REGULAR MEETING MINUTES
FEBRUARY 19, 2014
1. CALL TO ORDER
Chairman Georgino called the Parks and Recreation Commission Regular
Meeting to order at 7:30 p.m. in the Council Chambers located at 5938 Kauffman
Avenue, Temple City.
2. ROLL CALL
PRESENT: Commissioner- Fish, Haddad, Lopez, Rosso, Georgino
ALSO PRESENT: Parks and Recreation Director Burroughs
3. PLEDGE OF ALLEGIANCE
Chairman Georgino led those present in the Pledge of Allegiance to the Flag.
4. PUBLIC COMMENTS ON ITEMS NO LISTED ON THE AGENDA
Henry Risedon, Temple City resident spoke on need for awareness by the public
regarding conservatorships.
5. CONSENT CALENDAR
Vice -Chairman Haddad moved to approve the Consent Calendar, seconded by
Commissioner Rosso and unanimously carried.
The Consent Calendar consisted of the following items:

7. NEW BUSINESS
A. REVIEW OF TRANSPORTATION SERVICES AVAILABLE TO TEMPLE
CITY RESIDENTS
Parks and Recreation Director Burroughs presented the staff report.
Christina Harper, resident provided comments on dissatisfaction with
some drivers and dispatch for the current provider.
Shu Ping Chan, resident requested a call -out policy by drivers before
leaving a pickup site be considered.
Henry Risedon, resident stated he appreciates having the Dial -A -Ride
service
Mary Kokayko, resident stated she is hopeful the City will obtain a new
provider.
Pamela Polagi, resident stated she is grateful to have the Dial -A -Ride
service.
Chairman Georgino appointed Commissioner Fish to serve as the
Commission representative to assist staff in reviewing Dial -A -Ride
proposals and to participate in the selection process.
Commissioner Rosso moved to receive and file input regarding the
various transportation programs, with no enhancements to the Dial -A -Ride
program, seconded by Commissioner Fish and unanimously carried.
B. REQUEST FROM TEMPLE CITY UNIFIED SCHOOL DISTRICT FOR
RESERVED USE OF TEMPLE CITY PARK FOR A HEALTH FAIR AND
5K RUN ON MAY 3, 2014
Parks and Recreation Director Burroughs presented the staff report.
Helen Redmond, event coordinator provided an overview of the event.
Commissioner Fish moved to approve the request from Temple City
Unified School District for reserved use of Temple City Park for a Health
Fair and 5K Run on May 3, 2014, with the condition the applicant clean
the facility after the event and provides the required insurance
endorsement, seconded by Commissioner Lopez and unanimously
carried.

C. REQUEST FROM TEMPLE CITY AMERICAN YOUTH SOCCER
ORGANIZATION (AYSO) FOR RESERVED USE OF THE ATHLETIC
FIELDS AT LIVE OAK PARK FOR YOUTH DEVELOPMENT PRACTICES
MARCH 1 — MAY 31, 2014
Parks and Recreation Director Burroughs presented the staff report.
Tom Boecking, AYSO representative stated the organization required only
a limited amount of field space with a maximum of 50 participants.
Commissioner Lopez moved to approve the request from Temple City
AYSO for reserved use of the athletic fields at Live Oak Park for Youth
Development practices March 1 — May 31, 2014 with the following
conditions, 1) use to be coordinated with the City's mini soccer program,
Temple City ASA and Temple City ALL with staff assigning field locations
for each organization and 2) use restricted to practices only, seconded by
Commissioner Fish and unanimously carried.
D. REQUEST FOR CONSIDERATION OF A FEE WAIVER FOR
RESERVED USE OF THE PERFORMING ARTS PAVILION FOR THE
2014 NATIONAL DAY OF PRAYER ON MAY 1, 2014 AND FOR
PLACEMENT OF A BANNER IN TEMPLE CITY PARK ANNOUNCING
THE NATIONAL DAY OF PRAYER
Parks and Recreation Director Burroughs presented the staff report.
Commissioner Rosso moved to approved the request for a waiver of the
rental fees and security deposit for the National Day of Prayer on May 1,
2014 subject to the required Certificate of Insurance and to approve the
request regarding placement of a banner in Temple City Park for the
National Day of Prayer, seconded by Vice -Chairman Haddad and
unanimously carried.
8. COMMUNICATIONS
Joshua Kelly, Temple City American Little League, President announced the
League's 2014 Opening Ceremonies on Saturday, March 1 at Live Oak Park and
invited the Commission to attend.

10. MATTERS FROM CITY OFFICIALS

Director Burroughs commented on recent and upcoming special events
including Lunar New Year, Camellia Festival, Arbor Day and Make A
Difference Day on April 9.
Commissioner Fish moved to receive and file the Director's Report,
seconded by Vice -Chairman Haddad and unanimously carried.
11. COMMISSION ITEMS SEPARATE FROM THE REGULAR AGENDA
A. COMMISSIONER FISH — asked that staff actively promote City events on
Facebook.
B. COMMISSIONER HADDAD — stated she is looking forward to the
Camellia Festival.
C. COMMISSIONER LOPEZ —
D. COMMISSIONER ROSSO —
E. CHAIRMAN GEORGINO — asked if the City offered pro-bono elder law
services.
12. ADJOURNMENT
The Parks and Recreation Commission Meeting was adjourned at 8:38 p.m. to
the Parks and Recreation Regular Commission Meeting of Wednesday, March
19, 2014, at 7:30 p.m. in the Council Chamber at 5938 Kauffman Avenue.
