AN ORDER
A resolution has been adopted at a special meeting of
the Mayor and Councilmen of Savannah Reach imposing a quarantine
against persons coming to Savannah Beach from North Carolina,
or who have recently been in North Carolina or other areas in
which infantile paralysis is epidemic. This resolution gives the
Mayor the authority to prescribe regulations for the enforcement
of the quarantine.
Therefore, in accordance with this resolution, It Edward A.
Dutton, Mayor of Savannah Beach, hereby issue the following orders: -
A. All hotels, apartment houses, rooming houses, board-
ing houses end other places accepting guests in Savannah Beach,
are requested not to permit Pny person or persons from North Car-
olina, to register as guests, and are required to make a careful
investigation to determine if any persons asking for accomodations
have recently been in North Carolina, or any area in which said
disease is epidemic.
B. All persons residing or visiting on Tybee Island are
requested not to invite or permit any relatives, friends or others
to visit them in their respective homes at Savannah Beach if such
guests live in North Carolina, or have recently been in that State
or any area in which said disease is epidemic.
C. All p rsons living on Tybee Island who have children,
or other members of their families, returning from North Carolina,
or any other area in which said disease is epidemic, are requested
to have such persons report to the City Health Officer's office
in Savannah immediately, and to abide by such regulations with re-
gard-to quarantine as he may impose.

A special meeting of Town Council was held today at.
6 :00 O'Clock P.M. in the Council room and was attended by Mayor
Dutton, who presided, and Councilmen Young, Peters, *Brown and
Hosti, also Town Attorney Alexander.

The meeting was called for the following purposes:
1. To rescind the sale by the Town to John O. Wylly'
of Public Alley No. 1, Ward 6.
2. To amend the Zoning Ordinance so as to transfer
the area between lgth and 19th Sts. and between Butler Ave. and
the Strand from Area torn to Area “Fin
Councilman Peters moved thet the following resolution
be adopted, Councilman Hosti seconded and the motion passed.
A RESOLUTION
wHEREAS, at the regular meeting of the Mayor and Coun-
cilmen of Savannah Beach, Tybee Island, held on July 17, 194g,
a resolution was adopted authorizing the sale of the property
in said town known as public Alley No. One, lying between Chat-
ham Avenue and Tybee Inlet, at and for a consideration of Two
Thousand Five Hundred Dollars (42,500.00), and,
WHEREAS, said property, which composes a part of the
public domain of said town was conveyed to the purchaser named
in said resolution, John C. Wylly, by deed dated. July 15, 19,
filed for record on July 17, 194g, and recorded in the Clerk's
Office of the Superior Court of Chatham County, Georgia, in Deed.
Book 47 Dos, page 461, and,
WHEREAS, said sale of said property was made to said
John C. Wylly on the belief on the part of said Mayor and Coun-
cilmen that said property had not been opened to the public and
was not used by the public, and for that reason it was unneces-
s2ry to hold an election to determine whether said sale could
be made in accordance with a provision of the Charter of said
town, as amended, which is set forth in the Acts of the Gene-
ral Assembly of Georgia of 1941, and,
WHEREAS,several property owners, including those own-
ing property adjacent to said Public Alley No. One, have objected
to said sale and it has been represented to the Mayor and Coun-
cilmen of said town that said property has been opened to the
public for many years and has been used by the public generally
as a means of access to Tybee Inlet, and,
WHEREAS, if these facts be true, the right of the town
to convey said property as it was conveyed is doubtful because
of said provision of the charter of said town;
BE IT THEREFORE RESOLVED by the Mayor and Councilmen
of Savannah Beach, Tybee Island, in council assembled, that the
Attorney for the Town of Savannah Beach be, and he is hereby,
instructed to tender to said John C. Wylly, or the person in
whom title to said property is now vested, said sum of Two
Thousand Five Hundred Dollars (A2,500.00), and to request said
John C. Wylly, or said assignee of said John C. Wylly to ex-
ecute a good and sufficient deed reconveying said property to
said municipality.
Councilman Young moved that the following Ordinance
be adopted, Councilman Brown seconded and the motion passed.

AN ORDINANCE
TO AMEND THAT CERTAIN ORDINANCE ENTITLED "AN ORDINANCE TO CREATE
AREAS WITHIN THE CORPORATE LIMITS OF THE TOWN OF SAVANNAH BEACH,
TYBEE ISLAND, AND TO ZONE THE SAME IN ACCORDANCE WITH THE PROVIsg
SIONS OF ARTICLE III, SECTION VII, PARAGRAPH XXIII OF THE CONSTI-
TUTION OF GEORGIA OF 1945, AND AN ACT APPROVED JANUARY 31st, 1946,
AMENDING THE CHARTER OF SAID TOWN; AND FOR OTHER PURPOSES,„ BY
AMENDING THE BOUNDARIES OF AREAS "F" AND "H" AS SET FORTH THEREIN.
BE IT ORDAINED by the authority of the Mayor and Council-
men of the Town of Savannah reach, Tybee Island, in Council assem-
bled, and it is hereby ordained by authorityrof the same: -
SECTION 1. By amending Area "F" by striking the same
in its entirety and by substituting in lieu thereof a new de-
scription of Area "F" to read as follows:
AREA F. Beginning at a point where the center line of
Fourteenth Street intersects the center line of Butler Avenue,
thence East along the center line of Fourteenth Street to the
Western line of the Strand; thence South along the Western line
of the Strand to the center line of Eighteenth Street; thence
West. along the centerline of Eighteenth Street to the center
line of Chatham Avenue; thence northwest along the center line
of Chatham Avenue to the center line of Jones Avenue, thence
East along the center line of Seventeenth Street from its inter-
section with the center lines of Chatham and Jones Avenues to
the center line of Second Avenue; thence North along the center
line of Second Avenue to the center line of Fourteenth Street;
thence East along the center line of Fourteenth Street to the
center line of First Avenue; thence North along the center
line of First Avenue to a point opposite the northern boundary
line of Lot Number Fourteen (14), Ward Four (4), which is ap-
proximately one hundred eighty (180) feet north of the northern
line of Fourteenth Street; thence East along the northern boun-
dary /line of said Lot Number Fourteen (14) to the center line
of Butler Avenue; thence South along the center line of Butler
Avenue to the point of beginning.
SECTION 2 :- By amending Area "H" by striking the same
in its entirety and by substituting in lieu thereof a new de-
scription of Area "Hr': to read as follows:
AREA H. Beginning at a point where the center line
of Chatham Avenue intersects the center line of Eighteenth
Street; thence East along the center line of Eighteenth Street:
to the Western line of the Strand; thence South along the West-
ern line of the Strand to the Northeastern line of Inlet River;
thence northwest along the Northeast line of Inlet.River and the
Eastern line of Vehettan Inlet to the center line of Twelfth
Street:.; thence East along the center line of Twelfth Street to
the center line of Venetian Drive; thence back along the center
lines of Venetian-Drive and Chatham Avenue to the point of be-
ginning.
SECTION 3 :- All Ordinances, and parts of Ordinances,
in conflict herewith are hereby repealed.
There being no further business, Council adjourned tb-

The regular meeting of Town Council was held today at
8 P.M. and was attended by Mayor Dutton, who presided, and Coun-
cilmen peters, Brown,Slotin, Lovell and Town AttorneyAlexander,
also a Committee consisting of Mesdames McDougal, Robey, Boone-,
Powers and Samuels.
Mrs. McDougal speaking for the Committee, presented
a petition requesting that something be done to correct the bad
condition existing in the area of 17th St. after heavy rains,
as the surface water does not properly drain off. The Committee
was excused.
The minutes of the meetings of July 8th, 9th, 31st and
August 9th were read and adopted.
The Mayor stated that he had contacted the State Highway
Department in Atlanta relative to the bad condition of some of
the bridges on the Tybee road and also that they had agreed to
have a survey made of the condition existing on the east -side of
Butler Ave. between 6th_and 7th_Sts. caused by lack of proper
drainage after heavy rains, they having agreed to correct this
condition and they also agreed to re- surface Jones Ave.
The request of the Southern Bell Telephone & Telegraph
Co. to cancel the 19+8 taxes on Lot 23 -A, Ward 3, as this was
included in their return to the Comptroller General, was approved.
The Mayor stated that he was informed that the Central
Rail Road ran an excursion from Columbus, Ga. to Savannah Beach
last Sunday for negroes. Councilman peters stated that he was in-
formed that negroes were on the beach in the vicinity of the DeSo-
to Beach Hotel last Sunda,.
Councilman Biotin stated that the Town his nine more
months to go on its present budget and if the Dept. Heads exer-
cise economy that the Town might get by with a deficit of about
$10,000.00.
Councilman Slotin moved that those property owners
who had not gone into the sewer system be put on the docket et:
once, Councilman peters seconded and the motion passed.
Councilman Slotin stated that Dr. H. Y. Righton had
offered to purchase that portion of Chatham & Butler Avenues
that had been closed to the public, stating that signs on the
