A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD, COUNTY OF
LOS ANGELES, STATE OF CALIFORNIA ESTABLISHING RESIDENTIAL PERMIT
PARKING DISTRICTS (RPPDs) LYNWOOD RPPD 3 (12000 BLOCK OF FIRST AND
4300 BLOCK OF LAVINIA AVENUE) AND LYNWOOD RPPD 4 (11100 BLOCK OF
GRANT STREET).
WHEREAS, the Lynwood Municipal Code Chapter 7-29 "Residential Permit
Parking Districts" authorizes the City Council to; by resolution, designate any streets, or
portions thereof, as "Residential Permit Parking Only" streets; and
WHEREAS, the City Council Policy sets forth a process to create a Residential
Permit Parking District (RPPD) and establishes a process enabling individual streets
within the identified District boundary to request implementation of permit parking; and
WHEREAS, representatives from each identified RPPD area have met with the
Public Safety Division, and efforts to identify and implement solutions to the parking
issues, other than permit parking, have been determined to be ineffective to resolve or
improve the parking availability for residents, so that no solution other the permit parking
appears to be feasible; and
WHEREAS, due to parking congestion on the streets herein set forth, the City
Council hereby finds and determines that the parking of vehicles should be limited to
persons possessing permits; and
WHEREAS, the establishment of a "Permit Parking Only" area is necessary to
enhance the public health, safety, and welfare of the residents of the area, the users of
the public streets, and the public at large.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES
HEREBY RESOLVE AND DETERMINE AS FOLLOWS:
Section 1. That the Lynwood RPPD 3 and Lynwood RPPD 4 are hereby
established which restricts the parking of vehicles to those persons possessing a properly
displayed valid parking permit along the streets of:
• 12000 block of First Avenue and 4200 block of Lavinia Avenue
• 11100 block of Grant Street
Section 2. Nothing contained in this resolution shall be construed to authorize the
parking or stopping where such parking or stopping is otherwise prohibited or to prohibit
parking as it may otherwise be permitted by the California Vehicle Code or the Lynwood
Municipal Code.
Section 3. This resolution shall be effective immediately upon its adoption.
Section 4. The City Clerk shall certify to the adoption of this resolution and hereafter
the same shall be in full force and effect.
