August 12, 19+8 The regular meeting of Town Council was held today at 8 P.M. and was attended by Mayor Dutton, who presided, and Coun- cilmen peters, Brown,Slotin, Lovell and Town AttorneyAlexander, also a Committee consisting of Mesdames McDougal, Robey, Boone-, Powers and Samuels. Mrs. McDougal speaking for the Committee, presented a petition requesting that something be done to correct the bad condition existing in the area of 17th St. after heavy rains, as the surface water does not properly drain off. The Committee was excused. The minutes of the meetings of July 8th, 9th, 31st and August 9th were read and adopted. The Mayor stated that he had contacted the State Highway Department in Atlanta relative to the bad condition of some of the bridges on the Tybee road and also that they had agreed to have a survey made of the condition existing on the east -side of Butler Ave. between 6th_and 7th_Sts. caused by lack of proper drainage after heavy rains, they having agreed to correct this condition and they also agreed to re- surface Jones Ave. The request of the Southern Bell Telephone & Telegraph Co. to cancel the 19+8 taxes on Lot 23 -A, Ward 3, as this was included in their return to the Comptroller General, was approved. The Mayor stated that he was informed that the Central Rail Road ran an excursion from Columbus, Ga. to Savannah Beach last Sunday for negroes. Councilman peters stated that he was in- formed that negroes were on the beach in the vicinity of the DeSo- to Beach Hotel last Sunda,. Councilman Biotin stated that the Town his nine more months to go on its present budget and if the Dept. Heads exer- cise economy that the Town might get by with a deficit of about $10,000.00. Councilman Slotin moved that those property owners who had not gone into the sewer system be put on the docket et: once, Councilman peters seconded and the motion passed. Councilman Slotin stated that Dr. H. Y. Righton had offered to purchase that portion of Chatham & Butler Avenues that had been closed to the public, stating that signs on the 1 nc,Tosure read "private property," "No Trespassing)" it was de- 181 cided that the only Signs that should be placed,were those pro - hibiting vehicles from using the area.. The Clerk was instructed to handle this. No action was taken. There was some discussion about the sale of Alley #1 to John C. Wylly. It was stated that the property was not warranted to him and he did not get a clear title to it. Councilman Slotin stated that ways and means should be made to raise money to rebuild the groins, that the only way to do it, was to increase assessments, that a carefully prepared state- ment shouldbe given to the newspapers and also that a mass meeti,- ing should be held at Tybee and also in Savannah. It was decided to have this ready at the next meeting. Councilman Lovell moved that bills for the month of July amounting to $2037.36 be paid, Councilman Peters seconded and the motion passed. Councilman Lovell informed Council that the road to the 1--H Club was in an impassable condition and that busses and cars were getting stuck in the sand every day. It was decided to have Councilman Peters speak to Judge Houlihan in an endeavor to have the road repaired. Councilman Lovell stated that in connection with the plan to extend the garbage dump on 6th St., that Mr. Reed has the necessary materials to bridge the creek so it was decided that Mr. Reed start the work. Town Attorney Alexander that he had contacted Mr. 0. 1B. Strong relative to his stucco building damaged during the hurricane and which is now dangerous to the Public, Mr. Strong asked if the Town would take the property and Mr. Alexander in- formed him that the Town probably would. A petition was presented from Mrs. Elese G. Morrison requesting that she be permitted to erect the hutment that had already' been placed on her property on 12th St. as a play -house for her granddaughter. The petition stated that it will not be used in any manner for residential purposes. Councilman Slotin moved that the petition be granted, subject to the representa- tion as made in the petition, Councilman Peters seconded and the motion passed. A petition was read from the Sheaf Chemical CO., offer- ing their services in spraying D.D.T. over the Island. Councilman Slotin moved that the next regular meeting of Town Council be held at 4 P.M. instead of 8 P.M., on the second Thursday of each month, Councilman Lovell seconded and the motion passed. Councilman Brown moved that the Building Ordinance be amended, Councilman Peters seconded and the motion passed. 1,8 AN ORDINANCE AN ORDIN ".NCE PROVIDING FOR A NEW SCHEDULE OF FEES FOR BUILDING AND PLUMBING INSPECTIONS FOR SAVANNAH BEACH, TYBEE I LAND; AND FOR OTHER PURPOSES. BE IT ORDAINED by the Mayor andCouncilmen of Savannah Beach, TVbee Island, and it is hereby ordained by authority of the same as follows : - SECTION I. That the following shall be the schedule of fees for plumbing inspections by the plumbing inspector of the Town of Savannah Beach. For installing each plumbing fixture. For heaters, electric, gas, oil or laundry water heaters. For sewer connection. $1.50 *1.50 4$2.00 For gas tank installation. $3.00 SECTION II. That the following shall be the fees for building inspections by the building inspector of the Town' of Savannah Reach: For repairs or alterations (from $50.00 to $1,000.00 in value). $5.00 For new construction ?$10.00 for first $1,000.00 worth of value, plus $5.00 for each additional $1,000.00 of value. All repairs or alterations costing more than - $1,000.00 shall take the fee provided for new construction. SECTION III. That the effective date of this ordi* nance shall be August. 13, 1948. SECTION IV. That all ordinances or parts of ordi- nances in conflict herewith shall be changed and modified as provided in this ordinance and the fees set forth in this or- dinance shell supersede the fees set forth for such inspections in any other ordinances.
