TYBEE ISLAND HISTORIC PRESERVATION COMMISSION
MEETING MINUTES
September 15, 2014
ATTENDANCE

CALL TO ORDER
Sue called the meeting to order at 5:03pm.
HPC MEETING MINUTES
Motion was made by Sue, and seconded by Neca to approve the minutes of the Historic
Preservation Commission July 21, 2014 and August 14, 2014 meetings. Motion carried.
LOCAL HISTORIC DISTRICTS
Sarah confirmed she is working with Bob to define the Resort District and Ft. Screven District
boundaries. Bob and she are also confirming which buildings are contributing in the district(s)
versus individually listed properties.
Commissioners reviewed the timeline for establishing the local districts and that Chairperson
Bentley will be the one to present to City Council when the time comes.
Sarah reviewed the Historic Districts Architectural Styles that will serve as Appendix 2 in the
Design Guidelines. Commissioners discussed revisions to the layout and wording. All agreed that
they want the document is seen as helpful and reasonable versus cumbersome and demanding.
Sarah will make the changes recommended and send to Chantel. She will also send it to Bob for
fact checking. Chantel will insert the section into the document and format accordingly.
Commissioners will receive a copy prior to the next meeting for their review.
Neca mentioned she spoke with Dianne Otto in the City’s Planning and Zoning Department to
gain clarification about which ground point a surveyor starts at to determine building height.
Sue mentioned Ms. Otto has inquired again about possibly removing the need for the HPC to
review permits for roofing of buildings 50 years and older. Sarah recommended keeping this as
part of the process. Commissioners agreed.
Chantel mentioned that the City Manager and Elected Officials are in the process of accepting
proposals for needs assessments in order to proceed with interior renovations at City Hall and
renovations of the North Beach restrooms. She recommended to the City Manager that the
Historical Society and the HPC be contacted for input / involvement re: historic sensitivity,
example setting and features. Bob and she met with the City Manager to discuss the possibility
of listing City Hall on the National Register. The City Manager wants to wait until a direction is
confirmed based on the needs assessments, etc. Sarah confirmed she has not been contacted.
She is going to be following the progression of the North Beach restrooms due to the flow from
North Beach to the museum.
