Call to order at 6:10 p.m. 2. Certification of Agenda • Elias Capelle acknowledged the posting of the agenda 3. Roll Call • Commissioners Rowland Becerra, Antonio Munguia, and Julian Del Real-Calleros were present. Ana M. Barraza and Juan Munoz was absent. 4. Pledge of Allegiance Commissioner Antonio Munguia led the Pledge of Allegiance 5. Invocation led by Antonio Munguia 6. Approval of minutes — a. April 26, 2018 Regular Meeting Minut es were approved. Motioned by Rowland Becerra and Seconded by Julian Del-Real Calleros. 7. Public Oral Communications (Regarding Agenda Items Only): Public Oral Communications • Resident living at 1133 Gertrude Drive has concerns about influx of unknown vehicles found parked/abandoned on their street. They are also concerns about break-ins and safety on their street. • Resident living at 11166 Grant Street has concerns about lack of parking for residents on Grant due to crowding and unknown vehicles parking on their street. • Resident J1150 Grant said too many cars parked on street is causing a safety issues. Residents says the parked vehicles do not leave enough space for emergency vehicle access. • Resident at 12031 First Ave — Is in favor of permits because of safety issues (vandalisms, slashed tires, threats, etc.) and the lack of room for resident parking due to unknown vehicles from nearby apartments are parking on First Ave. • Resident that lives on Gertrude Drive is against permit parking because of the unknown costs and rules imposed on residents to obtain the permit. • 11175 Grant Street— In favor of permit parking because of safety concerns. • Resident at Fernwood & Grant is in favor of parking permits because the house at the end of the block has too many cars parked, blocking the cul-de-sac, and making it difficult to make U-turns. • Resident at 11155 Grant is for permit parking because it will improve access for emergency vehicles. • Resident at 11150 Grant Street is undecided about permit needs more information about agenda item but addresses the safety issues, and difficulties for emergency vehicle access because of the narrow streets. • Resident on First Ave says that parking is an issue because of residents are not parking in the driveway and holding/saving street parking spaces for family. 8. None-Agenda Public Oral Communications (This time is reserved for members of the public to address the Public Safety/Traffic and Parking Commission relative to matters that are not on the agenda. No action may be taken on non- agenda items unless authorized by law): • Non-Agenda Public Oral Communications • Resident at 11150.Grant (end of the cul-de-sac) explained they do not let cars Park at the end of the street because it's part of her parent's property. 9. Agenda Items: a. Establishment of Residential Permit Parking Districts (RPPDs) 11100 Block Grant Street, 11300 Block Gertrude Drive, and 12000 Block First Avenue. The following commissioners agreed with staffs recommendation of establishing of said RPPDs : AYES: R. Becerra, A. Munguia, and J. Del-Real Calleros NOES: None ABSTAIN: None ABSENT: Juan Munoz and Ana Maria Barraza 10. Public Safety/Traffic and Parking Commission Oral and Written Communications (This section is designed for Commission Members to report on outside meetings attended that pertain to the work of the Commission): Commission Oral and Written Communications • Mr. Becerra informed residents who still have concerns about permit parking that they have a chance to bring issue up at council meetings. • Mr. Del Real-Calleros is concerned that there is a disconnect with the community and the Sheriff's department. He suggested a "Coffee with the Captain" type forum after working hours so the community and Sheriff's department can congregate speak about issues relating to the community. • Mr. Munguia suggested to residents to attend the Block Watch meetings on the fourth Tuesday of the month in order for said residents to voice their concerns with the Sheriffs department. • 11. Del Real-Calleros. • • • •F LYryW�:. h � STAFF REPORT 4 _ riR; if � CITY OF LYNWOOD f a PARKING AND TRAFFIC COMMISSION DATE: October 4, 2018 TO: THE HONORABLE CHAIRMAN AND MEMBERS OF THE TRAFFIC, PARKING AND SAFETY COMMISSION FROM: J.D. Whitaker, Public Safety Manager SUBJECT: Residential Permit Parking Districts (RPPDs) 11100 Block Grant Street, 12000 Block First Avenue, 4200 Block Beechwood Avenue, 3600 Block Cedar Avenue, and 10900 Block Elm Avenue Recommendation: Staff recommends that the Commission formally endorses the establishment of RPPDs within the 4200 block of Beechwood Avenue, 3600 block of Cedar Avenue, and 10900 block of Elm Avenue. The three respective districts have successfully petitioned their neighborhoods and have met the target percentage of resident acceptance, of obtaining 50% + 1 approval. Background: Staff recently conducted garage conversion inspections within the 11100 block of Grant Street and the 12000 block of First Avenue. Staff discovered one converted garage within the First Avenue proposed district. That particular property will not be granted parking permits or the ability to participate in the RPPD, until the property is in compliance. Staff will seek City Council ratification of the aforementioned districts (11100 Grant Street, 12000 First Avenue) within the near future. Discussion & Analysis: Staff will enact the next phase of establishing the following proposed RPPDs; 4200 block of Beechwood Avenue, 3600 block of Cedar Avenue, and the 10900 block of Elm Avenue. This will include, a vehicle to household survey, inoperable vehicle inspection, and garage conversion inspection to ensure that no violations are present within the proposed districts. Staff will report its findings to the Traffic, Parking, and Safety Commission once said surveys have been conducted. Fiscal Impact: None Coordinated With: Public Works Department
