A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AWARDING
A CONTRACT TO PAVEMENT COATING, THE LOWEST RESPONSIBLE BIDDER,
IN THE AMOUNT OF$583,055.05 FOR THE STREET IMPROVEMENT FOR CITYWIDE
SLURRY SEAL PROJECT (CIP #4011.68.047); AUTHORIZING THE MAYOR TO
EXECUTE THE AGREEMENT; AUTHORIZING THE PURCHASE OF SLURRY SEAL
FROM PAVEMENT COATING AS A VENDOR; AND APPROVING THE
APPROPRIATION FROM THE UNAPPROPRIATED 2017 LEASE REVENUE BONDS
IN THE AMOUNT OF $666,594
WHEREAS, the Citywide Slurry Seal Project (CIP 4011.68.047) ("Project") is
included in the City's Capital Improvement Program for FY19; and
WHEREAS, on August 23, 2018, the Notice Inviting Bids for the Project was
advertised in the Lynwood Daily Journal, Bid America, F.W. Dodge and on the City's web
site; and
WHEREAS, the bid opening took place in the Council Chambers on September
24, 2018 at 10:00 A.M; and
WHEREAS, staff received four (5) bid proposals; and
• WHEREAS, Pavement Coating is the lowest responsible bidder; and
WHEREAS, the use of Measure R BANS and future Measure M Bonds was
approved by Council and Los Angeles County Metropolitan Transportation Authority
("Metro") for this Project;
WHEREAS, the revenues from the Measure M Bonds is not yet available; and
WHEREAS, the 2017 Lease Revenue Bonds can be used for this Project to be
later reimbursed from the Measure M Bonds once the Bonds are issued and revenues
received; and
WHEREAS, this Project includes slurry coating various street throughout the City
of Lynwood; and
WHEREAS, the Lynwood Municipal Code (LMC) Section 6-3.7(b)(3) requires
formal bid purchases for purchases of supplies and equipment in excess of twenty five
thousand dollars; and
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOOD DOES
HEREBY FIND, PROCLAIM, ORDER, AND RESOLVE AS FOLLOWS:
Section 1. That the City Council authorizes the Mayor to execute the agreement '
between the City and Pavement Coating for the Citywide Slurry Seal Project (CIP No.
4011.68.047).
Section 2. That the City Council approves the following additional appropriation:

Section 2. That the City Council authorizes the City Manager or his designee to
reimburse the 2017 Lease Revenue Bonds as soon as the revenues from the Measure
M Bonds are received.
Section 3. The City Council authorizes the City Manager under LMC 6-3.15(d) to
exceed the specific dollar amounts or percentage limitations under LMC 6-3.15(a) and
authorizes the City Manager to approve consultant, vendor agreements, modifications,
change orders or agreement amendments related to the Project up to the available
Project Budget.
Section 4. This resolution shall take effect immediately upon its adoption.
Section 5. The City Clerk shall certify as to the adoption of this City Council
Resolution.
