A RESOLUTION OF THE LYNWOOD CITY COUNCIL AUTHORIZING STAFF TO
RESEARCH A PARK RANGER PROGRAM AND APPROVING AN ALLOCATION OF
AN AMOUNT NOT-TO-EXCEED $15,000 FOR RELATED CONSULTING SERVICES
AND RESEARCH EXPENSES
WHEREAS, the City of Lynwood is experiencing a significant challenge with
homeless persons on its streets; and
WHEREAS, countywide the number of those living homeless in the streets and
shelters has surged 75% in the last six years; and
WHEREAS, the 2017 County of Los Angeles Homeless Count counted 132
homeless persons in Lynwood; and
WHEREAS, the increase in homeless persons countywide has led to noticeable
increase in homeless persons in Lynwood city parks and a directly related increase in
quality of life issues within its parks; and
WHEREAS, the City of Lynwood desires to stay at the forefront of the issue by
researching, planning and implementing creative solutions to these challenges.
NOW, THEREFORE, THE CITY OF LYNWOOD DOES HEREBY FIND,
ORDER, AND RESOLVE AS FOLLOWS:
Section 1. The City Council for the City of Lynwood finds and declares that the
forgoing recitals are true and correct, and incorporates said recitals
fully into this Resolution as substantive findings.
Section 2. The City Council for the City of Lynwood authorizes staff to conduct
research and propose a "park ranger" program for its parks.
Section 3. The City Council for the City of Lynwood authorizes an
appropriation in the amount not-to-exceed $15,000 for program research consulting and
services from the unappropriated General Fund.
Section 4. This resolution shall become effective immediately upon its adoption.
PASSED, APPROVED AND ADOPTED THIS 4th day of September 2018.
