REGULAR MEETING
March 27, 2007
The Moab City Council held its Regular Meeting on the above date in
the Council Chambers of Moab City Offices, located at 217 East Center
Street, Moab, Utah. Mayor Sakrison called the Pre -Council Workshop
and Federal Emergency Management Agency (FEMA) Presentation to
order at 6:00 PM.
Presentation and Discussion followed.
Mayor Sakrison called the Regular City Council Meeting to order at
7:00 PM and led in the Pledge of Allegiance. Also in attendance were
Councilmembers Keith Brewer, Gregg Stucki, Kyle Bailey, Rob
Sweeten and Jeffrey Davis; City Manager Donna Metzler, Deputy
Recorder Danielle Guerrero, City Engineer Dan Stenta, Community
Development Director David Olsen, City Treasurer Jennie Ross, Police
Chief Mike Navarre, Animal Control Supervisor Randy Zimmerman and
Zoning Administrator Sommar Johnson. Nine (9) members of the
audience and media were present.
Councilmember Stucki moved to approve the minutes of March 13 and
23, 2007. Councilmember Bailey seconded the motion. The motion
carried 5-0 aye.
Under Citizens to be Heard, Diane Walker read a letter that she had
submitted to the City Council regarding the rate increase and channel
changes taking place with Precis. Ms. Walker stated that Precis would
be taking away C-Span from the basic cable package and raising the
monthly price. Ms. Walker asked the City Council to please look into
this matter.
Mary Frothingham gave a presentation on Communities that Care.
An Engineering Department Update was not given
A Planning Department Update was not given.
A Police Department Update was not given.
A Public Works Department Update was not given.
Councilmember Davis moved to approve the Request for Approval of a
Moved -on Structure Permit for Jeep d.b.a. Creative Solutions Group to
Conduct and Exhibit and Display Located at 290 South Main Street
from April 1 to April 6, 2007. Councilmember Sweeten seconded the
motion. The motion carried 5-0 aye.
Councilmember Sweeten moved to approve a Request to Send Proposed
Ordinance #2007-05 an Ordinance of the Governing Body of Moab
Annexing Property to the City of Moab to Public Hearing.
Councilmember Stucki seconded the motion. The motion carried 5-0
aye.
Councilmember Stucki moved to approve a Letter of Support for
Locating a Public Shooting Range on Bureau of Land Management
(BLM) Property near the Klondike Landfill. Councilmember Bailey
seconded the motion. The motion carried 5-0 aye.

Councilmember Sweeten moved to approve the Approval of a Pre -
annexation Agreement Between the City of Moab and Moab RV Resort
LLC. Councilmember Bailey seconded the motion. The motion carried
5-0 aye.
There was a Discussion Regarding Sandflats Road.
Under Reading of Correspondence, Mayor Sakrison read a thank you
card to the Moab City Police Department, the Grand County Sheriff's
Office and Grand County Search and Rescue for the rescue of Danielle
Ballngees.
Under Administrative Reports, City Manager Metzler reminded the City
Council of the Joint City/County Meeting on Friday March 30 at 11:30
in the City Council Chambers. Ms. Metzler stated that the balance
budget would be completed next week and that all department meetings
had been completed. Ms. Metzler stated that she would be completing
the CIB grant application for the aquatics center in the next couple of
days. Ms. Metzler stated that there would be a Planning Workshop on
Tuesday April 3 from 1:00 to 4:00 in the City Council Chambers to
discuss large scale retail.
There was no Goal Update given.
Under City/County Cooperation, Mayor Sakrison stated there would be
a Joint City/County Meeting on Friday March 30, 2007
Under Mayor and Council Reports, Mayor Sakrison stated that there are
several street lights out around town and encouraged anyone noticing an
outage to get as much information off the pole as possible and to then
notify the City. Mayor Sakrison also stated that there is an opening on
the Solid Waste District Board.
Councilmember Sweeten asked City Manager Metzler to look into a
more extensive salary survey.
Councilmember Davis moved to approve the Bills Against the City of
Moab in the amount of $135,279.54. Councilmember Bailey seconded
the motion. The motion carried by roll -call -vote 5-0 aye.
Mayor Sakrison adjourned the Regular City Council Meeting at 8:55
p.m.
