HPC MEETING MINUTES Motion was made by Bill K., which was seconded by Dottie, to approve the minutes of the Historic Preservation Commission November 17, 2014 meeting. Motion carried. LOCAL HISTORIC DISTRICTS PUBLIC MEETING / HEARING Dottie emphasized the need for the HPC to have a unanimous voice when presenting the draft design guidelines. Commissioners discussed the City’s 50% rule with FEMA regulations, state representation from HPD, and the economic impact study Place Economics is preparing. Sarah discussed findings from Alexandria, LA and Shreveport, LA regarding local historic districts and design guidelines. Commissioners discussed dates to host five open houses from 7pm until 8:30pm for citizens to provide input about the design guidelines per district. Motion was made by Dottie that Citizen Input meetings be held 7pm until 8:30pm as follows: 1) February 16 for the Ft. Screven District 2) February 17 for the Back River District 3) February 19 for the Strand District 4) February 23 for the South End District 5) February 24 for the Mid Island District. The motion was seconded by Neca and carried unanimously. Chantel will confirm the meetings can be held at City Hall. Commissioners confirmed they will meet to review guidelines and prepare for the presentations on January 5 and January 12 at 1pm. They expressed the importance of having visualizations, success stories, and an outline of benefits for local guidance at the presentations. Commissioners discussed moving the History of Tybee section from the beginning to later in the guidelines document. Sarah will send everyone a link to design guideline examples available from the National Alliance for Preservation Commissions for them to review. Dottie requested that Chantel obtain the design guidelines handout from Thomasville that she saw at a past training she attended. Chantel will print the latest draft of the design guidelines for Bill K. and Neca. Commissioners discussed projects to apply for this year’s Historic Preservation Fund Grant now that the City is a Certified Local Government. One project proposed was for design and installation of historical markers for National Register Districts. The second project proposed was for updating the Historical Resource Survey. ADJOURNMENT The meeting adjourned at 7:25pm.
