 4 of the 41 accidents. With the largest number of accidents (14) being rear-end collisions, the conclusion is that distracted drivers may be the primary cause. Table 4, found on page 8, provides the accident type and number of accidents along Jones Avenue. In order to fully understand the constraints and to develop appropriate recommendations with the least amount of adverse impact, a detailed field inventory was accomplished. This inventory identified vegetation, including tree tags, public infrastructure, and residential infrastructure. Each of these features was documented and its location measured from the edge of pavement throughout the corridor. The preliminary documentation was developed accurately in the order the feature occurred, but was not to scale. This inventory provided the basis for the scaled inventory developed in AutoCAD. The recommendations and conceptual layout were developed within this format to ensure accuracy and the capability of implementation. Figure 6, found on page 10, provides an example of the field inventory. The full inventory is found in the Appendix. 11 Figure 6. School buses utilize the corridor and children boarding and alighting the buses walk along the corridor to get to and from home. 13 Other pedestrian activity was also observed, primarily with parents walking small children/infants in strollers, as well as families walking to the beach. Bicycle activity was also observed. The bicyclists appeared to be riding both for recreational and transportation purposes. 14 15 Rental Properties Tybee Island is a major tourist destination, and as such, includes a large number of rental properties. These properties include single family homes, multi-family homes and condomiums, in addition to the traditional hotel and inn properties. To understand the impact of rental properties on Jones Avenue, a scan of the City’s records was accomplished to determine the rental homes along Jones, as well as those on nearby or adjacent properties that could have a traffic impact, as well as bicycle and pedestrian usage impacts on Jones Avenue. The total rental properties identified included 26 units directly on Jones Avenue, with an additional 11 rental properties that are nearby and could have some impact on Jones Avenue. There are a total of 162 homes along Jones Avenue. There are significant concentrations of rental properties between 2nd and 3rd Streets and between 14th and 16th Streets. Each of these properties is identified in the inventory file. Summary of Existing Conditions Based on all of the information and data collected, the existing condtions as well as the issues and needs present within the corridor were identified. The existing conditions are as follows:  Traffic o Low traffic volumes o Level of Service A  Speed o Low speeds, with the vast majority of vehicles traveling under 40 miles per hour. o Very low percentage of vehicles (0.18%) traveling over 45 miles per hour.  Traffic Control o Excellent location of four way stops o New location at 14th Street should address a higher accident location  Crashes o Accidents were primarily rear-end collisions o Vast majority of accidents occurred during daylight hours (35 of 41 accidents) and during good driving conditions (36 of 41 accidents) and are likely due to distracted driving  Pedestrian/Bicycle Activity o Pedestrian and bicycle activity does occur within the corridor o Pedestrian activity includes children walking to and from school buses while walking to and from home o Activity occurs during peak and off-peak times o Bicycle activity appears to be a mix of recreational and transportation uses 16 Identified Issues and Needs From the data collection and analysis, there were serveral issues and needs identified. These include the following:  Accommodation of pedestrian and bicycle usage in a safe and pleasant manner  Increase driver awareness of multiple uses and features within the corridor  Accommodation of the mobility needs for both residents and visitors POTENTIAL SOLUTIONS Traffic calming is an approach through the implementation of the three “Es”, which includes education, enforcement, and engineering, to slow vehicular traffic, improve safety for all users, and enhance the community character and quality of life. Traffic calming approaches range from intensive infrastructure changes or additions, such as narrowing or removing lanes, to relatively simple and inexpensive approaches, such as the addition of speed humps. The various measures were reviewed for applicability and viability within the Jones Avenue corridor to address the identified needs. To determine potential treatments that were viable for the corridor, each measure was reviewed within the context of available right of way constraints, land use, corridor character, and possible adverse impacts. The potential solutions identified as viable are described below. Bicycle and Pedestrian Safety and Accommodation Sidewalk/Pedestrian Path Sidewalks and walkways are facilities designed specifically for pedestrians that are adjacent to roadways. These dedicated pedestrian facilities separated from the vehicular traffic are instrumental in the reduction of collisions between pedestrians and vehicles. A study completed by the Federal Highway Administration identified the presence of sidewalks or pedestrian paths as the physical feature in the roadway environment with the greatest impact on pedestrian safety. The same study found that local streets without pedestrian facilities had 2.6 times more pedestrian-vehicle collisions than expected when compared to the overall street sample. The American Association of State Highway and Transportation Officials (AASHTO) guidance notes that in residential areas, pedestrian facilities are desireable on both sides of the street, but should be provided on at least one side of all local streets. The City of Tybee has implemented pedestrian facilities on the south end of the island along Butler Avenue. The photographs below depicts this facility and an example of a pathway. 17 Tybee Island – Butler Avenue Pathway Sharrows/Bike Lanes A sharrow is an accepted marking for streets to designate shared usage of the travel lane with bicycles and automobiles. The sharrows are used to assist the bicyclists from avoiding conflicts with parked cars in on street spaces, allowing the bicyclists full usage of the lane to avoid open doors. Sharrows are also commonly used on roadways where the travel lanes are too narrow for an automobile and bicylists to travel side by side. Sharrows also alert drivers to the likely presence of bicyclists and help in the reduction of bicyclists riding the wrong way in travel lanes. Tallahassee, FL 18 Bike lanes are designated areas of the roadway for bicyclists; these lanes are typically designated with a white stripe, bicycle symbol and signs to alert the auto drivers that the designated area is for the exclusive use of bicycles. Bike lanes help avoid conflicts with motorists and allow bicyclists to travel at their own speed and to facilitate predicatable interactions between the bicyclist and the driver of the vehicle. Bike lanes are typically four to six feet in width and sometimes, where space allows, include buffers between the lanes and on-street parking and drainage infrastructure, such as sewer grates and gutters. Richmond, VA Traffic Calming Speed Humps Speed humps are raised areas that are rounded and are placed across the travel lanes. Typically 10 to 14 feet long in the direction of travel and three to four inches in height. Speed humps are usually tapered if there is a curb and gutter to allow for drainage. Speed humps are normally used in areas where low speeds are desired. Advantages Disadvantages Relatively inexpensive to implement Results in “rough ride” for motorists Relatively easy for bicycles to cross Larger vehicles, including emergency vehicles, are forced to use slower speeds Slows traffic effectively May not be aesthetically pleasing 19 Examples of Speed Humps: Portland, OR Fort Lauderdale, FL Raised Crosswalks Raised crosswalks are essentially lengthened speed humps that include a flat section in the middle. The raised crosswalks include crosswalk markings and designations, along with appropriate signage. The raised crosswalk also provides the motorists with better visibility for pedestrians that are crossing the roadway. Raised crosswalks are especially effective for areas where pedestrian crossings are irregular and/or vehicle speeds are faster. Advantages Disadvantages Improve safety for pedestrians and vehicles May have adverse impacts on drainage Relatively inexpensive to implement, depending on design elements Depending on design elements, may be relatively expensive May improve roadway aesthetics Effective in vehicle speed reduction 20 Examples of Raised Crosswalks Montgomery County, MD Tallahassee, FL Traffic Circles Traffic circles are small raised islands located in intersections. Traffic must circulate around the feature. This measure is used for calming traffic at intersections, particularly effective in neighborhood settings where vehicle speed, traffic volumes and safety can be concerns. Typically, traffic circles are not located in areas where traffic includes large vehicles. Advantages Disadvantages Improve safety and vehicle speeds Difficult for large vehicles to circumnavigate May improve roadway aesthetics Maintenance of landscaping The use in intersections provides calming for two facilities May encroach on crosswalks if not properly designed Examples of Traffic Circles Fort Lauderdale, FL 21 Eugene, OR Center Island Narrowings Center island narrowings are raised islands located along the cente of a street to narrow the travel lane at that location. Typically landscaped, these center islands provide a visual amenity, as well as increasing their visibility to motorists. These islands are often used as gateway entrances to developments. On larger facilities, the islands can also provide a pedestrian refuge. Advantages Disadvantages Improve safety for pedestrians Reduction in speeds is somewhat limited due to only visual cues May improve roadway aesthetics Maintenance of landscaping Examples of Center Island Narrowings Sarasota, FL Montgomery County, MD 22 Landscaped Chokers Chokers are curb extensions located at mid-block or at intersections that narrow the travel lane by widening the pedestrian facility or planting strip adjacent to the roadway. They can also be marked with crosswalks to improve the safety of pedestrian crossings. Chokers typically used for facilities that experience some issues with vehicular speed and have no shortages of on-street parking. Advantages Disadvantages May improve vehicle speeds and volumes Lower vehicle speeds is not as great as some other features May improve roadway aesthetics Bicyclists must merge with traffic at the site of the feature Easily maneuvered by large vehicles Some on-street parking may be eliminated Examples of Landscaped Chokers Montgomery County, MD Winter Park, FL Traffic Calming / Multimodal Uses / Community Character Woonerfs A woonerf is a measure originating in the Netherlands in the 1960s as a treatment to lower vehicular speeds and to reduce neighborhood cut-through traffic. The woonerf is intended for the street to be be a shared space for pedestrians, bicyclists and automobiles. Vehicular speeds are limited and enhances the viability of the street as a public space for all users. Typically woonerfs include street furniture, curvilinear cross-sections, and no clear designation between pedestrian, bicycle, and automobile spaces, 23 thus encouraging the street as a public space. Woonerfs have been implemented across Europe and in Canada, and are beginning to be implemented in the United States. Elements of a woonerf include:  Distinct and clearly designated entrance  No continuous curb  Landscaping and street furniture  Incorporation of a variety of traffic calming measures  Incorporation of on-street parking Examples of Woonerfs Entrance signage Ithaca, NY Chicago, IL 24 Estimated Cost An approximate cost for each potential treatment has been developed through research with the state of the practice and a review by local transportation engineers. Table 5 depicts the approximate cost for each potential treatment. Table 5. Jones Avenue is a unique corridor, with a mix of single family and multi- family residential, public safety facilities, utility infrastructure, public spaces, and connections to the Maritime Academy. The residential base is also a mixture of vacation rental properties and year-round residences. In order to address the need to accommodate bicycle and pedestrian users, which serves the mobility needs of both residents and visitors and to increase driver awareness of the various uses within the corridor, the following recommendations were developed. No one single technique will accomplish the objectives and address the needs, nor is every element of the recommended techniques appropriate for the corridor, thus the recommendations incorporate those components that best fit the character and needs of the corridor. Creation of Corridor Gateways Landscaped gateway features should be created at the north and south entrances to the corridor, near 2nd Street and at Chatham. Landscaping should be low maintenance, native vegetation and will provide a visual alert to drivers that they are entering a special corridor. The woonerf signage, which depicts the multiple uses within the corridor, should be incorporated into the feature and will further alert drivers to be aware of the different activities within the corridor. 25  Combination of techniques Example of Gateway Pedestrian Facility A pedestrian facility, similar to the existing one on Butler Avenue on the south end of the island, has fewer right of way constraints and can better accommodate the walkway with fewer impacts. With the location on the west side, the path also reduces any potential conflicts with emergency vehicles entering and/or exiting the station located on the east side. The walkway width will vary between three and five feet, depending upon the right of way, and will be both directly adjacent to the roadway, as well as off- roadway where feasible. The walkway could also include stamped inlays, perhaps with a coastal theme to enhance the aesthetics of the corridor and to support the special corridor designation. Example of Sidewalk Art Inlay Sharrows With the existing configuration of the roadway, the designation of a bike lane is not feasible without additional pavement to allow for the demarcation of bike lanes. However, with the low traffic volumes, designated bike lanes are not warranted, particularly with the parallel bikeway on 2nd Avenue. However, bicyclists do currently use Jones Avenue and will likely to continue to do so in the future. In order to address safety for the bicyclists, the recommendation is to implement sharrows as pavement markings. 26 Sharrows are typically spaced approximately 250 feet apart and will provide an alert to motorists that bicyclists utilize the corridor. Sharrow Marking Raised and Designated Crosswalks In order to provide safe crossings for pedestrians at selected locations, as well as traffic calming features throughout the corridor, raised and designated crosswalks are recommended at three intersections, including 4th Street, 8th Street, and 15th Street. The crosswalk at 4th Street provides direct access into the park located on the east side of Jones Avenue; the crosswalk at 8th Street provides a crossing for access to the Maritime Academy, and the 15th Street crossing provides access to the downtown and pier area. These crosswalks are recommended to include stamped and/or colored asphalt to clearly designate the walkway to both pedestrians and drivers and are recommended to also include small bulb-outs at the corners, slightly narrowing down the vehicle lanes and shortening the pedestrian crossing distance. In order to provide safe pedestrian access to the school, a sidewalk along 8th Street connecting to Butler Avenue at the school is recommended. 27 Corridor Landscape Features In order to further elevate the special corridor identification, landscape features are recommended between 2nd and 3rd Streets, between Center and 5th Streets, and near 15th Streets. These landscape features are recommended to be between the roadway and the pedestrian walkway, providing a small buffer area from the travel lanes. Native, low maintenance vegetation is recommended for the landscape features. In addition, the incorporation of public art, utilizing the same theme as the path inlays, is recommended to cotinue to enhance the corridor. Other local governments have had great success in obtaining public art through a call for projects to local artists. The winning pieces are then selected and incorporated into the feature. With the significant local art community, this approach may be a viable way for enhancing the corridor through public art pieces. Another option is to solicit donations from private sources to obtain and maintain the artwork.
