AUTHORIZING A PROFESSIONAL ENGINEERING SERVICES CONTRACT
WITH CME ASSOCIATES, FEE ESTIMATE FOR THE
NJDOT FISCAL Y> AR 2024 LOCAL FREIGHT IMPACT FUND
WHEREAS, the Borough of Carteret is in need of specialized engineering services in
connection with the NJDOT Fiscal Year 2024 Local Freight Impact Fund application;
and
WHEREAS, CME Associates, 1460 Route 9 South, Howell, New Jersey 07731,
possesses the requisite experience and expertise to provide said services; and
WHEREAS, CME Associates has submitted a proposal to provide said services at a total
cost not to exceed $2,500.00; and
WHEREAS, the Mayor and the Council have reviewed said proposal; and
WHEREAS, the Chief Financial Officer has certified that funds are or will be available
for said purpose. AccL # 3-01-20-165-251
NOW, THEREFORE, BE IT RESOLVED by the Mayor and the Council of the
Borough of Carteret, County of Middlesex, State of New Jersey, as follows:
1. The proposal from CME Associates for engineering set -vices related to the
NJDOT Fiscal Year 2024 Local Freight Impact Fund application at a cost
not to exceed $2,500.00 is hereby approved.
2..This action is approved as an award of a professional services contract
pursuant to N.J.S.A 40A:11-5(1)(a) in accordance with the Borough's Fair
and Open Process as authorized by law.
3. A copy of this Resolution be forwarded to the Borough's Purchasing
Department, the Borough Director of Engineering and CME Associates.

We are pleased to have the opportunity to present our fee estimate for professional engineering
services for the above -referenced project. It is our understanding that the Borough of Carteret
wishes to submit a grant application to the NJDOT Local Aid Office for the Fiscal Year 2024
Local Freight Impact Fund. This program provides aid to counties and municipalities for
transportation projects that address the impacts of freight travel in local communities and on
local transportation infrastructure. It is our understanding that the Borough wishes to submit for
the reconstruction of the existing access road from Middlesex Avenue to Block 102, Lot 5.01
(a/k/a US Metals Site 7) to serve a proposed warehouse redevelopment.
With this in mind we offer the following scope of services:
1. Preparation of technical supporting grant documentation in coordination with Millennium
Strategies, Including:
o Project narrative;
O Cost estimate;
o Project photos; and
o Technical Data.
2. Preparation of a Traffic Study to confirm the minimum required 10% truck volume for the
proposed roadway. ITE trip generation data will be utilized to traffic projections for a
450,000 square foot warehouse to be developed on the site as well as trips associated with
the publicly accessible Riverwalk.

We estimate our fees for the above services to be ,000.00. Should you accept our fee
estimate, kindly provide a purchase order or professio al services resolution authorizing same.
Exceptions
• Any work beyond the scope outlined above will be considered extra. Said fees will be based
on the hourly rate or a fixed fee mutually agreed upon writing.
The above -quoted fees will be in effect for a period of twelve (12) months from the date of
this proposal; however, the fees on the hourly rate schedule are subject to change by
January 1 of each year.
