A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AWARDING
A CONTRACT TO WILLDAN AND ASSOCIATES IN THE AMOUNT OF $128,510 TO
COMPLETE THE SEWER SYSTEM MANAGEMENT PLAN UPDATE; AUTHORIZING
THE CITY MANAGER TO AUTHORIZE PAYMENT OF UP TO 15% OF THE
CONTRACT PRICE FOR ADDITIONAL SERVICES; AND AUTHORIZING THE
MAYOR TO EXECUTE AN AMENDMENT TO THE AGREEMENT WITH
WATERWORKS TECHNOLOGY, INC. IN THE AMOUNT OF $16,063.75 TO MANAGE
THE PROJECT
WHEREAS, on May 2, 2006 the State Water Resources Control Board (WRCD)
adopted a Statewide General Waste Discharge Requirements, Monitoring, and
Reporting Program (WDR)n for Sanitary Sewer System by issuing Order No. 2006-0003
— DWQ for all publicly owned sewer systems; and
WHEREAS, the goal of the DWR is to reduce the number of the sanitary sewer
overflows through uniform statewide regulations; and
WHEREAS, in compliance with the second component, the City prepared and
accepted the current Sewer System Management Plan (SSMP) consisting of 11
elements required by WDR; and
WHEREAS, the SSMP requires updating every five (5) years; and
WHEREAS, the current SSMP needs to be updated according to state law and
proposals were sought; and
WHEREAS, the City Clerk's office received proposals from Willdan Engineering
and West Yost Associates on July 18, 2018; and
WHEREAS, after review of the proposals and interview of the firms, staff finds
that both firms have the experience, technical abilities, and ability to meet the Project
deadline; and
WHEREAS, after review of the proposals and interview, staff finds that Willdan
Engineering will provide the best services for the budget.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES
HEREBY FIND, PROCLAIM, ORDER AND RESOLVE AS FOLLOWS:
Section 1. That the City Council approves the avuard of contract to Willdan

Engineering for the update of the Sewer System Management Plan.

Section 2. That the City Council authorizes the Mayor to execute the
Professional Services Agreement attached hereto as Exhibit A in an amount not to
exceed $128,510 and in a form approved by the City Attorney.
Section 3. That the City Council authorizes the City Attorney to consider terms
proposed by selected consultant and negotiate terms of the agreement prior to
execution of the Agreement by the Mayor.
Section 4. That the City Council authorizes the City Manager to amend the
contract compensation up to 15 percent of the contract price.
Section 5. The City Council authorizes the Mayor to amend the contract for
Professional Services with Waterworks Technology attached hereto as Exhibit B in the
amount $16,063.75 to manage the Project and to extend the term of the April 2017
Contract to allow for the completion of the Project without interruption.
Section 6. That this resolution shall take effect immediately upon its adoption.
