HomeMy Public PortalAbout2017.272 (12-19-18) RESOLUTION NO. 2017.272 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AUTHORIZING THE MAYOR TO EXTEND THE AGREEMENT WITH MV CHENG & ASSOCIATES FOR SIX (6) MONTHS TO PROVIDE TEMPORARY STAFFING SERVICES AND AUTHORIZING AN APPROPRIATION FROM THE UNAPPROPRIATED GENERAL FUND TO COVER SERVICES WHEREAS, in March 2017, Council authorized staff to enter into an agreement with MV Cheng & Associates to provide temporary staffing services for accounting and budget assistance until permanent personnel was hired; and WHEREAS, the agreement expired on September 30, 2017 and was set to continue on a month-to-month basis under the same terms for a period not to exceed three months following the termination date; and WHEREAS, extending the agreement with MV Cheng & Associates will allow for the service of particular expertise to continue. These services include audits, reconciliation, ADP payroll implementation and PERS auditing/reporting; and WHEREAS, these services are necessary as the Finance Department requires their expertise and individualized focus on these items; and WHEREAS, therefore, staff is requesting that the City Council authorize the Mayor to extend the agreement with MV Cheng & Associates for six (6) months for said expertise services; and WHEREAS, Section 6-3.13 of the Lynwood Municipal Code authorizes the City Council to dispense with formal bidding requirements by four-fifths (4/5) vote, when the services may be acquired more economically and efficiently through the use of an alternate procedure NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES HERBY FIND, PROCLAIM, ORDER AND RESOLVE AS FOLLOWS: Section 1. The City Council by at least four-fifths (4/5) vote, hereby finds that the acquisition of temporary staffing services may be more economically and efficiently effected by utilizing the services of MV Cheng & Associates based on the outstanding services provided by the staffing firm and the continued need in the areas of audits, reconciliation, ADP payroll implementation and PERS auditing/reporting. Section 2. The City Council hereby approves by a four-fifths (4/5) vote, per Lynwood Municipal Code section 6-3.13(a)(3), dispensing with any bidding requirements for purchases that may be more economically and efficiently effected through the use of this recommended alternate procedure. Section 3. The Mayor is authorized to extend the agreement with MV Cheng & Associates for a not-to exceed amount of $85,000 for six (6) months, approved as to the form by the City Attorney. Section 4. That the City Council authorizes the following appropriation: Appropriation From Appropriation To Amount Unappropriated General 1011.30.275.62015 $85,000 Fund (1011) Section 5.
