May 19, 1949
The regular meeting of Town Council was held today at 4 P. M.
in the Town Hall and was attended by Mayor Dutton, who presided,
Councilmen Peters, Young, Brown, Hosti, Meddin, Lovell, Town Attor-
ney Solms, Edmund J. Solomon and Mr. Cunningham of the Southern
Bell Telephone & Telegraph Company.
Mr. Cunningham stated that he was appearing before the Board
at the request of Mr. Solomon with a view of correcting the method
of reporting fire call, he stated that his Company would cooperate.
The Mayor called attention to the bad congestion on the road
due to an accident at the Wilmington River bridge last Sunday during
the heavy traffic which greatly inconv4nienced a large number of
people, also that a request had been made that the speed limit on
the automobile road be increased to 55 MPH.
Councilman Peters moved that the bills for the month of May
amounting to $1710.98 be paid, Councilman Young seconded and the
motion passed.
Councilman Lovell moved that the discount period for pay-
ment
of the first half of 1949 Taxes be extended to May 31, 19+9,
Councilman Peters seconded and the motion passed.
Councilman Lovell asked what could be done to repair the
road on Camp Hammock leading to the 4 H Camp, Mr. Reed said that
oyster shells could be used on the spots that are bad, Council-
man Meddin moved that the matter be referred to a Committee with
power to act
Councilman Lovell seconded and the motion passed.
The Mayor appointed a Committee consisting of himself,
Councilmen Meddin and Peters.
Councilman Hosti presented a copy of a notice that he want-
ed the Sanitary Department to deliver to every occupied house on
the Island, relative to garage collections and stated that he
was having a number of them printed.
The matter of installing a drinking fountain in the vicinity
of the public rest rooms at South End was referred to Councilmen
Hosti and Lovell.
Councilman Hosti stated that several property pwners in the
vicinity of 12th Street on the ocean side had protested to him that
Mr. W. R. Morrison was contemplating converting the building that
Council permitted him to erect on his property for a playhouse for
his grand chilren, into a dwelling. rnAe opinion of ;o roil was t tat

not place anything there except a playhouse and that Mr. Morrison
wes going to be held to his agreement.
Councilman Hosti informed Council that Mr. B. J. Carbo had
requested that he be given an area in front of his house for the
parking of guests automobiles in front of his house, Council agreed

to allot one space to Mr. Carbo.
Councilman Brown moved that May 25th, 1949 be designated as
Earle Cooke, Jr. Day in honor of Mr. Cooke who is State Commander
of the American Legion of Georgia, Councilman Peters seconded the
motion and it was passed.
PROCLAMATION
WHEREAS: The Town. of Savannah Beach, Tybee Island, Georgia
is honored to have The Honorable Erle Cocke, Jr., as its guest on
Wednesday, May 25, 1949, and
WHEREAS: The Municipality recognizes his outstanding
military record in World War 11 and his aggressive leadership as
Commander of the Georgia Department of the American Legion, and
WHEREAS: He is being prominently considered for the office
of National Commander of the American Legion, and
WHEREAS : The Town of Savannah Beach, Tybee Island, Georgia
joins with Savannah Beach Posts Nos. 154 and 250 in endorsing his
candidacy for said office.
NOW THEREFORE: By the authority vested in me as Mayor of
The Town of Savannah Beach, Tybee Island, Georgia, I, EDWARD A.
DUTTON, do hereby procleam and ordain Wednesday, May 25, 19•9,
ERLE COCKE, JR., DAY, and do call upon all of our citizens and
visitors to honor our distinguished guest, Erle Cooke, Jr.,
throughout this day.
IN WITNESS WHEREOF, I have hereunto set my hand and

Councilman Brown moved that on Erle Cooke, Jr. Day, May 25,
1949, that any veterans showing a 1949 membership card of the
American Legion be admitted to the parking areas free of cost,
Councilman Young seconded and the motion passed.
The Mayor called attention that the dog ordinance should be
enforced now that another summer season is here and that all stray
dogs should be impounded, and also that the ordinance relating to
garbage cans be enforced.
The Mayor informed Council that the Georgia. Historical So-
ciety was having a contest and wanted to get any Ild pictures of
Tybee, of historical interest.
The Mayor called attention to some of the streets from the
Island being in bad repair, perticularjTrShirley Road stating that
this street is in very bad condition. The matter was referred to
Councilman Meddin and peters.
The Mayor stated that he had been approached by some of the
property owners in the ticinity of the easement located between
beach lots 109, and 110 ward 5, requesting that some iron rails
placed on this easement be removed, he informed them that this
was a civil matter.
The Mayor called attention to the special election to be
held on June 14, and stated that three property owners had to be
appointed as managers and an extra one as alternate. Councilman
Lovell moved that T. B. McCarron, Mrs. Maude p. McGinn and Mrs.
Eva. Yagle be appointed as managers and Gene L. Rimedio as alternate
and that each be paid ten dollars ($10.00) for their services. Coun-
cilman Hosti seconded and the motion passed.
Mr. and Mrs. A. P. Solomon, 111 presented a map showing a sub-
division of lots 156, 157 and 174 and 175 and requested its approval
by Council. Councilman Young moved that it be approved, Councilman
peters seconded and the motion passed.
a petition was presented by the Savannah Beach Volunteer Fire
Department requesting that the building now occupied by them but own-
ed by the Town be deeded to them. The matter was referred to Council-
man Brown.
Mrs. A. P. Caldwell, Jr., requested that a street light be
placed in the vicinity of her property, referred to Councilman Brown.
Councilman Young called Councils attention to the use of the
public Rest Rooms on 16th Street by the public for the changing of
clothes to go bathing and requested that this practice be discontinu-
ed. The matter was referred to the Chief of Police.
Councilman Peters moved that the following resolution be
adopted, Councilman Lovell seconded and the motion passed.

A RESOLUTION
WHEREAS, the Chatham County Commissioners end Ex Officio
Judges have rendered aid and assistance of inestimable value to
the Town of Savannah Beach by making available to the services
of prisoners who ire under their control; and,
WHEREAS, when at certain times the number of local prison-
ers decreased to such an extent that there were none available,
the Honorable E. W. Cubbedge of said body, Chairman of the public
Works Committee, hes in e commendable spirit of public interest,
with the cooperation of Honorable L. 0 Burns, Warden, Chatham
Councy, Georgia, secured prisoners from the State authorities for
assignment to public services at the Town of Savannah Beach.
BE IT THEREFORE RESOLVED that the appreciation of the Mayor
and Councilmen of the Town of Savannah Beach in assembly, as well
es the thanks of the citizens at large, be extended to the County
Commissioners and Ex Officio Judges for their valuable cooperation
in supplying this aasistance; and,
BE IT FURTHER RESOLVED that the thanks of the Mayor and
Councilmen and citizens of Savannah Beach be especially extend-
ed to the Honorable E. W. Cubbedge and to the Honorable L. C.
Burns for their efforts in this worthwhile accomplishment.
There being no further business, the meeting was adjourn-
ed, subject to the call of the Mayor.

A special meeting of Town Council was held tonight at 9:30
P. M. in the Town Hall and was nttended by the Mayor, who presid,
ed, and Councilmen Peters, Meddin, Hosti, Lovell, Town Attorney
Solms, Jr., and Councilman -Elect Smith.
The meeting was called for the purpose of receiving the
returns of the managers of the Special Election held on this date
and declaring the duly elected Mayor and Councilmen of said elec-
tion.
The report of the Managers was read:
We, the undersigned, who were duly appointed as Managers
of the election for Mayor and Councilmen of the Town of Savannah
Beach, by resolution adopted by Council at a meeting held on May
19th, 1949, and who have conducted said election held on June 14,
1949, in accordance with the provisions of the Charter of Savan-
nah Beach, Tybee Island, and the laws of the State of Georgia
