WHEREAS, the Borough of Carteret is in need of specialized engineering services in connection with the Waterfront Park emergency repairs; and WHEREAS, CME Associates, 1460 Route 9 South, Howell, New Jersey 07731, possesses the requisite experience and expertise to provide said services; and WHEREAS, CME Associates has submitted a proposal to provide said services at a total cost not to exceed $11,000.00; and WHEREAS, the Mayor and the Council have reviewed said proposal; and WHEREAS, the Chief Financial Officer has certified that funds are or will be available for said purpose. Acet. # NOW, THEREFORE, BE IT RESOLVED by the Mayor and the Council of the Borough of Carteret, County of Middlesex, State of New Jersey, as follows: 1. The proposal from CME Associates for engineering services related to the Waterfront Park emergency repairs at a cost not to exceed $11,000.00 is hereby approved. 2. This action is approved as an award of a professional services contract pursuant to N.J.S.A 40A:11-5(1)(a) in accordance with the Borough's Fair and Open Process as authorized by law. 3. A copy of this Resolution be forwarded to the Borough's Purchasing Department, the Borough Director of Engineering and CME Associates. Reiman Re: Estimate of Fees for Professional Engineering Services Waterfront Park Emergency Repairs Borough of Carteret, Middlesex County, New Jersey Proposal No. 2023-179 Dear Mayor: We are pleased to have the opportunity to present our fee estimate for construction administration phase services for emergency repairs underway at the Waterfront Park Pier Extension and Municipal Marina related to a barge collision and vessel fire, respectively. Both scopes of work were awarded to Agate Construction in February 2023. Agate is tentatively scheduled to re -mobilize in October 2023 to begin floating dock replacement, electrical, and ancillary repair work. This fee estimate outlines the scope and costs of services which are necessary for CME Associates to administer construction phase services for the floating docks as well as supplemental services for the pier extension repairs. This includes additional coordination with the insured party's representatives to ensure the timely and successful completion of these repairs. With this being said, we anticipate that the following tasks will be required: A) Pier Extension Structural Engineering Oversight and Pile Driving Inspection Our office has provided the following additional services necessary to ensure repairs were made to the standards and specifications of the original pier construction. Work in this phase has included: 1. Review site geotechnical data and original pile driving logs to develop minimum pile driving criteria; 2. Assess and recommend repairs discovered after pier demolition, including, but not limited to, additional sheeting replacement and electrical repairs to handrail lighting, conduits, and power supplies; 4. Attend multiple site meetings with and provide documentation to representatives of Martin Ottaway, marine surveyor for the at -fault insured; and, 5. Coordination with the Borough Finance Office to provide necessary documentation to the Borough's insurance provider for reimbursement. B) Municipal Marina Dock Repair Construction Phase Services Our office will provide the following services necessary to ensure repairs are made to the standards and specifications of the original marina construction at 'B' Dock, which was damaged by a vessel fire in fall 2022. The estimated construction cost for these repairs if $217,000. Work in this phase includes: 1. Extension of construction administration services to account for contractor remobilization due to prolonged supplier lead times for concrete dock materials; 2. Coordination with dock supplier and Contractor to review submittals and shop drawings; 3. Review and recommendations for additional electrical scope related to fire damage sustained in Fall 2022; 4. Review and approve monthly progress pay estimates, and, 5. Coordination with the Borough Finance Office to provide necessary documentation to the Borough's insurance provider for reimbursement.
