voting member.
There was a discussion on the City Council meeting and their vote to make
recommended changes to Article 14 of the Land Development Code as related to demo
permit time table.
It was decided to to ftn-ther discussion on changes to Article 14 until the next
scheduled meeting.
Monti Parks moved to adjourn at 7:00, 2nd by Necca Stoller. All in favor

Cullen discussed the tear down of two historic store fronts on Tybrisa. Street The

and replacement of the street faqade. Once selective demolition began —serious
structural issues were found in the roof system. The contractor demolished the front
faqade and entire roof system leaving only the three exterior walls. These actions
violated the demo approval procedure of Article 14 of the Land Development Code.

meeting to review all of the changes.

March 5th, 2013
Present: Neca Stoller, Sue Bentley, Cullen Chambers Historic Preservation Advisor.
Guest: Chantel Morton- Better Home Town, Bill Garbett — City Council Liaison. Absent:
Monty Parks; Dottie Yluttz; Lea Prestenbach.
The meeting was called to order @4:00 P.M.
Monti Parks called in a conference call to suggest some minor changes. Neca Stoller
made the motion to accept those changes. Monty Parks 2-d, all present in favor.
The recommended change to Article 14 reads as follows:
" When a permit application is submitted for any building aged 50 years or greater, the
designated city permitting official shall notify the Tybee Island Historic Preservation
Commission Chairperson and /or (Historic Preservation) Advisor with a copy of the
requested permit. This includes permits for discovery, modification, rehabilitation, and
alterations. The permit application shall include construction plans showing front and
side elevations.

findings based on this Article and the Secretary of the Interior Standards to the
designated city permitting official. Should the Chairperson or (Historic Preservation
Advisor deem necessary, a meeting with the Ilybee Island Historic Preservation
Commission will be held prior to permit approval.
At any time, should the scope of work change and require further repairs, alterations,
replacement of elements, and /or demolition, all work on site shall cease. The owner or

Preservation) Advisor. The permitted work shall not resume until the Chairperson or
(Historic Preservation) Advisor has reviewed and approved the change(s).
