Members Absent. Monti Parks, Sue Bentley. Special Guest: Diane Otto. The meeting was called to order by Chairman Griffin at 6:15. A motion to accept the minutes from the May 21st, 2012 meeting was accepted with correction by Dottie Kluttz indicating she was absent rather than present at the May meeting. A discussion of the application for demolition process under article 14 was discussed. Questions concerning amount of time allowed for review process, requirement of an engineer’s report, requirement for owner to allow salvage of historic fabric, and whether the official application for demolition indicated the number of days required for the permit to be issued were all discussed. Chairman Griffin, called or a motion to indicate a 45 demolition review process. Dottie Kluttz asked if the motion could include all historic structures on the Island. Motion died for lack of 2nd. Neca Stoller made a motion that forty five days but specifically for buildings fifty years or older. Dottie Kluttz made a motion that “an owner of any structure applying for demolition or relocation shall be required to adhere to a forty five day review process. The review will include determination of age of structure, contribution to Tybee Island’s architectural history, and necessary feasibility studies to determine if structure can be relocated. If demolition is permitted the owner shall allow for removal of historic fabric under the supervision of the Tybee Island Historic Preservation Advisor. (The removal of historic fabric will require a tear out permit). Neca Stoller seconded the motion and all voting members were in favor of the motion as presented for vote. Other discussion items included whether the HPC wanted National Historic District overlays on the zoning map of Tybee Island which would require going before the Tybee Planning Commission and City Council. It was decided to wait until and if the HPC recommended Local Historic District designation so as not to confuse the general public. Chairman Griffin called for adjournment at 7:15.
