AUTHORIZING A PROFESSIONAL LAND SURVEYING & ENGINEERING
SERVICES CONTRACT WITH CME ASSOCIATES
CARTERET PARIC RAIN GARDEN
WHEREAS, the Borough of Carteret is in need of specialized land surveying and
engineering services in connection with the Carteret Park Rain Garden; and
WHEREAS, CME Associates, 1460 Route 9 South, Howell, New Jersey 07731,
possesses the requisite experience and expertise to provide said services; and
WHEREAS, CME Associates has submitted a proposal to provide said services at a total
cost not to exceed $26,500.00; and
WHEREAS, the Mayor and the Council have reviewed said proposal; and
WHEREAS, the Chief Financial Officer has certified that funds are or will be available
for said purpose. Acet. #
NOW, THEREFORE, BE IT RESOLVED by the Mayor and the Council of the
Borough of Carteret, County of Middlesex, State of New Jersey, as follows:
1. The proposal from CME Associates for land surveying and engineering services
related to the Carteret Park Rain Garden at a cost not to exceed $26,500.00 is
hereby approved.
2. This action is approved as an award of a professional services contract pursuant to
N.J.S.A 40A:11-5(1)(a) in accordance with the Borough's Fair and Open Process
as authorized by law.
3. A copy of this Resolution be forwarded to the Borough's Finance Deparnnent, the
Borough Director of Engineering and CME Associates.

Dear Mayor:
We are pleased to submit our fee estimate for professional surveying and engineering services for the
above -mentioned project. The Borough was awarded $189,200 in funding from the Office of Natural
Resources Restoration Hudson -Raritan Estuary Grant Program. This grant will fund the construction
of a rain garden at Carteret Park to improve water quality and attenuate peak runoff flows in a
chronically flood -prone area of the Borough. The estimated cost of construction is $210,000. This
figure will ultimately depend on subsurface conditions encountered at the site and will be refined as
detailed design for the project progresses.
The latest concept plan is enclosed for reference, which depicts a ±5,600 square foot small-scale
bioretention basin along the park's southern frontage with Carteret Avenue, just to the west of Carteret
Pond. The basin will collect and treat runoff from the public right-of-way and park before discharging
into the municipal storm sewer system.
To date, our office has coordinated with ONRR staff to provide necessary concept plans, schedules,
estimates and financial information, which are being used to prepare the Borough's grant agreement
for execution.
With this being said, we anticipate that the following tasks will be required:
A) Survey and Base Map Services
Work in this phase will include preparation of base mapping for use in the design of the construction
plans. Our survey work will include GIS base mapping supplemented with detailed field survey
information. The field survey will include a topographic survey in NAVD 88 datum. This information
will be utilized as the base map for the project construction plans. Approximate property lines will be
established utilizing located property markers and tax map information.

B) Design Phase Services
The work in this phase will involve the preparation of the necessary plans and bid documents for the
public bid process.
Due to statewide rule changes made effective in 2021, we anticipate that the grading and drainage
plan will need to comply with the DEP's updated Stormwater Management requirements, which have
been adopted under Ordinance §160-116. The site plan design will incorporate stormwater
management measures to address compliance with NJDEP stormwater runoff quantity and quality
standards, and Green Infrastructure requirements. These standards also require on -site soil
permeability testing, profile pits, and confirmation of the seasonal high groundwater elevation at the
project site.
Additionally, we anticipate that the design will need to account for NJDEP's Inland Flood Protection
Rules, recently adopted in July 2023. Among other updates to stormwater management, these rules
increase the annual rainfall volumes calculations associated with the 2-, 10-, and 100-year design
storms.
It is anticipated this will require one (1) day of fieldwork at the project site and the services of a backhoe
and operator to conduct the soil investigations per the New Jersey Stormwater Best Management
Practices (BMP) Manual. This information will be used in the preparation of the site's stormwater
management design and report.
Work in this phase will involve but not be limited to the following

i. Existing Conditions and Demolition Plan
ii. Construction Plans
III, Drainage and Grading Plan
iv. Landscaping Plan
v. Soil Erosion and Sediment Control Plan

2. Preparation of Bid Specifications
3. Preparation of Construction Cost Estimate
4. Soil Testing for Stormwater Design
C) Permit Phase Services
The project will require a permit from the Freehold Soil Conservation District (FSCD) prior to
construction as the proposed soil disturbance exceeds 5,000 square feet. This phase will include

preparation and submission of a permit application to the District for approval. Application fees will be
requested from the Borough prior to submission to the District.
Work in this phase will also include coordination with the project's funding sources. Our office will
coordinate with the NJDEP to complete necessary project updates, approvals, and closeout
documentation.
D) Bid Phase Services
This phase will include the following services to publicly bid the project in accordance with the Local
Public Contracts Law:
1. Provide Bid Documents to Prospective Bidders.
2. Provide Addenda for Clarification of Project Specifications, as needed.
3. Attend Bid Opening.
4. Analyze Responsible Bids and Recommend Contract Award.
E) Construction Phase Services
Generally, we prefer to quote services for construction phase services upon the completion of the Bid
Phase as the ultimate cost for our services will depend upon a number of factors including the final
design, the contractor to whom the contract is awarded and the desired level of construction
observation required. Following project award, we would be pleased to submit our quote for these
services upon your request.

The above fee estimates are based on information provided to us by the Borough. Should the scope
of the project change requiring additional professional fees, we will detail same in writing and seek

• Environmental investigation or remediation services, including Phase I Preliminary Assessment

• Complete outbound survey of the property is not included. A separate fee for same may be
provided if requested.
• NJDEP Division of Land Use permitting services.
• Any work not specified as listed in the above phases shall be considered additional services and
will be invoiced at the time said work is authorized by the Borough.
• Application fees are considered extra and will be requested at time of submission.
