HomeMy Public PortalAboutMIN-CC-2007-05-29MOAB CITY COUNCIL SPECIAL MEETING May 29, 2007 The Moab City Council held a Special Meeting on the above date in the Council Chambers of Moab City Offices, located at 217 East Center Street, Moab, Utah. Mayor Sakrison called the Pre -Council Workshop to order at 6:30 PM. Mayor Sakrison called the Regular City Council Meeting to order at 7:00 PM and led in the Pledge of Allegiance. Also in attendance were Councilmembers Gregg Stucki, Keith Brewer, Rob Sweeten and Kyle Bailey; City Manager Donna Metzler, City Recorder/Assistant City Manager Rachel Ellison, Public Works Director Brent Williams, Community Development Director David Olsen and Police Chief Mike Navarre. Three (3) members of the audience and media were present. There were no minutes to approve. There were no Citizens to be Heard. An Engineering Department Update was not given. A Planning Department Update was not given. A Police Department Update was not given. A Public Works Department Update was not given. Councilmember Bailey moved to approve the consent agenda as follows: 1) Approval by Jon Olschewski for an Amplified Music Event at Old City Park on June 9 and 10, 2007; 2) Approval of a Special Events License for the Canyonlands Rodeo Committee to conduct a Parade to be held on June 9, 2007. Councilmember Sweeten seconded the motion. The motion carried 4-0 aye. Councilmember Brewer moved to approve a request by the Canyonlands Rodeo Committee for a Refund of a Special Event License Fee and a Banner Placement Fee in the amount of $233.00. Councilmember Sweeten seconded the motion. The motion carried 4-0 aye by a roll -call - vote. Councilmember Sweeten moved to approve a Permanent Class II Beer License for Amy Lynn McFetridge d.b.a. Slick Rock Caf6 Enterprises LLC located at 5 North Main Street. Councilmember Brewer seconded the motion. The motion carried 4-0 aye. Councilmember Stucki moved to approve of Proposed Ordinance #2007- 06 — An Ordinance Amending Section 15.36.10 (A) of the Moab Municipal Code to Revise a Provision for Recreation Vehicle Courts. Councilmember Bailey seconded the motion. The motion carried 4-0 aye. Councilmember Sweeten moved to approve Proposed Ordinance #2007- 07 — An Ordinance Amending the Charts of Section 17.65.020 and 17.65.040 of the Moab Municipal Code to Include the Resort Commercial (RC-1) Zone. Councilmember Stucki seconded the motion. The motion carried 4-0 aye. Councilmember Stucki moved to award the Utility Vacuum Bid to Intermountain Sales Incorporated in the amount of $21,230. The motion carried 4-0 aye by a roll -call -vote. Mayor Sakrison opened a public hearing on Proposed Resolution #08- 2007 — A Resolution Adopting the Fiscal Year 2007-2008 Budget at 7:13 PM. City Manager Metzler gave a brief overview of the proposed budget. Mayor Sakrison closed the public hearing at 7:32 PM City Manager Metzler made a brief presentation on the 2006-2007 Fiscal Year budget. Discussion followed. There was no Correspondence to be Read. An Administrative Report was not given. Under Goal Updates Councilmember Sweeten stated that the Higher Education Committee was starting a fund raiser involving fluorescent bulbs. A Report on City/County Cooperation was not given. Mayor and Council Reports were not given. Councilmember Bailey moved to pay the bills against the City of Moab in the amount of $112,357.09. Councilmember Brewer seconded the motion. The motion carried 4-0 aye by a roll -call -vote. Mayor Sakrison adjourned the meeting at 7:45 PM. APPROVED: ATTEST: David L.
