CITY OF MOAB
COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG)
PUBLIC HEARING
FOR EXPANDING THE WILLOWS APARTMENTS
Moab City will hold a public hearing to discuss the project determined to be applied
for in the CDBG Small Cities Program in program year 2012. The City proposes to use
CDBG funds to help Four Corners Community Behavioral Health, Inc. proposed twelve
unit expansion project for the Willows Apartments that are located at 48 Shields
Lane in Moab. Comments will be solicited on project scope, implementation, and its
effects on residents.
The hearing will begin at 7:15 P.M. and will be held Tuesday, April io, 2o12 at Moab
City Hall, 217 East Center Street. Further information can be obtained by contacting
David Olsen at 259-5129•

For our audit request for proposals, we received responses from six companies. All of
the proposals were very professional and responsive and we are pleased at the
outcome. The responses were very competitive and the lowest three bids were within
$1,500 (or 2%) of each other.
Larson and Rosenberger submitted a superior proposal that exceeded our criteria and
they provided excellent references. They also will be utilizing audit staff from their
Moab offices to complete our audits. In the past they have always offered an
outstanding level of service during our audit as well as advice and consulting
throughout the year. Their bid was the third lowest. I am recommending that we
award the bid to Larson and Rosenberger for a not to exceed audit fee of $57,650 for a
five year audit term.

Brandi Burrola, Staff Auditor
Brandi brings a fresh perspective to government accounting and has experience working
with a wide range of organizations. Her quick intellect and logical approach make her one
of Larson and Rosenberger's best and brightest. She has worked with special service
districts and government agencies and is familiar with their strict reporting requirements.
Before joining Larson & Rosenberger, Brandi was the Controller/CFO for a private
company for four years, which has given her added leadership skills and a knack for
spotting an organization's potential pitfalls.

Proposer's Approach to the Examination
and Time Requirements
o' In order to achieve an efficient and effective examina-
tion, we will tailor our audit approach to fit the nature
of Moab City, focusing on the likelihood of a material
misstatement in the financial statements and related dis-
closures. Accordingly, we will direct our emphasis to the
areas of higher risk, focusing on the unique characteris-
e tics of your operating environment, the effectiveness of
your internal control, and your financial statement
amounts and disclosures.
Based on our understanding of your timetable and accounting department staffing, we propose the following tenta-
tive schedule for the audit of Moab City's financial statements:
Initial Meetings — Upon engagement
The goal of these initial meetings is CO establish effective two-way communication between auditor
and audit committee. We plan to discuss our initial risk assessments and the overall scope of our au-
dit testing. Additionally we will discuss both management and external auditor responsibilities
through an audit plan. Input from the audit committee will be explored in developing our under-
standing of the risks facing Moab City and identifying the sources of evidence and information
about specific transactions.
Planning — June
During this planning phase, we will review and evaluate the internal controls of Moab City to deter-
mine the timing and extent of our testing. We will review activity to date, update our initial risk as-
sessments, and discuss any concerns regarding our audit procedures. We will also meet with city em-
ployees to coordinate the preparation of work papers and confirmations.
Audit Fieldwork — August
During the testing phase we will verify asset balances, determine the completeness of liabilities and
conclude our detailed examination of Moab City's cycles.
Report Delivery — by December 31
The reporting phase will begin as soon as our testing is complete. During this phase we will compile
our final report and present it to your audit committee. Our presentation of your financial state-
ments, audit results and management letter comments to your audit committee is the culmination of
our effort. We are happy to spend time with the audit committee members and management to
help them understand the results of our audit and identify, opportunities for improvement.

Subject: Youth Garden Farmers' Market Use of City Park Application and Special
Event License Application
The City Special Events Committee has reviewed the applications for the Use of City
Parks and Special Event Business License for the Youth Garden Project Farmers'
Market. We have conferred with the coordinator for the event and are of the opinion that
all issues with the event and use of the park have been adequately addressed. We find
that the proposed use of Swanny Park for this event provides clear benefits to the
community. The event provides a service to local farmers and provides produce and
other goods for a broad spectrum of the community. There are several conditions that
should be attached to the Park Use Permit and the Special Event License, as follows:
1. There should be no parking of vehicles in designated red zones around the park.
2. All vendors must stay within the area defined on the park map attached to the
Park Use Application.
3. No stakes may be used in the ground for tents or awnings, due to continual
breakage of sprinkler lines. Weights should be used instead.
4. All vehicles should be kept off of grass area.
5. The fee of $25 for each Saturday is to be submitted two weeks prior to each
event.
6. An updated vendor's list should be submitted after each event or when vendors
have changed.
The Special Events Committee recommends approval of the Application for the Special
Use of City Parks and the Special Business Event License Application for the Youth

SPECIAL USE OF CITY PARKS
Swanny Park, located, between 100 and 200 West from 30 to 400 North, is a non -reservation park that is meant to be open to the
public on a first -come, first served basis. Special Use of Swanny Park and other non -reservation parks within the City is subject to
approval by the Moab City Council. The City Council may approve use applications for events that provide clear benefits to the
community. Requests for usage by private businesses that serve a limited clientele will not be approved. This application must be
submitted, along with any special events license application, to the City Recorder's office at least six weeks prior to the scheduled
event. Upon approval of the application by the City Council, a Special Park Use Permit will be issued upon payment of the appropriate
fee, provided for in the Schedule of Fees.

Subject: April Action Car Show Use of City Park Application and Special Event
License Application
The City Special Events Committee has reviewed the applications for the Use of City
Parks and Special Event Business License for the April Action Car Show. We have
conferred with the coordinator for the event and are of the opinion that all issues with the
event and use of the park have been adequately addressed. We find that the proposed
use of Swanny Park for this event provides clear benefits to the community. The event
brings many visitors to the community and provides an attraction that locals and visitors
enjoy.
We have worked directly with the event coordinator on traffic control, street closures,
parking of vehicles, vendor location, hours and days of use, etc. Please note that the
Park Use Application includes hours of use on three separate days. Some of the issues
that were addressed, which should be conditions of approval attached the Park Use
Permit and Special Business Event License include the following:
1. Additional porta-potties will be placed for the event. In the past, the number of
porta-potties has been insufficient to handle the number of patrons at the park.
2. Food vendors will not be placed on the grass, due to damage to the grass. Food
vendors will be placed as shown on the attached map.
3. Vendor vehicles will not be placed in the red zone on 100 West Street.
The Special Events Committee recommends approval of the Application for the Special
Use of City Parks and the Special Business Event License Application for the April
Action Car Show to be held April 27 through April 29, 2012.

RE: Waiver of Application Fee
To Whom It May Concern,
I am requesting a text amendment to the C-5 Zone. I understand that there
is a $350.00 fee associated with the text amendment request. I am a Real
Estate Broker and have a client that has been trying to find property in the
downtown area to expand their home -based daycare/preschool into a
Commercial Daycare/Preschool facility. Currently no residential zones
and only C-1 and C-2 commercial allow for these facilities.
We don't have a specific location for their expansion but there are several
C-5 parcels that would fit this type of business model I believe that there is
a great need for this type business in the downtown area and this text
amendment would benefit the community as a whole. So I am requesting a
waiver of the $350.00 application fee.

Subject: Proposed Approach to Alcohol Event Licensing for City Facilities
City staff have considered the different approaches to allowing alcohol in city facilities.
We have a general approach that we think will work. However, before we proceed with
full development of the proposed approach, we would like to get input from the Mayor
and City Council.
City staff recommend allowing alcohol at Swanny Park, the Center Street Ballfield and
the MARC for public events that (1) Secure a Special Event License from the City; (2)
Secure a Temporary Special Event Beer Permit or Single Event Permit from the State of
Utah; (3) Secure a Use Permit or Rental for the use of the park or facility.
In addition to the above requirements, the City would adopt specific alcohol permit
policies and policies for each venue. For example, we could limit the duration of time
that alcohol could be served and require additional monitoring.
State special event alcohol licenses have very strict standards as to the establishment of
a confined area for consumption, server standards, restricting access to minors, etc. It
takes several weeks to get a state license and there is a fee. These restrictions would
limit the permits to those organizations that are serious and have the wherewithal to
abide by all of the regulations. The city licenses and permits would allow the city to
place additional conditions on the event and to enforce city laws and permit conditions.
Under the above scenario, all applications for alcohol events would require City Council
approval.
This approach would require changes to the Moab Municipal Code and the adopting of
internal policies, both of which would be approved by the City Council.
Please note that this approach would not apply to events at Old City Park. This is
because this park is outside the City's jurisdiction. Any business licensing for an event
would have to go through Grand County. Although the City does have use regulations
for the park, rental of the park does not require City Council approval. Any violation of

law at Old City Park is handled through the Grand County Sheriff rather than the City.
Because of this, the City may wish to consider keeping the ban on alcohol in place at
Old City Park. If we wish to allow such events at Old City Park, we should require the
event to get a permit through Grand County and implement a City Council approval
process for any use of the park that involves alcohol. The state permitting requirements
would stay in place. There would still be the issue of the City not being able to enforce
laws outside of its jurisdiction, which could make it difficult to ensure that all appropriate
laws are being followed. This may be problematic.
Input regarding this proposed approach would be greatly appreciated. If the Council
concurs with this general approach, City staff can develop a draft ordinance within two
weeks, and internal policies within one month, for implementation of the new laws and
policies in approximately 4-6 weeks.
