A special meeting was held tonight at 8 P. M. in the Auditori-
um of the Town Hall and was attended JJ Mayor Dutton, who presided,
Councilmen Smith, Meddin, Hosti peters and Brown c.nd also approxi-
r:gate y 200 citizens.
The meeting was called for the purpose of:
1. Hearing a petition of the residents of Ft. Screven ward
and adjacent property thereto, protesting against the
establishment of a public bathing beach on any of the
shore line abutting and adjacent to Ft. Screven ward,
and against the establishment of any commercial busi-
ness in that section.
2. Discussing Town Finances.
3. Progress of work on Sea -wall.
4. Extending the time for keeping parking spaces open thru
September.
5. Hearing application of Herman Diamond to erect building
on property owned by him in Bay ward.
6. passing a Resolution requesting Southern Bell Tel. & Tel.
Company to prosecute the parties who out the telephone
cable between Savannah and the Beach, severing communi-
cation for some time.
The Mayor called the meeting to order, the Clerk read the pe-
tition of approximately 103 property owners and residents in the Ft.
Screven area, protesting against the establishment of a public bath-
ing beach and /or the allowing of any commercial activities in the
area, the majority of the petitioners were represented by E. J. Haar
who stated that he had been employed by them to protest against
allowing the establishment of a Dublic bathing beach or allowing

any commercial activities in a section of the beach front in the
Ft. Screven area, after some discussion at which several other
persons were heard, it was decided that Council would take the
matter under advisement, the meeting was then adjourned, Council
then went into session in the Council Room.
Mayor Dutton stated that the area that has been used as a
beach has not become a public beach, Council has never designated
it as such, that if the Ft. Screven Developement owns the proper-
ty it goes to low water mark and anyone using it is guilty of tres-
passing, that where property owners have rights the Mayor and
Council will protect their rights as far as law goes. The question
was asked, what was the solution? It was decided to submit the
matter to the Committee consisting of Mayor Dutton, Town Attorney
Solms and E. J. Haar.
Councilman Meddin called attention to the condition of the
Town's finances and stated that in some Departments collections
were behing the previous year, and asked that the Chairmen of the
various committees endeavor to hold down expenses as much as pos-
sible. He also stated that he had written about 50 parties about
the operation of parking meters and had received some good re-
plies.
Councilman Smith reported that work has been progressing on
the sea -wall project as well as could be expected. But is a hur-
ricane should hit this section considerable damage could be done.
Itt was decided to extend the time for keeping the parking
spaces open thru September, but that the collector be cut off
right after Labor Day.
On the application of Herman Diamond for a building permit
to erect a building or buildings on property owned by him in Bay
ward, Councilman Meddin moved that the Building Inspector not
issue this or nay other permits for work to be done in the Ft.
Screven area or adjacent property thereto until the nest meeting.
Councilman peters moved that the following Resolution be
adopted, Councilman Hosti seconded and the motion passed.
A RESOLUTION
WHEREAS, on August 22, 1949, the main telephone cable of the
Southern Bell Telephone and Telegraph Company between Savannah and
Savannah Beach, Georgia were disrupted for approximately six (6)
hours, due to the fact that a cable was out by Ivey Davis and
Joseph M. Sikes who were apprehended by the Chatham County Police
and United States Coast Guard; and,
WHEREAS, the Town of Savannah Beach, Tybee Island, Georgia
has a considerable number of yearly and summer residents, many
thousands of visitors and tourists whose telephone service, prin-
cipal means of communication, was disrupted to all parts of the
State and other parts of the Nation by reason of the above men-
tioned acts.

NOW THEREFORE BE IT RESOLVED, by the Mayor and Councilmen
of the Town of Savannah Beach, Tybee Island, that the Southern
Bell Telephone and Telegraph Company be requested to prosecute
the above named individuals to the full extent of the law, as
well as, any others who disrupt the telephone communications
from Savannah Beach to Savannah and other cities.
Councilman Smith stand that the Fire Department did not
want to turn loose the small fire engine that the police Depart-
ment wanted to use, he understood that the trickle charger had
been stolen but ascertained that it was in the Town Shop, he had
checked on the large engine and discovered that the battery was
dead. He also stated that he had had several complaints about the
colored night club operated by John Williams and that the place
should be more thoroughly policed.
The Mayor informed Council that he had received several
complaints from persons parking in the 14th, 15th Street parking
area asking for .25¢ for the privilege of parking their cars in
that section. He had instructed the police to check on this.
There being no further business Council adjourned, subject
to the call of the mayor.

The regular meeting of Town Counoil was held today at €5 P.M.
in the Council Room and was attended by Mayor Dutton, who presided,
Councilmen peters, Hosti, Brown, Smith, Lovell, Meddin, Town Attor-
ney Solms and also Mr. John L. Strong and a committee consisting
of A. P. Solomon Jr., A. P. Solomon III, W. J. Bryan, J. W. Rentiers,
also Herman Diamond.
A. P. Solomon III speaking for the committee stated that
several roofing contractors had been sent to the Island by the In-
surance Companies in Savannah to do work here and that most of them
did not have licenses, A. P. Solomon, Jr. stated that contractors
in other lines from Savannah were doing work to the Island without
licenses, the Mayor requested him to give the names of those work-
ing. The committee was excused.
Mr. John L. Strong protested against the Town permitting the
erection of any buildings to be used for commercial purposes in the
area adjacent to his property. Mr. Strong was excused.
Mr. Diamond wanted to know when his application for a permit
to erect some buildings on his property in Bay ward was going to
be approved, he was asked what kind of buildings he was going to
