Councilman Peters moved that the price of $172.00 quoted for the
blower be accepted, provided that it will do the work required.
Councilman Meddin seconded and the motion passed.
There being no further business Council adjourned, subject
to the call of the Mayor.

August 11, 1949
The regular meeting of Town Council was held today at 8
P. M. in the Council Room and was attended by Mayor Dutton, who pre -
sided, Councilmen Hosti, Brown, Smith, Lovell, Meddin, Town Attorney
Solms and Col. and Mrs. Ray Reeves and Wm. A. Clark.
Col. and Mrs. Reeves protested against the arrest of their
servant, who was put in jail and fined $25.00 or 30 days. They claim-
ed that she was not guiltyā€˛ they were excused.
Mr. Clark protested against permitting negroed to use the
beach. He was excused.
The minutes of July 21st and July 25th were read and adopt-
ed.
The Mayor stated that in connection with the protest of the
property owners in the Ft. Scrilven area against the use of areas in
that section as a bathing beach for negroes that he was waiting on
the citizens committee.
The Mayor stated that work on the sea -wall was progressing
as well as could be expected but were running into obstacles, the
County was very cooperative, but Mr. Hutton informed him that some-
thing must be done immediately toward getting proper equipment, that
they had gotten figures on renting a crane and operator. Since it
was necessary to work between tides this slowed up the work, Coun-
cilman Lovell moved that the matter be referred to the Finance Com-
mittee with power to employ extra labor needed to complete the job.
Councilman Smith seconded and the motion passed.
The Mayor stated that in connection with the fine assessed
against the colored woman in Police Court by Acting Recorder Hosti,
that the woman was the cause of her husband getting arrested and
that if Council reduces the fine for the woman it should do -like-
wise for the man. A committee was appointed to handle the mattegt,
tonsisting of Mayor Dutton, Councilman Hosti and Town Attorney Solms.

Councilman Hosti moved that bills for the month of July be
paid.after the Chairman of the Finance Committee had approved them.
Councilman Brown seconded and the motion passed.
Councilman Lovell called attention to the loud barking of
dogs and also their running loose on the Island and that it should
be stopped, Mayor Dutton stated that he would get the City of Savan-
nahls Dog Catcher to come down in a truck and pick up the loose dogs.
The attention of Council was called to the burning out of
some of the motors used in the pimping stations of the Sewerage
System. It was decided to contact Weideman & Singleton in Atlanta
to ascertain what was causing this.
Councilman Smith stated that a Represenative from the Fire
Department offered to sell to the Town the large doors on the build -
ing, that was recently given to them by the Town so that these doors
could be installed in the present Fire House on 3rd Avenue. Referred
to the Fire Committee for handling.
Councilman Smith stated that the fire engines should be
run periodically so that they would always be ready for a fire call,
the Mayor stated that since the Town gave the building to the Fire
department that they should at least be willing to help maintain
the fire engines.
Councilman Smith stated that in connection with the appli-
cation of Mitchell R. young for the position of Electrical Inspect -
or that the Fire Underwriters must approve of him, that if he qual-
ifies he will be paid no salary, that he must not charge more than
the authorized fees of the Town, appointment should be at the pleas-
ure of Council and moved that he be appointed Electrical Inspector
subject to the above, that he is not to engage in business, and his
term of office will be at the pleasure of Council. Councilman Hosti
seconded and the motion passed.
Councilman Brown speaking as president of the Savannah
Beach Chamber of Commerce requested the Townts help in maintaining
the large signs erected on the highways leading into Savannah, ad-
vertising Savannah Beach. Councilman Lovell moved that the matter
be referred to the Finance Committee with power to act. Councilman
Hosti seconded and the motion passed.
Councilman Hosti wanted to know what was going to be done
with the property owners who had not gone into the Sewer System.
Councilman Hosti stated that at the present time the police
Department is operating with only one vehicle and that another ve-
hicle is badly needed and suggested that another vehicle that is
used by one of the other Departments be used temporarily. The matter
was referred to the police and Fire Committees.
Councilman Meddin moved that the discount be allowed on "
the 1949 taxes of S. F. Smith, Jr., Councilman Hosti seconded and
the motion passed.

Mr.. Solme. informed' :Council ? that he had ` sent;:: out. 1
delinquent tax payers.

A special meeting was held tonight at 8 P. M. in the Auditori-
um of the Town Hall and was attended JJ Mayor Dutton, who presided,
Councilmen Smith, Meddin, Hosti peters and Brown c.nd also approxi-
r:gate y 200 citizens.
The meeting was called for the purpose of:
1. Hearing a petition of the residents of Ft. Screven ward
and adjacent property thereto, protesting against the
establishment of a public bathing beach on any of the
shore line abutting and adjacent to Ft. Screven ward,
and against the establishment of any commercial busi-
ness in that section.
2. Discussing Town Finances.
3. Progress of work on Sea -wall.
4. Extending the time for keeping parking spaces open thru
September.
5. Hearing application of Herman Diamond to erect building
on property owned by him in Bay ward.
6. passing a Resolution requesting Southern Bell Tel. & Tel.
Company to prosecute the parties who out the telephone
cable between Savannah and the Beach, severing communi-
cation for some time.
The Mayor called the meeting to order, the Clerk read the pe-
tition of approximately 103 property owners and residents in the Ft.
Screven area, protesting against the establishment of a public bath-
ing beach and /or the allowing of any commercial activities in the
area, the majority of the petitioners were represented by E. J. Haar
who stated that he had been employed by them to protest against
allowing the establishment of a Dublic bathing beach or allowing
