Chair Jones called the meeting to order at 12:15. Public Comment: None Approval of amended minutes from May 5, 2022 Regular Meetings (Action Item) Rick Fereday moved, Mike Weiss seconded. Unanimously approved. Airport Sewer Extension Ms. Hart announced that a request would be made to Granite Excavation at the June pre - construction meeting to add a change order to their scope of work for the sewer line extension across Taxiway A this summer. Funding will be part of the Infield Utilities Master Plan. Infield Hangar Development/Infield Utilities Master flan Ms. Hart stated that TO Engineering believes they can perform the infield utilities master plan engineering work within the scope of their monthly retainer. Ms. Hart has identified $75,000 allocated in next year's budget to perform infield utilities construction and will learn what is required to shift that money a year ahead of schedule. Some of this money comes from the airport fund, and the rest would be a combination of CARES, CRSSA and ARPA grant funds. The MacNichol-Berge hangar has broken ground in the south center of the infield, and two more large hangar developers have been identified. Jim Gerblick will develop Hangar 1000 to the west and Mark Peterson will develop the Hangar 901 to the north of the MacNichol-Berge Hangar. Leases will be drafted for attorney approval in the coming weeks. flangar Waiting List The Waiting List email sent out in mid -May generated 16 completed surveys. Many respondents want a small hangar, some only want to buy, and many are willing to develop and/or buy. Individuals who want to develop large hangars and whose position on the waiting list would allow them to do so have been notified that further infield development will have to wait until the ASOS is moved in Phase 11 (6-11 years). AIP 033 — East/West Taxiway u dp ate (Information Item)/AIP 032 — Runway 16-34 Rehabilitation project update (Information Item) Ms. Hart informed the Committee that the asphalt contractor agreed to re -seal and paint on June 20-24, and that this date had been reviewed by the local aviation services. However, the FAA will not release the funding until June 30, so the runway closure will be the originally planned dates — July 11 — 14. A pre -construction meeting with Granite Excavation, TO Engineering, and airport management will occur in June. Taxiway D construction will also commence on July 11. Taxiway A will not be available during the runway closure, per FAA. Ms. Hart told the group that the FAA had just released a circular allowing turf operations and stated that she and the Airport Superintend would like to do some improvements and markings on a strip between fillets 4 and 3. Chairman Jones recommended reaching out to Lori Kyle in Driggs, as the Driggs Airport has a very nice grass strip. Conversation ensued on whether strip ops would be allowed while the runway is closed, and consensus was they will not be. Ms. Hart will confirm with the ADO. USFS Contract Update The new contract is being processed by the USFS Contract Officer and will have two Line Items. 1) O&M and 2) helipad lease. O&M payments will switch to an annual lump sum instead of four quarterly payments, and 12 monthly helipad lease payments will now be paid in one annual lump sum. Shawn Walters with USFS stated that the outstanding quarterly payments from FY22 will be made to the city by July 1, 2022. Mr. Walters and Ms. Hart are working together to accurize the helipad lease boundaries and will keep the committee updated about potential changes to contract language. SRE Strategy_ The group discussed a potential plan to surplus the New Holland and open a slot for an AIP- funded SRE in FY24. Driggs and Council airport both may want to acquire the New Holland. Ms. Hart informed the group that the airport has been researching leasing a loader from Western States Cat to augment the SRE fleet once the loader -mounted snow blower is procured (ITD Aeronautics grant). Mn Fereday expressed some concerns with leasing on principle. Ms. Hart acknowledged and understood those concerns, but she believes leasing is a valuable strategy for the airport to consider. She will share the Western States contract with the committee prior to next month's meeting and the group can discuss further. Obstruction Removal flan(Information Item South apple trees will be cut by City arborist late this week or early next. Ms. Hart stated she would try to find out who had the grazing lease on that property to address the irrigation pipes and ensure there is no conflict. The City GIS Analyst resigned, and letters will not be mailed to private property owners to the north with obstructions prior to a new GIS analyst coming on board. Open House June 2? Update (Informat:on It Planning is going well. We need to identify a pilot willing to drop the beaver. Mr. Fereday had to leave the meeting early, so the other members decided he's the best pilot for the job.
