HomeMy Public PortalAbout11931O R D I N A N C E NO. 11931 AN ORDINANCE, repealing Ordinance No. 11898, adopted November 10, 2004, and enacting a new Ordinance in lieu thereof, prescribing a Compensation Plan for all Classified and Unclassified positions of The Metropolitan St. Louis Sewer District, except the positions of Executive Director, Secretary-Treasurer and Internal Auditor. BE IT ORDAINED BY THE BOARD OF TRUSTEES OF THE METROPOLITAN ST. LOUIS SEWER DISTRICT: Section One. Ordinance No. 11898 adopted November 10, 2004 is hereby repealed and superseded. Section Two. The pay schedules that follow are hereby adopted and prescribed for all positions in the Classified and Unclassified service of the District, excepting therefrom the positions of Executive Director, Secretary-Treasurer and Internal Auditor. Section Three. An employee who is regularly assigned to work on a shift basis shall be paid as follows: (1) employees on the second shift shall receive premium pay at the rate equivalent to five (5) percent above the normal rate for time worked on the second shift; (2) employees on the third shift shall receive premium pay at the rate equivalent to ten (10) percent above the normal rate for time worked on the third shift. Section Four. An employee who is assigned to work a regular shift on Easter Sunday shall be paid at the rate of one and one-half (1-1/2) times the hourly rate for actual hours worked and at the appropriate shift rate. Section Five. An employee regularly assigned to work on a shift basis who is temporarily assigned for a minimum of four (4) hours or longer to a vacancy in a higher-rated Schedule "B" classification shall receive, for the duration of such assignment, a higher-skills rate of one increment or the minimum rate of such higher class, whichever is greater. Higher skills rates may, when approved by appointing authorities, be paid to other employees temporarily assigned to higher-rated Schedule "B" classifications in accordance with the applicable Civil Service Rules and Regulations. Section Six. A vested employee who retires or dies while in active service and who has unused accrued sick leave remaining, will be compensated for that portion of such accrued sick leave which is equal to 1- 1/4% for each year of District service from the employee’s most recent original appointment date. The payment will not exceed $50,000 unless employee accrued an amount greater than $50,000 as of July 1, 2004, and retires or dies while in active service prior to July 1, 2007. Section Seven. In accordance with the provisions of Section 105.500 - 105.530 R.S.Mo., designated representatives of the District have met, conferred and discussed proposals with representatives of appropriate exclusive bargaining units. The results of such meetings, conferences and discussions have been reduced to writing and are hereby adopted. Section Eight. PERIODIC ADVANCEMENT: An employee assigned to the A Schedule (non-eligible for union membership) or the "C" Schedule will be eligible for advancement equal to a 3% increase in pay after each year of continuous service if the total points on his/her most recent performance evaluation meet or exceed the number of points associated with that range of pay on Schedules "A" (non-eligible for union membership) and "C" in Section Two of this Ordinance. An employee in the "B" Schedule eligible for membership in IUOE Local 513, Bricklayers Local 1, and IAM District 9 will be eligible for a general increase of 3% effective with the first pay period of each fiscal year in years 2004, 2005 and 2006. IBEW Local 1 will be eligible for a general increase of 3% with the second pay period of the fiscal year in 2004; and a general increase of 3% effective with the first pay period in fiscal years in 2005 and 2006. An employee assigned to the “A” Schedule or to the “B” Schedule eligible for membership in AFSCME Local 410 and SEIU Local 2000 will be eligible for a general increase of 3% effective with the ninth pay period of the fiscal year 2004; and a general increase of 3% effective with the first pay period in fiscal years 2005 and 2006. Nothing in this ordinance shall be construed to authorize the increase of an employee's salary rate to a level higher than the range to which the employee's classification is assigned, or to conflict with the Civil Service Rules and Regulations. Section Nine. There is hereby established a Vacation Sell-Back Program for employees who wish to receive compensation for unused vacation time. The Vacation Sell-Back Program shall be administered pursuant to policies as prescribed by the District's Human Resources Department. The foregoing Ordinance was adopted January 13, 2005.
