CALL TO ORDER Mayor Man called the City Council Regular Meeting to order at 7:45 p.m. in the Council Chambers located at 5938 Kauffman Avenue, Temple City. OEM 2. ROLL CALL PRESENT: ABSENT: ALSO PRESENT: Councilmember — Sternquist, Vizcarra, Yu, Chavez, Man Councilmember — None City Manager Cook, Deputy City Attorney Gutierrez, City Clerk Kuo, Community Development Director Reimers, and Parks and Recreation Director Matsumoto 3. INVOCATION— Pastor Kelty with Community of Christ provided the invocation. 4. PLEDGE OF ALLEGIANCE — Mayor Man lead the pledge of allegiance. 5. CEREMONIAL MATTERS — PRESENTATION A. HOLIDAY DECORATION WINNERS Parks and Recreation Secretary, Jennifer Venters, provided a presentation of the winning residential and business holiday decorations. Mayor Man and Councilmembers presented the winners with a certificate. 6. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA Xi Li, Temple City resident, asked for help to recover her stolen private property. 7. CONSENT CALENDAR Mayor Pro Tem Chavez made a motion to approve the Consent Calendar Items. APPROVAL OF MINUTES The City Council is requested to review and approve the: 1. Minutes of the Special City Council Meeting of December 19, 2023; 2. Minutes of the Regular City Council Meeting of December 19, 2023; and 3. Minutes of the Special City Council Meeting of December 21, 2023. Action: Approved the Minutes of the City Council Meeting. B. PARKS AND RECREATION COMMISSION ACTIONS — REGULAR MEETING OF DECEMBER 20, 2023 The City Council is requested to review and file the actions of the Regular Parks and Recreation Commission Meeting of December 20, 2023. Action: Received and filed. C. APPROVAL OF AGREEMENT FOR CITYWIDE JANITORIAL SERVICES The City Council is requested to approve an agreement for janitorial services for city facilities. Action: 1. Approved a two (2) year and five (5) month Agreement for Citywide Janitorial Services (Agreement) to Ultimate Maintenance Services, Inc.; and 2. Authorized the City Manager to execute the Agreement. D. APPROVAL OF AGREEMENT FOR TREE MAINTENANCE SERVICES The City Council is requested to approve an agreement for tree maintenance services. Action: 1. Approved a two (2) year and five (5) month Agreement for Tree Maintenance Services (Agreement) with West Coast Arborists, Inc.; and 2. Authorized the City Manager to execute the Agreement. E. APPROVAL OF PLANS AND AUTHORIZATION TO INVITE BIDS FOR FISCAL YEAR 2023-24 PAVEMENT REHABILITATION PROJECT, CAPITAL IMPROVEMENT PROJECT (CIP NO. P24-02) City Council Minutes January 16, 2024 Page 3 of 7 The City Council is requested to approve the plans and authorization to invite bids for Fiscal Year 2023-24 Pavement Rehabilitation Project. Action: 1. Approved plans for the Fiscal Year 2023-24 Pavement Rehabilitation Project, Capital Improvement Project No. P24-02; and 2. Authorized staff to advertise the project for bids. F. VISA CARD REPORT The City Council is requested to review, receive and file the Visa Card Report. Action: Received and filed the Visa Card Report. G. ADOPTION OF RESOLUTION NO. 24-5718 APPROVING PAYMENT OF BILLS FOR FISCAL YEAR 2023-24 The City Council is requested to adopt Resolution No. 24-5718 authorizing the payment of bills for fiscal year 2023-24. Action: Adopted Resolution No. 24-5718 authorizing the payment of bills for fiscal year 2023-24. 8. PUBLIC HEARING A. ESTABLISH THE COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAMS AND ALLOCATIONS FOR FISCAL YEAR 2024-25 The City Council is requested to conduct a public hearing to solicit input from the community and to ensure that the proposed CDBG Projects meet community needs and Housing and Urban Development (HUD) guidelines. City Manager Cook gave a brief introduction to the City's CDBG funded programs. Associate Planner Gulick gave a summary of the staff report. City Council made comments and asked questions regarding the City's CDBG funded programs. Mayor Man opened public hearing. Hearing no request to speak, Mayor Man closed public hearing. City Council made final comments about the City's CDBG funded programs. Councilmember Yu made a motion to: City Council Minutes January 16, 2024 Page 4 of 7 1. Hold a public hearing regarding the proposed allocation of Community Development Block Grant (CDBG) funds for Fiscal Year (FY) 2024-2025 (24- 25); 2. Authorize the City Manager to amend CDBG-funded program allocations up to 50 percent of the approved allocation as necessary throughout the FY; 3. Adopt Resolution 24-5717 establishing the CDBG-funded programs and allocations below for FY 24-25. The total CDBG Budget for FY 24-25 includes the estimated allocation of $230,000 and unallocated prior years' funds of $65,000 for a total of $295,000: i. Housing Rehabilitation Loan and Handyworker Grant Program: $235,000 ii. Asbestos Testing and Removal Program: $ 30,000 iii. Youth Scholarship Program: $ 30,000 Total FY 24-25 CDBG Budget: $295,000 4. Establish a CDBG Ad Hoc Committee to explore any future adjustments to the CDBG program including considering how to move forward with the YSP. Councilmember Sternquist and Mayor Pro Tem Chavez was appointed to the CDBG Ad Hoc Committee. Seconded by Councilmember Vizcarra and approved by the following votes: AYES: Councilmember — Sternquist, Vizcarra, Yu, Chavez, Man NOES: Councilmember — None ABSTAINED: Councilmember— None ABSENT: Councilmember — None 9. UNFINISHED BUSINESS — None 10. NEW BUSINESS A. APPROVAL OF PROPOSED GUIDELINES FOR THE LAS TUNAS DRIVE STREETSCAPE CAFE FURNITURE AND STOREFRONT IMPROVEMENT GRANT PROGRAM AND METAL ENTRY SIGNS The City Council is requested to consider the proposed guidelines for the Cafe Furniture Grant Program and the Storefront Improvement Grant Program for Signs and Awnings, and design and placement of Metal Entry Signs. City Manager Cook gave a brief introduction to the Las Tunas Drive Streetscape Project. Community Development Director Reimers gave a presentation of the staff report. City Council Minutes January 16, 2024 Page 5 of 7 MIS City Council made comments and asked questions regarding the proposed guidelines for the Cafe Furniture Grant Program and the Storefront Improvement Grant Program for Signs and Awnings, and design and placement of Metal Entry Signs. Councilmember Yu left the meeting at 9:15 p.m. and returned at 9:17 p.m. Mayor Man opened public comment. Jerry Jambazian, Temple City business owner, spoke in favor of adding way signs for the Las Tunas Drive Streetscape Project. Hearing no further request to speak, Mayor Man closed public comment. City Council made final comments regarding the proposed guidelines and design and placement of Metal Entry Signs. Councilmember Vizcarra left the meeting at 9:30 p.m. and returned at 9:32 p.m. Councilmember Yu made a motion to: Mint 1. Approve guidelines for the Cafe Furniture Grant Program and the Storefront Improvement Grant Program for Signs and Awnings as discussed by City Council; 2. Waive all sign, sidewalk dining, building permit, and encroachment permit fees for projects approved under the grant programs; and 3. Approve designs and placement of the metal entry signs as discussed by City Council. Seconded by Councilmember Sternquist and approved by the following votes: AYES: Councilmember — Sternquist, Vizcarra, Yu, Chavez, Man NOES: Councilmember — None ABSTAINED: Councilmember — None ABSENT: Councilmember — None 11. UPDATE FROM CITY MANAGER — announced the upcoming Neighborhood Watch meeting on January 18, Lunar New Year Celebration Festival on February 3, Mayor's State of the City on February 27, and the Camellia Festival on February 23-25. He commented on the fiscal status of California, and the City's Housing Element. He also highlighted the pavement rehabilitation project for fiscal year 2023-2024 that the City Council just approved tonight. 12. UPDATE FROM CITY ATTORNEY — Deputy City Attorney Gutierrez announced that City Attorney Murphy will return to the next Council meeting. City Council Minutes January 16, 2024 Page 6 of 7 13. COUNCILMEMBER STERNQUIST — announced that the Los Angeles County Library Commission will be meeting at the Temple City location tomorrow and that the public can still purchase a brick to be installed in the library garden. B. COUNCILMEMBER VIZCARRA — None C. COUNCILMEMBER YU — commented on the upcoming Mayor's State of the City. D. MAYOR PRO TEM CHAVEZ — None E. MAYOR MAN — commented on the City's upcoming Lunar New Year Celebration, the Camellia Festival Royal Court Coronation, and wished everyone a happy new year. 15. ADDITIONAL PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA — No comment. 16.
