Munoz 11.NEW/OLD BUSINESS 12.ADJOURNMENT Next Regular Meeting is scheduled for November 29, 2018. 0 t�tMAT ,•' STAFF REPORT CITY OF LYNWOOD PARKING AND TRAFFIC COMMISSION DATE: October 25, 2018 TO: THE HONORABLE CHAIRMAN AND MEMBERS OF THE TRAFFIC, PARKING AND SAFETY COMMISSION FROM: J.D. Whitaker, Public Safety Manager SUBJECT: Residential Permit Parking Districts (RPPDs) - 4200 Block Beechwood Avenue Recommendation: Staff respectfully requests the recommendation of the Commission to continue to the next phase of implementation for the proposed RPPD of the 4200 Block of Beechwood Avenue. Background: Staff has successfully conducted garage inspections of all of the properties within the proposed RPPD area of the 4200 Block of Beechwood. All properties are in compliance. Discussion &Analysis: Staff will enact the next phase which consist of a vehicle to household survey and inoperable vehicle inspections, to ensure that no violations are present within the proposed districts. Staff will report its findings to the Traffic, Parking, and Safety Commission once said surveys have been conducted. Fiscal Impact: None Coordinated With: Public Works Department City of Lynwood Public Safety/Traffic and Parking Commission Minutes of the Special Meeting October 4, 2018 1. Meeting called to order at 6:00 p.m. 2. Certification of Agenda. Ervin Bolisay acknowledged the posting of the agenda. 3. Roll Call Commissioners Rowland Becerra, Antonio Munguia, Juan Munoz, Julian Del-Real Calleros, and Ana Maria Barraza were present. No absences. 4. Pledge of Allegiance Commissioner Antonio Munguia led the Pledge of Allegiance 5. Invocation led by Antonio Munguia 6. Director of Public Works Salvador Mendez apologized to commissioners, and public due to the Public Works staff not being able to post agenda on time, hence why special meeting was scheduled. In the future, Public Works Director Mendez assured the commissioners, and the public, that agenda will posted on time. 7. Approval of minutes — a. June 28, 2018 Regular Meeting Minutes were approved. Motioned by Rowland Becerra, and seconded by Ana Maria Barraza. 8. Commissioner Calleros motioned to move Items 8 and 9 ahead of Item 7, seconded by Commissioner Becerra. AYES: R. Becerra, A. Munguia, J. Munoz, J. Del-Real Calleros, A. Barraza. NOES: None 9. Public Oral Communications (Regarding Agenda Items Only): Public Oral Communications • Ms. Juana Patricia Montoya of Grant Street asked for an update on Grant Street parking permits, as she has not heard from Officer JD Whitaker if it has been passed, and curious as to what is next in procedure so she can communicate it to her neighbors. • Officer JD Whitaker informed the commissioners, and the public that the 11100 block of Grant Street, and the 12000 flock of First Avenue, has passed for parking permits. Registering of vehicles is to be worked on over the next few weeks. • Mr. Munguia noted for the record, that the 3 streets that will be voted on today for the agenda are: the 4200 block of Beechwood Avenue, 3600 block of Cedar Avenue, and the 10900 the block of Elm Avenue. 10.None-Agenda Public Oral Communications (This time is reserved for members of the public to address the Public Safety/Traffic and Parking Commission relative to matters that are not on the agenda. No action may be taken on non- agenda items unless authorized by law): Non-Agenda Public Oral Communications • Juan Carlos Medina of 2621 Fernwood Avenue, brought up a signage issue on Fernwood Avenue that he emailed back in August 2018. Public Works Director Salvador Mendez stated that he would speak to him about it after the meeting. Mr. Medina also brought up the issue of two trailers across the street from his address at an empty lot. Due to people living in said trailers, the empty lot is turning into a dumpster. • The Commissioners asked staff for a status of compliance of residents on Beechwood Avenue, Cedar Avenue, and Elm Avenue, They were informed every street has met the 50% + 1 requirement. 11. Agenda Items: a. Establishment of Residential Permit Parking Districts (RPPDs) for 4200 Block Beechwood Avenue, 3600 Block Cedar Avenue and 10900 Block Elm Avenue. The following commissioners agreed with staffs recommendation of establishing of said RPPDs : AYES: R. Becerra, A. Munguia, J. Munoz, J. Del-Real Calleros and A. Barraza. NOES: None ABSTAIN: None 12. Public Safety/Traffic and Parking Commission Oral and Written Communications II (This section is designed for Commission Members to report on outside meetings attended that pertain to the work of the Commission): Commission Oral and Written Communications • Mr. Becerra congratulated the residents of Grant Street on achieving their goal on getting parking permits for their street. He also inquired as to whether Parking Enforcement is patrolling over the weekends due to some areas having parties and people still parking wherever they want. • Ms. Barraza inquired about placing a "Left Turn" arrow at Martin Luther King Jr. Boulevard, and Long Beach Boulevard. Ms. Barraza also voiced her concerns as to the Sheriffs Department not responding to calls quickly enough, sometimes at all. She has had to call due to blocked driveways and sidewalks, making it unsafe for pedestrians especially the elderly. When her own driveway get's blocked, the Sheriff's Dept. has not responded in a timely manner. • Mr. Munoz congratulated the residents of Grant Street on achieving their goal for getting parking permits for their street. He stresses that it is important for residents to do this voluntarily, and not to be forced into it. • Mr. Del Real Calleros congratulated all the residents of the streets who succeeded in getting parking permits for their streets. He then asked about the status of "2 Hour Parking" signs for Lynwood Park, so L.U.S.D. employees from Hosier Middle School has designated places to park. He also is concerned at the lack of Sheriffs Dept. presence at public places during events (Little League games, flag football games, etc.). Due to an incident a while back that involved a violent transient at said events, he wishes for an increased presence due to his worries of residents resorting to vigilantism. He also wishes for Code/Parking Enforcement to be more vigilant with illegally parked cars and especially cars with no license plates (due to non-payment of fees, etc.). • Mr. Munguia suggested to residents to join block watch in order for residents to patrol their neighborhoods. He asks that the Sheriffs Department get a copy of agenda, and if a representative would show up for every meeting. He expressed concerns about Food-4-Less not having all handicapped parking spots be available, due to patrons leaving shopping carts in said parking spots. He noted that at the corner of Long Beach Boulevard, and Tenaya Avenue, an apartment complex had its residents parking their cars in such a manner that they are blocking the sidewalk. Finally, he commends Code/Parking Enforcement in patrolling his neighborhood, as he had noticed positive changes in the past 4-8 weeks. • JD Whitaker addressed Mr. Del Real Calleros' concern about the 2-hour parking by stating that the City Manager, Michelle Ramirez, JD, and other parties concerned are working on a decal for employees of Hosier Middle School. He stated that illegal businesses were being shut down on a regular basis, and he is asking for patience as his department is in the process of hiring more officers to maximize his crew. He also informed the commission that the Recreation Department hired a new Case Manager to help with placing unsheltered individuals into homes. 13. New/Old Business: 14.
