HPC MEETING MINUTES Motion was made by Bill K., which was seconded by Neca, to approve the minutes of the Historic Preservation Commission September 15, 2014 meetings. Motion carried. LOCAL HISTORIC DISTRICTS a. District Boundaries: Sarah reviewed the Local Historic District boundaries per Bob Ciucevich’s recommendations. The Fort Screven District proposed boundaries are as follows: Highway 80 (southern border), 2nd Avenue/Atlantic Ocean (east), Savannah River (north) and Polk Street (west) so that the two historic subdivisions on Naylor and North Campbell are included. The Resort District proposed boundaries are as follows: Highway 80 (north), Atlantic Ocean (east), Back River (south), Miller Avenue / Venetian Drive (west). Commissioners reviewed the boundaries and discussed incorporating Lewis Avenue into the Resort District. The motion was made by Neca, which was seconded by Bill K., to approve the proposed boundaries for the Fort Screven District and the proposed boundaries for the Resort District. Motion carried. b. Confirm timeline for establishing districts: Sarah reviewed the timeline that was previously reviewed for establishing Local Historic Districts. Based on current progress, the public notice for the first public hearing with a written letter to those impacted will need to be done now in order to stay on track. Commissioners agreed to have the first public hearing on December 15 from 6:30pm until 8pm. Sarah will compose the letter. Chantel will begin working on the presentation. Commissioners will decide on a title for the meeting which emphasizes the character of Tybee. Jane agreed to do the introductions at the presentation. Sue requested bullet points she can use when discussing the benefits of districts and in anticipation of presenting to the Mayor and City Council for adoption. c. Design Guidelines: Commissioners discussed the need to include a Mid-Island Sub-district in the Resort District Design Guidelines within Appendix 7.3. ADJOURNMENT The meeting adjourned at 7:15pm.
