' gg Mrs. Huggins requested that more mariners be placed showing the names of the streets and particularly along Jones Avenue, she also suggested that the names of the Avenues be given names instead of numbers Ls it is now, with the exception of several streets. Mrs. Huggins was excused. Mrs. Wylly proteted against the assessment of $11,000.00 placed on the improvements on her property on the Inlet, the Committee went with Mrs. Wylly to examine her property after which Mrs. Wylly was excused. The minutes of the meeting held on November 6th were read and adopted, The Mayer stated. that Mre. Marie strong had accepted $250.00 for portions of Lot 1, 'Yard 1, he also stated that Mr. Reed had done a good job on constructing the sea-wall from Tilton to 1st Street, also that more fire plugs were needed on the Island, he requested Councilman Smith to check. on the amount of additional fire plugs needed, under the Town's contract with the Tybee eater Works they were to install 30 plugs. Wylly be reduced to $7,000.00 as of November 1, Councilman Hosti seconded and the motion passed. Councilman Meddin moved t h;=t the assessment on the improvements on Lot 58-B, Ward 3, owner,. by J. A. O'Leary be reduced to $6,000.00 as of .November 1, 1949, Councilman peters seconded and the motion pass- ed. Councilman FE ters moved that the assessment on the ipprovements 250 on Lot eastern half of 99, "ard 4, owned by James mataxas be reduc- ed. to 415.000 of may 1, 1949, Councilman Smith seconded and the motion passed. Councilman smith moved that a Christmas tree be provided for the prisoners . and. also that hey be given cigarettes, Council- man peters seconded and the motion passed. Councilman Hosti was appointed to handle the ratter. The Mayor in ormed Council t1iat the loan of 420,000.00 with Savannah Bank. and Trust Comany must be paid before December 314949 then the money could be borrowed back during 1950. Councilman Yeddin discussed the financial condition of the Town and stated that the 1949 Income was s1i7ht1y under the 1948 income. Councilman Peddin stated that he had handled with Yr. Joe Espy the matter of Increased. Insurance on the T. property and it was decided ',that this w,-olld be done effective May 1, 1950, Councilman Yeddin moved that bills for General Government for the month of November amountinp, to 41025.91 be paid, and that bills for the Groin and sea-wall account amounting to 4106.25 also be paid, Councilman Host' seconded and the motion passed. Councilman Meddin was recluested to chec on the insurance covera.ge on the Town vehicles for fire protection, and. authoriz- ed him to handle the matter. Councilman Lovell stated that the Groin at Tilton Street is badly eaten out and that he had spoken to Thomas ,?z Hutton request- InEr, that they check on this. Councilman. Smith stated that behind the new sea-wall at 1st Street and Butler i:Nenue considerable sand is being blown away and that a fence or guard should be placed there to hold the sand, councilman Hostl also statod that he was handlinr with Mr. Reed the matter f placin7 reflectors at this point. Councilman smith stated that F1r Chief soloman informed him that it was possible to get further reduction on some of the Fire Insurance rates but that it would be neces.sry for Mr. Solo- mon to go t At7anta relative to this to confor with the underwriters Pr. Solomon requested that the Town pay his expenses to Atlanta. Re- ceived information. Councilman Brown informed Council that c. 3. Blair who has biz home on Levis Avenue, on Camp Hammock, has requeeted the Town to permit him to connect up with the Sewerage Syotem which would . cost the Town roup7hly about 4451.00. It WaS the opinion of Council that tho cost w to great at this time to run the line an9 .. that Lr. Blair be permitted to install another septic tnTi. In place of the present one. He also su7rested that an attractive entrance to the Town be erected. at the entrance t the Town limits. The Mayor• appointed. Mr. HarrisoneK1nm petitionad tint he be permitted to_construct several rooms in the lower part of his house on llth Street, the stated that it Was not his intention to build an apartment for com- mercial purposes, Councilman Hosti moved that permission be grant- ed provided it Is not to be used for renting purposes, Councilman Brown seconded. and. the motion posed. Yr. Louis lack petitioned th. t he be permitted to erect a porch in front of his building on Lot 2, Ward 5, the petition was denied as hie building is now up to the Street line. Councilman Maddin moved thc:.t Mr. Kenneth Q,uarterman be re- funded :425.55 which was a duplicat pioyment on the first half of his 19• 8 taxes. Councilman peters seconded and the motion passed. A commmnication was read fro the Volunteer Fire Auxiliary offering cooperation in the Town's effort to improve Jones Avenue, they also called attention to the need of a Hospital or the ser- vices of a physician on the Island. and offered their cooperation and assistance toward this goal. Received as information. A petition mac presented by A. P. Solomon Jr., representing • 7re. Helen Seiler, requestinm th,9t, the zoning ordinance be amended to permit the erection of apartments on the North eastern corner of 71utler Avenue & 8th street. petition denied. The clerk called attention to the need of a new deed record- ing book for hiE office, Councilman peters moved that it be pur- chased, Councilmen Lovell seconded and the motion passed. Attention was called to the proposed opening of a store on the eouthweetern corner of Butler Avenue and 2nd Street by A. p. Solomon, Jr. and 7mitchell R. Younm. It was the opinion of Council that a this was a. z-ed area that no new business could. be locat- ,,,e. Councilman Te.ddin moved that the assessments on the improve- ments on sections E. 201 of ef Lot 101, Ward 5, the property of•Mrs. Mary Andrie for the laet h: if of the year 1948 and for the year 1949 be reduced to $13,000.00 and that the discounts be allow- ed, councilman Peters seconded and. the motion passede Councilmen smith moved that the following Resolution be adopt- ed, Councilman peters seconded and the motion passed. A R7SCLUTION WHEREAS, the palmetto trees on the Highway Number 80 from Savannah to Savannah Beach have been trimmed and the shoulders im- proved and cleared to such an extent that the appearance of the highway between . the said towns is in excellent appearance, as will as beinm attractive to tourists and citizens of Savannah Beach and visitors; 252 BE IT FURTHER RESOLVED that the thanks and appreciation of the Mayor and Councilmen of Savannah Beach, Tybee Island, and those of the citizens of the town of Savannah Beach, Tybee Island, be ex- tended to the Chatham County Commissioners in deep gratitide for this work. BE IS FURTHER RESOLVED that this resolution be spread upon the minutes of council and a copy thereof be sent to the Chairman of the Chatham County Commissioners. Councilman Hosti moved that the following Resolution be adopt- ed, Councilman peters seconded and the motion passed. A RESOLUTION - WHEREAS, Butler Avenue, between 6th and 7th Streets, in Savannah Beach, Tybee Island, Georgia, is Highway Number 80 and a part of the Highway yIsystem of the State of Georgia under the control and supervision of the State Highway Department; and, WHEREAS, the eastern lane of Butler Avenue between 6th and 7th Streets is in a bad state of repair; with many holes in it, all of which is due to poor and inadequate drainage, to such an extent that after a rain, the water stands on the road for approximately one -half of the block of said Butler Avenue between 6th and 7th Streets; and, WHEREAS, the State Highway Department purchased and brought to this point a large number of concrete drainage pipe, thus recog- nizing the lack of proper drainage which has caused the road to settle or sink to such an extent that the surface of the highway has become badly in need of repair; BE IT THEREFORE RESOLVED by the Mayor and councilman of Savannah Beach, Tybee Island, that these conditions be brought to the attention of the State Highway Department of Georgia and that the State Highway Department be requested to repair and drain that portion of Butler Avenue within the corporate limits of the Town so that it will be in the same good repair as the other portions of • said State Highway Number 80 within the corporate limits of said Town.
