OF LYNWOOD CERTZFYTNG THE FZNAL
ENVZRONMENTAL ZHPACT REPORT FOR THE HAH
PARK REPLACEMENT PRO3ECT CONSZSTZNG OF TEN
(10) ACRES OF LAND t'NVOLVZNG APPROXI'MATELY
FORTY-ONE (41) PARCELS, BOUNDED ON THE WEST
BY ATLANTI'C AVENUE; ON THE EAST BY VI'RGt'Nt'A
AVENUE; ON THE NORTH BY THE 1'-105 (CENTURY)
FREEWAY; AND ON THE SOUTH BY PARCELS
LOCATED M1'D-BLOCK BETWEEN LAV1'N1'A AVENUE
AND CLARK AVENUE. 1'N ADD1'T1'ON, THE PARK
WOULD ZNCLUDE A SHALL AREA BORDERED BY A
ATLANT1'C AVENUE TO THE EAST; THE ALLEY OFF
ATLANT1'C AVENUE TO THE WEST; AGNES AVENUE TO
THE NORTH; AND LAV1'N1'A AVENUE TO THE SOUTH.
THE PRO3ECT WOULD 1'NCLUDE AC(~U1'R1'NG AND
DEHOL1'SHI'NG A WI'DE VARZETY OF LAND USES
1'NCLUD1'NG S1'NGLE-FAH1'LY AND MULT1'-FAM1'LY
RES1'DENCES, OFF1'CES, A CHURCH, RETA1'L STORES,
HOTELS, RESTAURANTS AND B1'LLBOARDS. THE
NEW PARK WOULD 1'NCLUDE A SOCCER FI'ELD, A
BASEBALL FI'ELD, AN APPROX1'HATE 5,000 SQUARE
FOOT COHMUN1'TY BU1'LD1'NG, P1'CN1'C TABLES WI'TH
SHELTERS, WALK1'NG/B1'KZNG TRA1'LS, TOT LOT AND
THREE (3) SURFACE PARK1'NG LOTS PROV1'D1'NG
APPROX1'MATELY 195 PARK1'NG SPACES. THE NEW
PARK 1'S LOCATED 1'N THE C1'TY OF LYNWOOD,
COUNTY OF LOS ANGELES, STATE OF CAL1'FORN1'A.
WHEREAS, the Planning Commission of the City of Lynwood pursuant to
law conducted a public hearing on January 1:[, 2005 and approved the Final
Environmental Impact Report for the Ham Park Replacement Project; and
WHEREAS, the Lynwood City Council has carefully considered all oral and
written testimony offered at the public hearing; and
WHEREAS, the Lynwood City Council has determined that the park
replacement project may have a significant impacts on the environment. Specifically,
the project could result in impacts on Population and Housing, Air Quality, Noise,
Water and Hydrology, Public Services and Utilities, Visual Quality/Aesthetics, and
Human Health and Hazardous Materials. Mitigation measures were recommended in
the Dralt Environmental Impact Report and would be included as part of the proposed
project. The inclusion of the recommended mitigation measures would reduce project
related impacts to below a level of significance; and
WHEREAS, the Lynwood City Council has determined that the Ham Park
Replacement Project is consistent with the Open Space Land Use Map designation and
consistent with goals and policies set forth in the Lynwood General Plan Land Use
Element and Open Space and Conservation Element.

Section 1. The City Council of the City of Lynwood hereby finds and
determines as follows:
The environmental review and documentation contained in the Final
Environmental impact Report satisfies all requirements set forth in the
California Environmental Quality Act (CEQA) guidelines.
The park replacement project is consistent with the applicable goals and
policies of the Lynwood General Plan Land Use Element and the Open
Space and Conservation Element.
Proper and reasonable provisions are available for adequate parking,
ingress and egress to the park.
Do
Proper and adequate provisions are available for all public utilities and
public services.
Mitigation measures in the Final Environmental impact Report would
reduce potential impacts to levels of insignificance.
Section 2. The City Council of the City of Lynwood, based upon the findings
identified above, hereby certifies the Final Environmental impact Report for the Ham
Park Replacement Project.
CERTZFtED, APPROVED and ADOPTED at a regular meeting of the City
Council held on the Ist day of February, 2005.
