The regultr meeting of Town Council was held today at
4;00 P.A. in the Council Room in the Town Hall r:nd was attended
bir Mayor Dutton, who presided, and Councilmen peters, Young, Brown,
Slotin and Lovell, Town Attorney Alexander end also Mr. J. L. Strong.
Mr. Strong requested that a low area near his property
on Bay St. which holds water and breeds mosquitoes, and which
was caused primarily by trucks hauling out sand, be filled. The
request was grz nted.

The minutes of the meeting of August 12, were read and
A petition was presented by Mr. Thomas H. CTignillipt
requesting the Town to provide drainage facilities on his property
located at Inlet & Chatham Avenues, he contended that a ditch
in the vicinity of.his property- that drained that section, was
closed by the Town and now after heavy rains his house is complete-
ly surrounded by water. The matter was referred to Mr. Alexander
to-contact air. Piignilliat with reference to the matter, Mr. Reed
will also take the matter up with Mr. iignilliat.
Councilman Brown called attention to the danger existing
caused by a wire being stretched between several P-&3 s to block
vehicles from going across the plat at several locations on Butler
Ave., Mr. Reed was instructed to remove them.
Council also decided to open the plat where Fourth St.
runs into Rutler Ave., Mr. Reed will be instructed to do this also.
The Mayor asked what had happened to the docket cases
that were to be made against those property owners who had not
gone into the Sewerage System, he ways informed that the Chief was
instructed to n. -,fie cases. The Chief was asked why the subpoenas
had not been sent, he stated that he had not had time.
Mayor Dutton asked Mr. Alexander if the Town is a party
to the suit against. Mr. Johm Wyll y in connection with the sale
of Alley No. #1, Mr. Alexander stated that the Town was not.
The Mayor informed Council that Mr..Alexender and him-
self had sent copies of e draft to increase assessments to each
Alderman suggesting that they make recommendations, he then asked
what procedure was to be followed, Councilman Slotin stated that
the Engineer's report of the condition of the groins be given to
the newspapers and then have a meeting of the property owners in
Savannah Pnd. Srva.nnah Beech, the :fiayor stated that the Engineer's
report be published. first end the r'eyor would answer it, then have
the meetings with the property owners.
The Mayor informed Council that B. Taylor Smith who had
been placed on the docket for not paying his license, should pay
now.
The Mayor informed Council that the state High -way Dept.

was working on Butler 1ve.
A nectorts bill presented to the Town for services ren-
dered for prisoners at the Camp, was referred to the County Com-
missioners, the Mayor appointed a committee consisting of himself
and Councilman peters to see Judge Houllihan with reference to it.
Councilman young moved that bills for the month of August
amounting to X911.77 be paid, Councilman Peters seconded and the
motion passed.
Councilmen Peters moved that the bill presented by Mr.
J. W. Lang covering repairs to his automobile amounting to 04.35
be paid, Councilman Brown seconded and the motion passed.
Councilman Slotin wanted to know if ttil agreement had
been made with the property owners in the vicinity of Chatham &
Butler Avenues, authorizing them to erect, a gate on Chatham Ave.
at that point, that would protect the Town in future years, he
stated that there were also several signs that should be corrected,
Mr. Alexander stated that he would check on this.
Councilman drown stated that working with the Chamber of
Commerce, he was in hopes of having a number of out -of -town high -
school bands on the Island for several days to compete for e prize
for the four best bands of the season, but that arrangements must
be rnadh during the school season, he wants the Town to assist in
bringing these bands here, and stated that now is the time to give
thought to it.
mr. ?3. J. Carbo petitioned for a reduction in the price
of some rocking chairs purchased by him, stating that, the chairs
were second hand chairs and that the price should be reduced, Coun-
cilman biotin moved that the price be reduced to ^ 4.oO each, Coun-
cilman Peters seconded and the motion passed.
A letter was received from Rev. Tucker of Christ Church,
thanking the Board for the use of the auditorium for Sunday ser-
vices.
Councilman young called attention to the overload that
the Treatment Plant is operating under -and stated that thought
must be given now to adding an additional affluent line to the river.
Councilmen Young and Lovell were appointed a committee to check
on it and report back. Mayor Dutton stated that he would ask the
State Health Dept. to send an engineer down to check on it also.
Councilman Brown moved that the following resolution
be adopted, Councilman Lovell seconded, and the motion pessed.
A RESOLUTION
WHEREAS, on September 5, 1948, Y r. Joseph C. Strong, Jr.,
was drowned t Savannah ?each, despite efforts over a period of
two or three hours to revive him after his body was taken out of
the water;

AND, WHEREAS, Dr. end ?ors. C. F. Holton of Savannah Dr.
James C. Goldsborough, life guards Buddy Sluder, Bob Pierce end
Billy Sutlive End the members of the Ssvannah Beach Voluntary Fire
Department took pert in the efforts to revive Mr. Strong and did
all_ that was humpnly possible to revive him, but without success;
BE IT THF;REFORE RESOLVED by the Mayor and. Councilmen of
Sevannah Beach_, Tybee Island, t nt the efforts of the above named
persons be commended and that., thanks of the Mayor End. Councilmen
be extended to there people for their untiring efforts on behalf
of ?:fir. Strong;
BE IT FURTHER RESOLVED thet e copy of this resolution
be pent to each of the named persons end to the Srve nneh Peach
Voluntpry Fire Dep:ertment.

The re-uler meeting of Town Council was held today in the

Councilmen Young roved that the necess ry p^rts to repFir
the mowing machine be purchased, Councilmen Hosti seconded and the
motion ppesed.
Supt.of Public Works Reece informed council that the bulk-
-head just south of Tilton street wps in very bed condition and should
be repaired now. He also stated that work is proceding on the new
groin being built :et First. Street under priv8te contract but that
the work is slow.
Tne Mayor instructed ?.?r. Reed to terr down the old stucco
building just inside the sea -well near Tilton St. owned by Mr. O.B.
Strong and which was damaged by the 1944 hurricane, and use the ma-
terial behind the bulkhead pt this point.
The Mayor std; ted that he would request Thomas & Hutton
to get together with Town Attorney Alexander end himself in con-
nection with the dry >fting of the letter to the Property Owners
relative to a proposed increase in taxes.
