HomeMy Public PortalAboutMIN-CC-2007-04-10MOAB CITY COUNCIL REGULAR MEETING April 10, 2007 The Moab City Council held its Regular Meeting on the above date in the Council Chambers of Moab City Offices, located at 217 East Center Street, Moab, Utah. Mayor Sakrison called the Pre -Council Workshop to order at 6:30 PM. Mayor Sakrison called the Regular City Council Meeting to order at 7:00 PM and Citizen B.D. Howard led in the Pledge of Allegiance. Also in attendance were Councilmembers Gregg Stucki, Kyle Bailey and Jeffrey Davis; City Manager Donna Metzler, City Recorder/Assistant City Manager Rachel Ellison, Community Development Director David Olsen, City Treasurer Jennie Ross, and Public Works Director Brent Williams. Eight (8) members of the audience and media were present. Councilmember Stucki moved to approve the Regular Council Meeting Minutes of February 27 and March 27 and the Special Council Meeting Minutes of March 30 and April 5, 2007. Councilmember Davis seconded the motion. The motion carried 3-0 aye. Under Citizens to be Heard, Dick Pacheco requested that the acoustics in the Swanny Park Pavilion be improved so that artists can play under the pavilion. Under Engineering Department Update, City Engineer Stenta distributed a written report. A Planning Department Update was not given. A Police Department Update was not given. A Public Works Department Update was not given. Mayor Sakrison presented Kamron Call with the Mayor's Student Citizenship of the Month Award for Helen M. Knight Intermediate School for April 2007. Mayor Sakrison Proclaimed April 2007 as Child Abuse Prevention Month in Moab, Utah. Councilmember Bailey moved to approve the consent agenda as follows: 1) Request for Approval of an Amplified Music at Old City Park on April 20 and May 5, 2007; 2) Request for Approval of a Special Business Event License for April Action Car Show to Conduct a Classic Car Show On April 27 and 28, 2007; 3) Request for Approval of a Request for use of Swanny City Park by Dick Pacheco to Conduct a Free Concert on May 10, 2007; 4) Award of the Moab City Animal Shelter Fencing Bid to Taylor Fence in the amount of $22,956.00. Councilmember Stucki seconded the motion. The motion carried 3-0 aye Councilmember Bailey moved to confirm the Mayoral Appointment of Wayne Hoskisson to the Moab City Planning Commission for a fill-in term ending December 31, 2007. Councilmember Stucki seconded the motion. The motion carried 3-0 aye. Councilmember Bailey seconded the motion. The motion carried 3-0 aye. Councilmember Bailey moved to approve an Agreement between the City of Moab and Four Corners Community Behavioral Health. Councilmember Davis seconded the motion. The motion carried 3-0 aye. Under Discussion Regarding Potential Land Exchange between the City of Moab and Robertson Development LLC, City Manager Metzler made a presentation. Discussion followed. Mayor Sakrison moved the agenda to the public hearing. Mayor Sakrison opened a public hearing on Proposed Ordinance #2007- 05 an Ordinance of the Governing Body of Moab Annexing Property to the City of Moab at 7:25 PM. No public comment was given Mayor Sakrison closed the public hearing at 8:22 PM. There was no Correspondence to be Read. Under Administrative Reports, City Manager Metzler stated that the budget was balanced and distributed and reviewed the budget schedule of special council meetings. Goal Updates were not given. A Report on City/County Cooperation was not given. Under Mayor and Council Reports, Councilmember Davis distributed an Emergency Medical Services Report for the 2007 Jeep Safari Event. Councilmember Davis moved to pay the bills against the City of Moab in the amount of $401,375.68. Councilmember Stucki seconded the motion. The motion carried 3-0 aye by a roll -call -vote. Mayor Sakrison adjourned the meeting at 7:31 PM. APPROVED: ATTEST: David L.
