Savannah Beach, Tybee Island, Ga.
A committee of Fort Screven property owners presented a pe-
tition of property owners and residents of that area protesting
against the use of the portion of the Ft. Screven area by negroes
using the beach for bathing and generally trespassing on private
property and also being a nuisance, the Mayor informed them that it
was e problem and that the Town was trying to find a remedy. After
some discussion it was decided to name several committees of three
members each es follows:
1- Property Owners 2- Members of Council
3 -Tybee Beach Co. 4 -Negro Representatives
The Ft. Screven group to consist of H. K. Ellzey, Stanley F. Stark,
and Marvin Gregory; the Negro Group, Dr. H. N. Collier, Dr. J. W.
Wilson, Simon Williams, Arthur Givens; Tybee Beach Company, Wm. F.
Lynes, Jr., H. M. Munn; for the Town Council, Councilmen Peters,
Veddin and Smith.
Mr. O'Brien making some com7acnts from the audit report just
completed by him for the year ending April 30, 1949, stated that
there was an item of $1377.42 that should be closed from the SURPLUS
ACCOUNT, Councilman Smith moved that this be done, Councilman Peters
seconded and the motion passed.
Mr. O'Brien also stated that there was an amount of $1583.20
carried in the SUSPENSE ACCOUNT and that this item should be credit-
ed to the SURPLUS ACCOUNT. Councilman Smith moved that this be done,
Councilman Meddin seconded and the motion passed.
Councilman Meddin objected to the method of purchasing
supplies and stated that hereafter for an invoice to be approved it
must have a requisition, signed by the Chairman of the Department
making the purchase, attached to the invoice.
Bills for purchases made during the month of June amounting
to $2937.45 for the general fund and bills for purchases made for
the groin and see -wall account amounting to:6614.47 were presented
and Councilman peters moved that they be paid, Councilman Lovell
seconded and the motion passed.
Councilman Smith discussing the application of Mr. Young
for Electrical Inspector stated that he understood that the Inspec-
tor must be approved by Fire Underwriters, a committee consisting of
the Mayor and Councilman Smith and peters were appointed to handle
the matter.
Councilman Brown stated that in connedtion with a portable
blower to be used in the pumping stations that he had spoken to Mr.
D. D. Hankins, City Engineer, who stated that they took the lids
off of the manholes to let the gas out, then put on gas masks, that
he had spoken to Mr. Kent, who stated that he and his men will not
go into the stations without a blower and that if the Town did not
furnish a blower by the 1st of the month he would quit. The Mayor
stated that Council should not delay in getting the necessary equip-
ment.

Councilman Peters moved that the price of $172.00 quoted for the
blower be accepted, provided that it will do the work required.
Councilman Meddin seconded and the motion passed.
There being no further business Council adjourned, subject
to the call of the Mayor.

The regular meeting of Town Council was held today at 8
P. M. in the Council Room and was attended by Mayor Dutton, who pre -
sided, Councilmen Hosti, Brown, Smith, Lovell, Meddin, Town Attorney
Solms and Col. and Mrs. Ray Reeves and Wm. A. Clark.
Col. and Mrs. Reeves protested against the arrest of their
servant, who was put in jail and fined $25.00 or 30 days. They claim-
ed that she was not guiltyā€˛ they were excused.
Mr. Clark protested against permitting negroed to use the
beach. He was excused.
The minutes of July 21st and July 25th were read and adopt-
ed.
The Mayor stated that in connection with the protest of the
property owners in the Ft. Scrilven area against the use of areas in
that section as a bathing beach for negroes that he was waiting on
the citizens committee.
The Mayor stated that work on the sea -wall was progressing
as well as could be expected but were running into obstacles, the
County was very cooperative, but Mr. Hutton informed him that some-
thing must be done immediately toward getting proper equipment, that
they had gotten figures on renting a crane and operator. Since it
was necessary to work between tides this slowed up the work, Coun-
cilman Lovell moved that the matter be referred to the Finance Com-
mittee with power to employ extra labor needed to complete the job.
Councilman Smith seconded and the motion passed.
The Mayor stated that in connection with the fine assessed
against the colored woman in Police Court by Acting Recorder Hosti,
that the woman was the cause of her husband getting arrested and
that if Council reduces the fine for the woman it should do -like-
wise for the man. A committee was appointed to handle the mattegt,
tonsisting of Mayor Dutton, Councilman Hosti and Town Attorney Solms.
