MEDINA CITY COUNCIL MEETING MINUTES OF FEBRUARY 3, 2010
The City Council of Medina, Minnesota met in special session on February 3, 2010 at
8:53 p.m. in the Medina City Hall. Mayor Crosby presided.
I. Call to Order .
Members present: Weir, Crosby, Siitari, Smith
Members absent: Johnson
Also present: City Administrator Chad Adams
IX. Administration Report
Adams provided an overview of the discussion points, including:.
• Administration roles/responsibilities.
• 2009 accomplishments consisting of 2008 annual report, rain barrel promotion,
project newsletters, economic development relations, recycling/waste reduction
program, $100,000 grant from Hennepin County, German Liberal Cemetery
Feasibility Report, web site redesign, integration of City logo into operations,
legal newspaper solicitation, 2009 budget administration and conserving of
resources, green/sustainable initiatives, and the TIF five-year rule extension.
• 2010 goals consisting of communication audit of phones/internet, various website
updates, gambling license ordinance revisions, project file system creation,
personnel policy updates, job description updates, health insurance/account
manager review, printer contract renewal, sustainable practices in City operations,
Administration Intern appointment, German Liberal Cemetery transfer to City,
project advancement of public works facility, and project advancement of
TH55/CR116 intersection.
X. General City Business
Adams provided an overview of the discussion points consisting of legislative priorities
(cooperative bonding bill, inclusionary housing, administrative fines and street utility),
general communications in City, and hard copy code books.
Discussion was held on developer communications. The Council agreed to use wise
discretion in conducting conversations with developers on prospective projects in the
City.
Discussion was held on communications with City appointed representatives. The
Council agreed that each representative should provide an update to Council at Council
meetings twice a year.

The Council agreed that hard copy code books were not needed unless requested by each
member.
XI. Adjournment
Weir moved, seconded by Smith to adjourn at 10: 07 p.m. Motion passed unanimously.
