Ethics Commission Minutes
February 18, 2010 Annual Meeting
Members Present: Danny Hill, Tyler Marion, Steven Palmer, and Frances Kay Strickland
Members Absent: David Postle and Ross Howard
Ex-Officios Present: Janice Elliott, Recording Clerk
Invited Guests: Sandy Postle
New Officers:
Mayor swore in the new members: Tyler Marion
Roll:
Danny Hill called the meeting to order. Roll was taken.
Election of Officers:
Called for nomination for Chairman – Frances Kay Strickland nominated Danny Hill. Steven
Palmer seconded. Motion carried.
Called for nomination for Vice-Chairman – Steven Palmer nominated Tyler Marion. Frances
Kay Strickland seconded. Motion carried.
Minutes:
Frances Kay Strickland motioned for the minutes of the April 21, 2009 meeting be approved.
Steven Palmer seconded. Minutes were approved with 1 member abstaining.
New Business:
There was discussion on the City Council’s request for the Ethics Commission to Review and
make recommendations on the current ordinance. It was decided that no action will be taken
until the Mayor and Council can give further direction.
Old Business:
There was discussion on a letter written by the Chair, Danny Hill that was given to the Mayor
and Council on May 4, 2009. As to date, there has been no action concerning 2 of the 3 points
that he made in the letter:
1) Changing Article B Section 4-4 that reads “council may remove a member at any time, at
will, with or without cause” to “council may remove a member at any time for cause.”
2) Request that Council appoint an attorney of their choosing to be available to the
Commission in the event that the City attorney has a conflict when a complaint is filed
pursuant to Article B, Section 10-2 of the Ethics Ordinance (21-2008).
Danny has talked with the Mayor and will approach Council at the next meeting if possible to get
guidance concerning the existing ethics ordinance. Once directed by Mayor and Council, Danny
will call another meeting of the Ethics Commission.

Frances Kay Strickland motioned to adjourned. Steve Palmer seconded. Motion carried.
