AN ORDINANCE, appropriating Seventy-five Thousand Dollars
($75,000.00) from the Operation, Maintenance and Construction Improvement
Fund of Wellston for the District’s share of the costs remaining for the completion
of the construction of a box culvert in Plymouth Avenue Rehabilitation (P-23275),
in the City of Wellston, Missouri; and authorizing the Executive Director and
Secretary-Treasurer on behalf of The Metropolitan St. Louis Sewer District to enter
into an Agreement with the St. Louis County Economic Council whereby the St.
Louis County Economic Council will administer the funds as contributed by the
District and the St. Louis County Department of Highways and Traffic for the
completion of the aforesaid construction.
WHEREAS, the City of Wellston, Missouri, pursuant to the receipt of
federal funding, has undertaken the construction of a box culvert in Plymouth
Avenue Rehabilitation (P-23275) and
WHEREAS, unanticipated site conditions have resulted in additional
project costs for which said City of Wellston has no funding available, and
WHEREAS, in order to complete said project, The Metropolitan St.
Louis Sewer District and the St. Louis County Department of Highways and Traffic
have agreed to each contribute Seventy-five Thousand Dollars ($75,000.00) toward
the remaining costs, and
WHEREAS, the St. Louis County Economic Council has agreed to
administer the funds contributed by The Metropolitan St. Louis Sewer District and
the St. Louis County Economic Council, and
WHEREAS, the Director of Finance has certified that there is an
unencumbered balance in the above-named fund sufficient to pay the obligation
authorized herein,
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF
TRUSTEES OF THE METROPOLITAN ST. LOUIS SEWER DISTRICT:
Section One. The sum of Seventy-five Thousand Dollars ($75,000.00)
is hereby appropriated from the Operation, Maintenance and Construction
Improvement Fund of Wellston for the District’s share of the costs remaining for
the completion of the construction of a box culvert in Plymouth Avenue
Rehabilitation (P-23275), in the City of Wellston, Missouri.
Section Two. The Executive Director and Secretary-Treasurer are
hereby authorized on behalf of The Metropolitan St. Louis Sewer District to enter
into an Agreement with the St. Louis County Economic Council whereby the St.
Louis County Economic Council will administer the funds contributed by the
District and the St. Louis County Department of Highways and Traffic for the
completion of the construction of a box culvert in Plymouth Avenue Rehabilitation
(P-23275), in the City of Wellston, Missouri.
Section Three. The Agreement authorized in Section Two of this
ordinance shall be comprised of such terms and conditions as approved by the
office of the General Counsel of the District.

Section Four. This ordinance, being an appropriation ordinance, shall
take effect immediately upon its enactment.
The foregoing Ordinance was adopted November 14, 2002 by the following vote –
Ayes – C.D. Seward, A.J. Soukenik, T.W. Purcell, M.C. Williams, and J.M. Swartz.
Nays – None.
