AWARDING BID FOR ROOFING AT VARIOUS LOCATIONS
AND HVAC AT FIRE HEADQUARTERS
WHEREAS, the Borough has publicly advertised for the receipt of bids for Roofing at Various Locations
and HVAC at Fire Headquarters; and
WHEREAS, the Borough has solicited and received three (3) bid proposals for Roofing at Various
Locations and HVAC at Fire Headquarters as follows:

$4,156,700.00
WHEREAS, Pleven, Inc„ of Rahway, NJ has submitted the lowest bid for said contract as evidenced by
the response on file with the Borough's Purchasing Department and with the Borough Engineer; and
WHEREAS, the Borough Engineer has reviewed the above bid proposals and has recommended the award
of a contract to Pravco, Inc., in a total amount not to exceed $3,074,239.00, Base Bid plus Alternate A -I,
per attached award letter; and
WHEREAS, the Chief Financial Officer has certifie that fund a e Il be available for said purpose.

NOW THEREFORE BE IT RESOLVED by the Mayor and Council of the Borough of Carteret as
follows:
1. That the appropriate Borough Officials are hereby authorized to enter into a contract
with Pravco, Inc., of Rahway, NJ for the Project for the stun of $3,074,239.00 in
accordance in all respects with the request for proposals and bid on same.
2. That a copy of this Resolution shall be forwarded to the Borough's Purchasing
Department, the Borough's Consulting Architects, Potter Architects and the
Borough's Director of Engineering.
3. That the aforementioned award of bid is contingent upon formal approval from the
Now Jersey Department of Labor, Division of Wage and Hour Compliance.
4. That the aforementioned award of bid is subject to review and approval by the
Borough Attorney.

LETTER OF BID AWARD RECOMMENDATION
Dear Mayor and Council:
This letterwill serve as a recommendation to you with regard to the above referenced project. Bids for this project were received
on November 30, 2023. There were five qualified bidders/plan holders. These are the bids:

2. Advanced Roofing
Base Bid - $3,324,600 Alt A-1 - $43,000 Total - $3,367,500
3. EDA Contractors
Base Bid - $4.071,700 Alt A-1 - $85,000 Total - $4,156,700
4. US Roofing

5. Patriot Roofing
NO BID
The apparent low bidder for the Base Bid plus Alternate A-1 (add lightning protection to the Library and West Carteret Fire
House) is:

We have reviewed the qualifications of this bidder and have received positive responses from submitted
references. Additionally, we have personally spoken with the Owner of this company, and he has confirmed that his pricing is
accurate. The total is within our budget estimate. Based upon these findings, the aforementioned contractor would be
acceptable and recommendable by this firm. We are recommending the award of the Base Bid plus Alternate A-1 as follows:
Base Bid $3.011,239
Alternate A-1 $63 000
Total $3,074,239
The Borough Attorney should review the bid package for legal conformity as to enclosures required.
Please be sure that your award letter also serves as the NOTICE TO PROCEED with submittals and shop drawings as there
as some long lead items. Please be sure to attach a copy of the NJ Prevailing Wage Rate Determination to the Owner -
Contractor Agreement. You may also want to make mention that the timelines and liquidated damages will be STRICTLY
ENFORCED. Please be sure to copy our office so that we can prepare the AIA Owner -Contractor Contract unless you are
