ORDINANCE NO. -.iLL
AN ORDINANCE AUTHORIZING PARTICIPATION IN THE K-254
CORRIDOR STUDY COALITION BY THE CITY OF BEL AIRE,
KANSAS AND PROVIDING FOR THE FUNDING THEREOF.
WHEREAS, the City of Bel Aire, Kansas desires to promote, stimulate, and develop
the general economic welfare and prosperity of the City of Bel Aire and its environs, and
thereby to further promote, stimulate and develop the general economic welfare and
prosperity of the State of Kansas; and
WHEREAS, Kansas Highway 254 in northeast Sedgwick County has been improved
to expressway standards and is the major connecting link between the Wichita and EI
Dorado metropolitan areas; and
WHEREAS, a section of Kansas Highway 254 between Wichita and EI Dorado ("K_
254 Corridor") represents a potential for developing future economic growth and
development for the communities along said corridor; and
WHEREAS, pursuant to K.S.A. 19-4105, a city, as a political subdivision, may join
with counties and other political subdivisions to jointly and cooperatively undertake
programs to promote the growth and development of the area or region where such
counties and political subdivisions are located, and to achieve the purposes of the
Economic Development Programs Act, K.S.A. 19-4101, et seq.
WHEREAS, it has been determined by the City of Bel Aire that the potential
economic development opportunity along this K-254 Corridor warrants funding a study to
identify and assess the opportunities, issues, strengths, and weaknesses associated with
future commercial and industrial development that will occur in this K-254 Corridor, and to
take advantage of the economic potential and utility value of the existing highway; and
NOW THEREFORE, BE IT ORDAINED BY THE GOVERNING BODY OF THE CITY
OF BEL AIRE, KANSAS:

Section 1. Participation In K-254 Corridor Coalition
The City of Bel Aire is hereby authorized the participation of in a cooperative venture
with Sedgwick County, Butler County and other affected cities along the K-254 Corridor, to
fund and prepare an Economic Development Corridor Study ("Study") along Kansas
Highway 254 between the City of Wichita in Sedgwick County, and the City of EI Dorado in
Butler County. This cooperative venture shall be referred to as the "K-254 Corridor Study
Coalition." The purpose ofthe Study is to identify opportunities and issues, and strengths
and weaknesses associated with future commercial and industrial development that will
occur in this corridor, and to take advantage of the economic potential and utility value of
the existing highway. It is anticipated that the following affected cities would join with
Sedgwick and Butler Counties in the K-254 Corridor Study Coalition and participate in this
venture: the City of EI Dorado, the City of Benton, the City of Kechi, the City of Bel Aire, the
City of Towanda, and the City of Wichita.
It is expected that the Study will set goals, gather and synthesize data, analyze
findings, and provide cost estimates necessary to provide infrastructure and services to
new development areas. If the Coalition members find the recommendations in the Study
feasible, a separate project may be initiated following the conclusion of the Study to
establish agreements for partnering among the Coalition members leading to the marketing
and implementation of the chosen strategies for attracting economic development.
The cost of the Study is estimated not to exceed $60,000.00. Sedgwick County's
share would not exceed $22,500.00, and Butler County's share would not exceed
$22,500.00. Each participating city would contribute an additional $2,250.00 toward
funding the study. This ordinance indicates the willingness of the City of Bel Aire to
participate and develop a written agreement with the Coalition members to formalize the
relationship and operational processes.
Section 2. Contingent Payment Of Funds
Contingent upon the execution of an appropriate cooperative agreement with the
above-named governing bodies, the City of Bel Aire is hereby authorized to pay up to
$2,250.00 to fund the K-254 Corridor Study, in cooperation with the Coalition members.
Section 3. Effective Date
This ordinance shall take effect and be in force from and after its publication in the
official city newspaper.
