Home My Public Portal About2018.168 (09-27-18) RESOLUTION NO. 2018.168 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO PURCHASE SENSUS SMART WATER METERS FROM AQUA-METRIC SALES AS SOLE VENDOR ON AS NEEDED BASIS AND TO APPROPRIATE $300,000 FROM THE UNAPPROPRIATED WATER FUND WHEREAS, the City owns standard meters citywide; and WHEREAS, most of these meters are averaging 20 years in age and are read manually; and WHEREAS, aging meters past their service life impact accuracy on capturing actual water usage; and WHEREAS, on August 8, 2018 and on August 21, 2018, the City Council approved the purchase of Sensus smart meters from Aqua-Metric Sales as part certain street improvement projects approved for FY19; and WHEREAS, staff recommends to install new meters concurrently with the street improvements which include new water lines installation and new service lines installation and as part of on-going routine operation of meter replacement; and WHEREAS, the Lynwood Municipal Code (LMC) Section 6-3.7(b)(3) requires formal bid purchases for purchases of supplies and equipment in excess of twenty five thousand dollars; and WHEREAS, LMC 6-3.13(a)(2) allows for an exception to the competitive bidding of any kind when supplies, equipment, services or contract could only be obtained from only one source; and WHEREAS, Aqua-Metric Sales Co. Inc. of Riverside, California is the sole " factory authorized representative for Sensus Metering Systems, Inc. products and services in Southern California. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES HEREBY FIND, PROCLAIM, ORDER, AND RESOLVE AS FOLLOWS: Section 1. That the City Council authorize the City Manager or his designee to purchase smart meters from Aqua-Metric Sales Co. Inc., the sole source vendor for Sensus Metering Systems, Inc. products and services in Southern California; and Section 2. That the purchase from Aqua-Metric Sales Co. Inc. of the Smart Water Meters is exempted from the formal bid purchase under the Lynwood Municipal Code Section 6-3.13(a)(2) which allows for exception to competitive bidding of any kind when supplies, equipment, services or contract could only be obtained from only one source. Section 3. That the City Council approves the following appropriation: Fund Dept Div I Object Descri tion Amount Budgetary Transfer Out 6051 Water Fund $300,000 6051 Budget Balance ($300,00) Budgetary Transfer In 6051 45 450 65020 or Water Meters $300,000 (appropriate (Operating Supplies) Object#) Section 4. This resolution shall take effect immediately upon its adoption. Section 5. The City Clerk shall certify as to the adoption of this City Council Resolution.
