Mayor Giles, Council Member Maciaszek, Council Member Nelson, Council Member Nielsen, and Council Member Thrower were all present. City staff members present were Sarah Porter, Deputy Clerk; Michelle Groenevelt, Community and Economic Development Director; Brian Parker, City Planner; Vlatko Jovanov, Network Administrator; Chris Curtin, Information Systems Manager; Meredith Todd, Assistant City Planner Also, in attendance were WSW Consultants Wendy Sullivan, Lead Consultant; Shellan Rodriguez, Christine Walker, and Kelly Naumann, McCall Area Planning & Zoning Commissioner Liz Rock, Housing Advisory Committee Nick Zello, and Toni Curtis McCall Redevelopment Agency Michelle Rentzsch Valley County Sherry Maupin, Commissioner and Cynda Herrick, Planning and Zoning St. Luke's Laura Crawford and Tiffany Dobbs McCall Area Chamber of Commerce Lindsey Harris, Director and McKenzie Kraemer DoneRight Management Kelly Hill Idaho Housing Company Katheryn Almberg Member of the Business Community David Carey, Forest Service, Brian Harris Epikos Engineers Lisa Beck, WORK SESSION 1 Presentation of the McCall Area Local Housing Action Plan Community & Economic Development Director Michelle Groenevelt presented to Council providing a brief overview of the housing history in McCall. In 2005-2006 the housing market skyrocketed and housing for locals became a problem. The City implemented programs to alleviate the problem, but the programs were stopped after a lawsuit from the Central Board of Realtors. At the same time, McCall Avenue Homes came on board and continue to be mostly locally owned MCCALL CITY COUNCIL June 10, 2022 Special Meeting Page 1 of 3 today. Additionally, Director Groenevelt gave an overview of housing topics within the Comprehensive Plan and initiatives that have come from the Comprehensive Plan so far including the deed restriction program, revised development codes, and additional incentives built into code. Director Groenevelt introduced the Housing Action Plan team. Wendy Sullivan, lead consultant for WSW Consulting, addressed Council to review the Local Housing Action Plan focusing on the McCall Area Spectrum of Housing Needs. Council Member Nelson commented how much the community was engaged in the process of creating the Housing Action Plan and how the community is the solution to the housing shortage. Mayor Giles expressed excitement to hear about the Housing Action Plan. Council Member Thrower noted the effectiveness of the McCall Area Spectrum of Housing Needs chart. Shellan Rodriguez, WSW Consultant, reviewed the Housing Action Plan components. Strategies to increase local housing inventory include funding, housing programs, land partnerships, incentives, preservation and regulations. No one strategy is the answer to increase local housing and strategies should be prioritized based on availability and ability to be successful. Measurable goals for local housing include income levels, number of units and local occupancy. In McCall 27% of the housing stock is currently lived in by locals year-round. The goal is 50% local housing units lived in year-round at a minimum. Strategies are spread out over 5 -years based on resource management and capacity. Three hundred and twenty responses to the community survey showed almost 70% of respondents being fulltime residents. Council Member Thrower asked where the City is as of now with deed restrictions. Director Groenevelt noted the City has 14 current deed restrictions in place. Council Member Thrower noted the importance of local occupancy. Council Member Maciaszek asked if there were any deed restriction units in the County. Director Groenevelt noted there are no deed restrictions in the county. Council Member Maciaszek asked what the base line of units is currently. Ms. Sullivan noted that the plan has been drafted to be an operational guideline. The materials of the plan do have the detail of the baseline. The goal has been to keep the Action Plan as a snapshot but reference the larger documents available such as the Comprehensive Plan. Director Groenevelt noted that the first step toward local housing initiatives occurred in 2018 with the housing assessment. Council Member Maciaszek is looking for a visual scale to see where the City is and where it is going. Council Member Thrower noted the visual scale available in the Action Plan. Council Member Nielsen noted the range of strategies spectrum and how it is used to visualize where the City is and where it needs to be. Christine Walker, WSW Consultant, reviewed the Housing Action Plan objectives, funding, public education and engagement. Council Member Nielsen asked about the technical side of a McCall Area Housing Authority. Ms. Walker went over the steps to create a housing authority that are included in the plan. Ms. Sullivan reviewed further details using examples of current housing authorities. Director Groenevelt noted some tools used by communities outside of Idaho are not available in Idaho because of state law. Council Member Nelson noted the recommended $250,000 per year to get the Housing Authority in place is reasonable. Lisa Beck from Epikos commented on the great framework and groundwork done with the plan. Ms. Beck noted working with developers in the community. There are a lot of groups who want to get on board with the housing ideas, but it has to make sense financially. For people to convert short term rentals and other June 10, 2022 Special Meeting MCCALL CITY COUNCIL Page 2 of 3 programs to promote long term housing there has to be incentive. New construction is very expensive to build even modest developments. A 3 -bedroom house,1500 sqft with donated land is still $600,000. How much does a project need to be subsidized to make it affordable housing? Running the numbers, it comes out to 55% of a project at minimum will need to be subsidized on these local housing units to make them affordable. Ms. Walker agreed with Ms. Beck noting that there will be a gap between what it costs to construct and what someone can pay and that is when local funds come into play because there are no federal dollars to bridge the gap. Ms. Sullivan reviewed next steps and how to move forward. David Carey, local business owner, contributed to the Local Housing Action Plan. Mr. Carey noted every success for local housing whether a public or private effort should be celebrated. Kelly Hill, DoneRight Management, contributed to the Local Housing Action Plan and noted the effort to convert short term rentals into long term rentals. Nick Zello, Housing Advisory Committee Chair thanked the City for the support to accomplish the Local Housing Action Plan. Lindsey Harris former Chamber of Commerce Director thanked the Housing Advisory Committee and all the groups and organizations involved in the Local Housing Action Plan. Mayor Giles complimented the consultants on their hard work and presentation of the Local Housing Action Plan.
