HomeMy Public PortalAboutCity Council_Resolution No. 24-5728RESOLUTION NO. 24-5728 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY, CALIFORNIA AUTHORIZING THE TRANSFER OF BUDGETS BETWEEN THE AMERICAN RESCUE PLAN ACT OF 2021 FUND AND THE GENERAL FUND, AND DESIGNATION OF ASSIGNED FUND BALANCE WHEREAS, City of Temple City (City) is the recipient of $8,566,752 from the Coronavirus State and Local Fiscal Recovery Fund as authorized by the American Rescue Plan Act of 2021 (ARPA). WHEREAS, these funds must be: 1. Committed by December 31, 2024; 2. Spent by December 31, 2026; and 3. Remaining funds must be returned to the U.S. Treasury. WHEREAS, the City designated its allocation as revenue losses which may be used for the following: 1. Renovations to particular government facilities; 2. Equipment to facilitate or improve government services; or 3. Government services that generally include any service traditionally provided by a government which include provisions for public safety services. WHEREAS, the Fiscal Year 2023-2024 (FY 2023-24) budget from the ARPA fund is $6,372,140 and; WHEREAS, the City receives law enforcement services from the Los Angeles County Sheriffs Department that are paid from the General Fund. The FY 2023-24 budget allocation is $5,705,165; NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF TEMPLE CITY DOES HEREBY RESOLVE, DETERMINE AND ORDER AS FOLLOWS: Section 1. The City Council hereby adopts this resolution authorizing the following: a. A budget amendment to transfer the FY 2023-24 ARPA Fund budget of $6,372,140 to the General Fund for the following authorized projects: Project FY2324 City Hall Roof & HVAC $1,500,000 Financial System Upgrade 280,660 Las Tunas Dr Improvements 269,280 Pickle Ball Courts 24,000 Playground Improvements 4,200,000 Special Equipment 98,200 TOTAL $6,372,140 b. A budget amendment to transfer the FY 2023-24 Law Enforcement budget of $5,705,165 for Sheriff's costs from the General Fund to the ARPA Fund; c. To direct the use the remaining ARPA fund balance of $2,329,350 for public safety expenditures from the General Fund to ARPA fund (for the period of July 1, 2024 to November 30, 2024 during the FY 2024-25 budget; and d. The designation of $8,034,515 as "Assigned Fund Balance" in the General Fund to be used for the approved ARPA projects and any new projects. Section 2. The City Clerk shall certify to the adoption of this Resolution. PASSED, APPROVED AND ADOPTED on this 2nd day of April 2024.
