HomeMy Public PortalAbout20100429EthicsCommission.pdf Ethics Commission Minutes April 29, 2010 Meeting Members Present: Danny Hill, Ross Howard, Kathy Jackson, Tyler Marion, Steven Palmer, David Postle and Frances Kay Strickland Members Absent: Ex-Officos Present: Janice Elliott, Recording Clerk; Bubba Hughes, City Attorney Invited Guests: New Officers: Mayor swore in the new members: Ross Howard, Kathy Jackson, and David Postle Roll: Danny Hill called the meeting to order. Roll was taken. Welcome: Danny Hill, Chairman of the Ethics Commission, welcomed the new members. Minutes: Tyler Marion motioned for the minutes of the Feb. 18, 2010 meeting be approved. Frances Kay Strickland seconded. Minutes were approved unanimously. New Business: The main emphasis for the meeting was to discuss an ongoing issue on whether or not there should be a provision in the ethics ordinance for a Council member to rescue him/herself because they received a campaign contribution of a certain dollar amount. After much discussion the Ethics Commission decided that this was a non issue based on the history. Steve Palmer made a motion to draft a letter to Mayor and City Council regarding the Ethics Commission involvement and agreeing that the existing ordinance will suffice, but the Ethic Commission will be available to help in a situation if needed. France Kay Strickland seconded. Vote was unanimous. Old Business: Legal representation was discussed if the City Attorney was unable to advise the Ethics Commission. Danny Hill stated that the Mayor and Council are aware of this and are reviewing the possibility in the workshop for next year’s budget. Danny Hill will remind the Mayor and Clerk of Council about budgeting monies next year for an attorney and for training. It was decided that the Ethics Commission would meet quarterly to touch on topics and issues. One such topic was reviewing the current ordinance. Another was training. Frances Kay Strickland made a motion to meet quarterly. Tyler Marion seconded. Vote Unanimous. Meeting dates are as follows: June 15th, September 14th, and December 14th. The meetings will be held at City Hall Auditorium beginning at 5:00 pm. Adjournment: David Postle motioned to adjourned. Frances Kay Strickland seconded. Motion carried.
