HomeMy Public PortalAbout2005-037 (03-15-05)Resolution No. 2005.037 A RESOLUTION OF THE CITY COUNCIL OF THE CiTY OF LYNWOOD SUPPORTING THE COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM AND URGING CONGRESS TO RESTORE ITS FUNDING WHEREAS, Since its creation by President Ford more than thirty years ago, the CDBG program has been a signature partnership between the federal government and local government in the development of viable urban communities through job creation, provision of affordable housing, elimination of blight, increased economic development opportunities and public economic infrastructure improvements; and WHEREAS, CDBG has played a major role in several programs and projects in the City of Lynwood such as a new Community Center, a portion of the cost for the a Senior Centerl residential street improvements, alley improvements, curb, sidewalk, and ADA improvements, economic development, childcare subsidies, health care screenings, juvenile diversion programs and city recreational programs; and WHEREAS, The 2006 Federal Budget as released February 8, 2005, proposes to,tr~a~nsfer the CDBG pr~o..qram and 17 other programs from the Department~o~121~)using and Urba~'~velopment to the Department of Commerce along with a reduced level of funding, thereby eliminating the CDBG program in the future; and WHEREAS, the U.S. Conference of Mayors, the National League of Cities, and the National Assoc~ti~)~'~¢ Co"U-n~[~ have-jdin'eUWitli' ~'(~oalition of business leaders and other local government associations to denounce the elimination of CDBG in the 2006 Federal Budget. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES HEREBY FIND, PROCLAIM, ORDER, AND RESOLVE AS FOLLOWS: Section 1. That the City of Lynwood opposes the proposed reduction and elimination of the CDBG program. Section 2. That the City of Lynwood requests Congress to maintain CDBG as a separate and distinct program and to fund CDBG in FY 2006 at no less than the current level of formula grants of $4.355 billion. Section 3. That the City Council and staff are authorized to correspond with the offices of various government officials to articulate the City of Lynwood's position on this matter. Section 4.
