CALL TO ORDER Mayor Chavez called the City .Council Regular Meeting to order at 7:32 p.m. in the Council Chambers located at 5938 Kauffman Avenue, Temple City. 2. ROLL CALL PRESENT: ABSENT: ALSO PRESENT: Councilmember — Chen, Man, Sternquist, Yu, Chavez Councilmember — None City Manager Cook, Assistant City Attorney Gutierrez, City Clerk Kuo, Deputy City Clerk Flores, Community Development Director Reimers, Associate Planner Gulick, and Administrative Services Director Paragas 3. INVOCATION — Jerry Jambazian, owner of Wonder Cleaners and Draperies, provided the invocation. 4. PLEDGE OF ALLEGIANCE — Jerry Jambazian lead the pledge of allegiance. 5. CEREMONIAL MATTERS — PRESENTATION A. FARMER'S MARKET UPDATE Gretchen Sterling, Farmer's Market Manager, provided an update on the City's Farmer's Market activities. 6. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA Valerie Munoz, Councilmember for City of La Puente / San Gabriel Basin Water Quality Authority representative, provided an update on the activities of the San Gabriel Basin Water Quality Authority. 7. CONSENT CALENDAR Mayor Chavez pulled Consent Calendar 7B for comments. City Manager Cook pulled Consent Calendar 7C for further discussion. APPROVAL OF MINUTES The City Council is requested to review and approve the: 1. Minutes of the Regular City Council Meeting of March 6, 2024; and 2. Minutes of the Special City Council Meeting of March 19, 2024. Action: Approved the Minutes of the City Council Meeting. D. APPROVAL OF PLANS AND AUTHORIZATION TO INVITE BIDS FOR LAS TUNAS DRIVE PAVER LEVELLING AND RESETTING PROJECT (CIP NO. P24- 06) The City Council is requested to approve the bid package and Notice Inviting Bid (NIB) distribution for the Las Tunas Drive Paver Levelling and Resetting Project. Action: 1. Approved plans for the Las Tunas Drive Paver Replacement Project; and 2. Authorized staff to advertise the project for bids. E. APPROVAL OF PLANS AND AUTHORIZATION TO INVITE BIDS FOR LEFT TURN PHASING ADDITION TO THE TRAFFIC SIGNAL AT BALDWIN AVENUE AND W. LIVE OAK AVENUE (CIP NO. P24-03) The City Council is requested to approve plans and specifications (bid package) for the left turn phasing addition to the traffic signal at Baldwin Avenue and West (W) Live Oak Avenue. Action: 1. Approved plans and specifications (bid package) for the left turn phasing addition to the traffic signal at Baldwin Avenue and West (W) Live Oak Avenue; and City Council Minutes April 2, 2024 Page 3of9 2. Authorized staff to advertise the project for bids. F. ADOPTION OF RESOLUTION NO. 24-5730 APPROVING PAYMENT OF BILLS FOR FISCAL YEAR 2023-24 The City Council is requested to adopt Resolution No. 24-5730 authorizing the payment of bills for the fiscal year 2023-24. Action: Adopted Resolution No. 24-5730 authorizing the payment of bills for fiscal year. Consent Calendar Item 7B was heard out of Agenda Order. B. ADOPTION OF RESOLUTION NO. 24-5729 CONFIRMING MAYOR'S APPOINTMENT OF COUNCILMEMBERS TO SERVE AS DELEGATES AND ALTERNATES TO OTHER AGENCIES OR ORGANIZATIONS The City Council is requested to adopt a resolution confirming Councilmember appointments as delegates and alternates to other agencies or organizations to attend regularly scheduled meetings to discuss and make recommendations regarding issues that may affect the cites in Los Angeles County. Mayor Chavez pulled Consent Calendar Item 7.B. to announce Councilmember appointments to outside agencies and organizations. Councilmember Chen made a motion to adopt Resolution No. 24-5729 confirming Mayor's appointment of Councilmembers to serve as delegates and alternates to other agencies or organizations. Seconded by Councilmember Man and approved by the following votes: AYES: Councilmember — Chen, Man, Sternquist, Yu, Chavez NOES: Councilmember — None ABSTAINED: Councilmember — None ABSENT: Councilmember — None Consent Calendar Item 7C was heard out of Agenda Order. C. 2023 MID-CENTURY GENERAL PLAN ANNUAL PROGRESS REPORT (PL24- 4461) The City Council is requested to receive and approve the progress report for the 2023 Mid -Century General Plan. City Manager Cook gave an overview of the City's General Plan process. Community Development Director Reimers gave a summary of the staff report. City Council Minutes April 2, 2024 Page 4of9 Councilmember Chen made a motion to: 1. Receive the 2023 General Plan Annual Progress Report; 2. Find the annual report exempt from review under the California Environmental Quality Act (CEQA) pursuant to Section 15306 (Information Collection) of the California CEQA Guidelines; and 3. Approve the annual report and direct staff to file the annual report with the Department of Housing and Community Development and Governor's Office of Planning and Research. PUBLIC HEARING A. AMEND THE ADOPTED TRAFFIC THRESHOLDS OF SIGNIFICANCE FOR THE CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA) RELATED TO VEHICLE MILES TRAVELED (VMT) The City Council is requested to adopt revised thresholds of significance for impacts related to vehicle miles traveled of projects in compliance with California Environment Quality Act. City Manager Cook gave an introduction regarding the traffic thresholds of significance for the California Environmental Quality Act related to Vehicle Miles Traveled. Community Development Director Reimers gave a summary of the staff report. The City Council asked questions and made comments regarding the amendment to the adopted traffic thresholds of significance for the California Environmental Quality Act related to Vehicle Miles Traveled. Mayor Chavez opened the public hearing. Hearing no request to speak, Mayor Chavez closed public hearing. The City Council made final comments regarding the revised thresholds of significance for impacts related to vehicle miles traveled of projects in compliance with California Environment Quality Act. City Council Minutes April 2, 2024 Page 5 of 9 Councilmember Man made a motion to adopt Resolution No. 24-5727 which adopts revised thresholds of significance for impacts related to vehicle miles traveled (VMT) of projects in compliance with the California Environmental Quality Act (CEQA) and finds that the adoption of new CEQA thresholds of significance is exempt from CEQA. Seconded by Councilmember Sternquist and approved by the following votes: AYES: Councilmember — Chen, Man, Sternquist, Yu, Chavez NOES: Councilmember — None ABSTAINED: Councilmember— None ABSENT: Councilmember — None B. REPROGRAMMING OF THE CITY'S YEAR 1 AND YEAR 2 PERMANENT LOCAL HOUSING ALLOCATION (PLHA) FUNDING AND APPROVAL OF CONSULTANT SERVICES AGREEMENT WITH FAMILY PROMISE OF SAN GABRIEL VALLEY TO ADMINISTER A PROGRAM TO ASSIST FAMILIES AND INDIVIDUALS EXPERIENCING OR AT RISK OF HOMELESSNESS The City Council is requested to consider the reprogramming of the City's PLHA funds, focusing on assisting families experiencing or at risk of homelessness. City Manager Cook gave an introduction regarding reprogramming of the City's year 1 and year 2 Permanent Local Housing Allocation Funding. Associate Planner Gulick gave a summary of the staff report. The City Council asked questions and made comments regarding the City's year 1 and year 2 Permanent Local Housing Allocation Funding and regarding the services offered by Family Promise of San Gabriel Valley. Lanita Tademy, Family Promise of San Gabriel Valley, answered City Council questions regarding the administration of the program to assist families and individuals experiencing or at risk of homelessness. Mayor Chavez opened the public hearing. Hearing no request to speak, Mayor Chavez closed public hearing. The City Council made final comments regarding the reprogramming of the City's year 1 and year 2 Permanent Local Housing Allocation Funding. Mayor Pro Tem Yu made a motion to: 1. Close out the City's PLHA funded Residential Accessibility Modification Program (RAMP); 2. Establish two PLHA funded programs assisting families and individuals in Temple City experiencing or at risk of homelessness with (1) case City Council Minutes April 2, 2024 Page 6 of 9 management services and (2) rental and move -in assistance; 3. Approve a Consultant Services Agreement with Family Promise of San Gabriel Valley ("Family Promise") to administer a program assisting families and individuals in Temple City with case management services (Attachment "A"); 4. Authorize the City Manager to execute the previously mentioned Consultant Services Agreement in an amount not to exceed $81,250; 5. Approve a Consultant Services Agreement with Family Promise to administer a program assisting families and individuals in Temple City with rental assistance and move -in assistance (Attachment "B"); and 6. Authorize the City Manager to execute the previously mentioned Consultant Services Agreement in an amount not to exceed $204,296. APPROVE RESOLUTION NO. 24-5728 AUTHORIZING BUDGET AMENDMENTS FOR THE ARPA FUND The City Council is requested to transfer costs between the ARPA Fund and the General Fund to ensure that the City is able to spend its full ARPA allocation. City Manager Cook gave an overview regarding transferring costs between the ARPA Fund and the General Fund. Administrative Services Director Paragas gave a summary of the staff report. City Council made comments and asked questions regarding transferring costs between the ARPA Fund and the General Fund. Mayor Chavez opened public comment. Hearing no request to speak, Mayor Chavez closed public comment. City Council made final comments regarding the transfer of costs between the ARPA Fund and the General Fund. Budget Amendment/Transfer of $6,372,140 for projects from the American Rescue Plan Act (ARPA) to the General Fund; 2. Budget Amendment/Transfer of $5,705,165 (for the period of July 1, 2023 to June 30, 2024) for public safety expenditures from General Fund to ARPA; and 3. Direct the use of remaining ARPA fund balance of $2,329,350 for public safety expenditures from General Fund to ARPA (for the period of July 1, 2024 to November 30, 2024 during the FY 2024-25 Municipal Budget. 4. Reserve $8,034,515 as Assigned Fund Balance in General Fund. UPDATE FROM CITY MANAGER — commented on the City's Easter Celebration, Council's approval of City's agreement with Family Promise of San Gabriel Valley to administration a program to assist families and individuals experiencing or at risk of homelessness, the negotiation of the five-year agreement for law enforcement services with Los Angeles County Sheriffs, and the upcoming Coffee with the Captain on April 16. 12.
