TYBEE ISLAND HISTORIC PRESERVATION COMMISSION
MEETING MINUTES
May 19, 2014
Commissioners Present: Sue Bentley, Bill Kriener, Neca Stoller, Bill Garbett

CALL TO ORDER
Chairperson Sue Bentley called the meeting to order at 6:05pm.
APRIL 28 MEETING MINUTES
Neca made a motion to approve the Historic Preservation Commission April 28, 2014 meeting
minutes. Bill K. seconded the motion. The motion passed unanimously.
CERTIFIED LOCAL GOVERNMENT (CLG) STATUS UPDATE
Chantel confirmed that the National Park Service and the state’s Historic Preservation Division
sent press releases announcing that Tybee Island has received Certified Local Government
designation. She read the following quote provided by Mayor Buelterman for the HPD
release: “The City of Tybee Island is proud to achieve this important designation. Our
community has long recognized the value of preserving our rich history as evidenced by our
commitment to being a Main Street Community, the restoration of the Lighthouse and its
auxiliary structures, the restoration of the Ft. Screven Guardhouse and the ongoing efforts to
reopen the Tybee Post Theatre. This designation will allow us to further commit ourselves to
historic preservation by adding to our toolbox of resources.”
PERMIT REVIEW UPDATE
Sue confirmed the permit reviews are going smooth. She will email review requests per
Neca’s suggestion for Commissioner’s to be more involved.
NATIONAL PRESERVATION MONTH
Sarah reminded Commissioners that the HP 101 session will be May 27 at 7pm in the Guard
House. She will give an overview of preservation on Tybee. Bob Ciucevich will be reviewing
tax projects and incentives. Sue will provide information about preservation benefits in terms
of real estate. The direct mail brochure was sent to the printer. She will follow up with them
to find out when they will be mailed.
DESIGN GUIDELINES
Commissioners agreed that they will have a workshop in August to finalize the Design
Guidelines.

HISTORIC PRESERVATION ADVISORY COUNCIL
Sarah and Chantel provided an update about the Coastal Historic Preservation Advisory
Council (HPAC) meeting held in Portal. The next HPAC meeting will be on Tybee in November
during the National Preservation Conference being held in Savannah. During the conference,
State Preservation Officers will be attending an evening reception at the Tybee Lighthouse.
OTHER BUSINESS
Sarah informed Commissioners that Daniel Carey with Savannah Historic Foundation has
approached the City and the Historical Society for financial support / sponsorship with an
Economic Impact Study being done by Donovan Rypkema, Principal of PlaceEconomics. The
study will document, in detail, how preservation is beneficial to a community. A portion will
be specific to Tybee if there is financial support provided. Sarah is working on this with
Councilman Garbett and Chantel. Chantel will email Commissioners the link to
PlaceEconomics that she received from Daniel.
