The regular meeting of Town Council was held today at 4 p. M.
in the Council Room and was attended by Mayor Dutton, who presided,
Councilmen Peters, Brown, Meddin, Town Attorney Solms, Mr. Joseph
S. Espy and Supt. of Public Works, Reed.
Mr. Espy explained the different coverages on the insurance
carried by the Town, particularly windstorm, he also explained the
rates charge covering the different phases of insurance. The Town
was carrying cooperative Insurance with a *50.00 deductible clause
on its real estate and when settlement was made as a result of the
August hurricane the amount collected by the Town for storm damage
was very small. Mr. Espy was excused.
Mr. Reed reported on the progress of the sea -wall stating that
the work should be completed in about two weeks and that it would
require about 050.00 more to complete the job. The Mayor suggested
that the high part of the roof over the garage be lowered and that
it would be a good idea to remove the crane now and advertise it for
sale. The Mayor asked Mr. Reed if he could repair the buildings dam-
aged by the hurricane, Mr.Reed stated that he could, the Mayor ask-
ed if there were any Town buildings needing repair that the Town
forces could not do, Mr. Reed said that the prisoners could be used
and could reapir all of them.
Mr. Solms stated that he had discussed with Mr. Thomas H.
Gignilliatt the matter of conditions at Mrs. Gignilliatt's property,
that the Town had lowered the man hole on Chatham Avenue and would
repair the drive to his entrance. (This was in connection with the
suit instituted against the Town by Mr. Gignilliatt.)
Mr. Solms wanted to know what the cost would be to finish the
bridge across 6th street.
The minutes of the meeting of September 13, 1949 were read
and adopted.
Councilman Meddin discussed the finances of the Town and mov-
ed that bills for the month of September for the general account
amounting to 3 901.34 and also bills for the month of September,1,1820.O 5
for the groin and sea -wall account be paid. Councilman Brown sec-
onded and the motion passed.
Councilman Meddin moved that the 1949 assessments on the im-
provements of Mary Andris, Section S of Lot 101, Ward 5 be reduced
31000.00, Councilman peters seconded and the motion passed.
Mr. Solms reporting on the old bill of the Tybee Water Works
covering water service at the public rest rooms, police Station
and ect., stated that under the contract with them it should be
paid, the Tybee Water Works agreed to reduce the total amount to
164.00 if it was paid promptly. Councilman Meddin moved that it
be paid, Councilman Brown seconded and the motion passed.

Councilman Brown called attention to the shortage of fire plugs
on the Island stating that the fire insurance rates had already been
increased in Venetian Terrace caused by lack of fire plugs in that
area.
Mr. Solms reporting on his conference with Mr. Wm. F. Lynes,
Jr. in connection with the opening of 6th Street was informed by
Mr. Lynes that the Town condemn it, Mr. Solms also spoke to Mr. B.
Taylor Smith who objected because it will increase traffic past the
Tybee Terrace Cottages.
Wilson Metts petitioned for permission to open a Package Shop
on the S. E. corner of Jones Avenue and 1st Street. The matter was
referred to the police Committee.
It was the &pinion of Council to postpone the advertising of
property for delinquent taxes.
Councilman Meddin moved that the settlement submitted by the
Insurance Adjusters covering hurricane damage amounting to
be accepted, Councilman Peters seconded and the motion passed.
There being no further business, Council adjourned, subject
to the call of the Mayor.

The regular meeting of Town Council was held today at 4 p.M.
and was attended by Mayor Dutton, who presided, Councilmen Peters,
Hosti, Brown, Smith, Meddin, Town Attorney Solms, r'r. B. Taylor Smith,
Mr. R. A. Goodman and Mr. Thomas Reed.
Mr. Goodman protested against the issuing of a permit to E. J.
Solomon for either an apartment or a commercial building on property
adjacent to his. Mr. xoodman was excused.
?fir. Smith requested that something be done to correct the bad
condition on the eastern side of Butler Avenue between 6th and, 7th
Streets caused by rains which at times makes this section very dan-
gerous. Mr. Smith was excused.
The minutes of the meeting held on October 14,149 were read
and adopted.
Tr. Reed stated that Memorial park is over -run with cock -
spurs, the children are gettin9full of them when they go out to
play., that the sea -wall is finished except for approximately ten
