REGULAR MEETING
June 12, 2007
The Moab City Council held its Regular Meeting on the above date in
the Council Chambers of Moab City Offices, located at 217 East Center
Street, Moab, Utah. Mayor Sakrison called the Pre -Council Workshop
to order at 6:30 PM.
Mayor Sakrison called the Regular City Council Meeting to order at 7:00
PM and Citizen B.D. Howard led in the Pledge of Allegiance. Also in
attendance were Councilmembers Gregg Stucki, Keith Brewer, Rob
Sweeten, Kyle Bailey and Jeffrey Davis; City Recorder/Assistant City
Manager Rachel Ellison, City Engineer Dan Stenta and Police Chief
Mike Navarre. Sixteen (16) members of the audience and media were
present.
There were no minutes to approve.
Under Citizens to be Heard, Sarah Melnicoff requested that recycling be
required for all special events in city parks. Ms. Melnicoff inquired if
the city would consider hiring a recycling specialist and stated that the
process was worth thinking about.
Councilmember Sweeten stated that it would be more manageable to
have the Parks Department handle recycling at the parks.
Under Engineering Department Update, City Engineer Stenta stated that
the Utah State Geological Survey was conducting a study on
groundwater in our valley.
A Planning Department Update was not given.
A Police Department Update was not given.
A Public Works Department Update was not given.
Mayor Sakrison presented Becca Farnsworth with the Mayor's Student
Citizenship of the Month Award for Helen M. Knight Intermediate
School for June 2007.
A Presentation was made by Jim Webster and Margaret Hopkin on
behalf of the Grand County School District regarding the Voted Leeway
Special Election on June 26, 2007.
Councilmember Bailey moved to approve the consent agenda as follows:
1) Request by the Moab Area Chamber of Commerce for use of Swanny
City Park on July 4, 2007; 2) Approval of a Special Business Event
License for the Moab Area Chamber of Commerce to conduct a 4th of
July Celebration at Swanny City Park; 3) Request for a Refund of a
Special Event License Fee of $80.00 and Waiver of the Park Damage
Deposit of $1,000.00 by the Moab Area Chamber of Commerce; 4)
Approval of a Special Event License Application for Moab Adventure
Center to conduct a Raft For a Cure - Benefit Event; 5) Approval of
Certification of 2007-2008 Retirement Contribution Rates for Utah
Retirement Systems; 6) Request to Send Proposed Resolution #10-2007
— A Resolution Amending the Fiscal Year 2006-2007 Budget to Public
Hearing. Councilmember Sweeten seconded the motion. The motion
carried 5-0 aye by a roll -call -vote.

#08-2007 — A Resolution Adopting the Fiscal Year 2007-2008 Budget.
Councilmember Stucki seconded the motion. The motion carried 4-1
aye with Councilmember Davis voting nay.
Councilmember Davis moved to approve a Moved -on Structure Permit
for Moab First Assembly to conduct a Fireworks Stand located at 446
South Main Street from July 1, 2007 to July 4, 2007. Councilmember
Sweeten seconded the motion. The motion carried 5-0.
Councilmember Davis moved to accept a Petition for Annexation by
Rasmussen/Victor for 5.87 acres located at approximately 930 Millcreek
Drive with the inclusion of the road. Councilmember Stucki seconded
the motion. The motion carried 5-0 aye.
Councilmember Sweeten moved to approve Proposed Resolution #11-
2007 — A Resolution amending the City of Moab Classified Hourly Pay
Rate Schedule and Exempt and Elected Officials Salary.
Councilmember Davis seconded the motion. The motion carried 5-0 aye
by a roll -call -vote.
Councilmember Bailey moved to approve a Purchasing Exception for
the Animal Shelter Project in the amount of $11,020.90 to LeGrand
Johnson. Councilmember Sweeten seconded the motion. The motion
carried 5-0 by a roll -call -vote.
Councilmember Sweeten moved to award the Ballpark Fencing Bid in
the amount of $47,564.00 to Taylor Fence Company. Councilmember
Stucki seconded the motion. The motion carried 5-0 aye.
Councilmember Sweeten moved to approve the Ballpark Fencing
Contract. Councilmember Bailey seconded the motion. The motion
carried 5-0 aye.
Councilmember Sweeten moved to award the Color Copier Bid to
Document Services Incorporated in the amount of $550.88 for a 60
month lease. Councilmember Stucki seconded the motion. The motion
carried 5-0 aye by a roll -call -vote.
Under Reading of Correspondence, Mayor Sakrison stated that Epsilon
Sigma Alpha had a member named as a Certified Volunteer of America.

Under Goal Updates Councilmember Sweeten stated that the Higher
Education Committee had received a $10,000 scholarship.
Under Report on City/County Cooperation, Mayor Sakrison stated that
County Councilmember Jerry McNeely said that the Film Commission
Interlocal Agreement was moving along.
GOAL UPDATE
REPORT ON CITY/COUNTY
COOPERATION
Under Mayor and Council Reports, Councilmember Stucki requested MAYOR AND COUNCIL
that the next joint City/County meeting be July 27, 2007. REPORTS
Mayor Sakrison stated that he had attended a meeting at the Utah Tax
Commission and that it had been a good meeting.
Councilmember Davis moved to pay the bills against the City of Moab
in the amount of $394,418.49. Councilmember Sweeten seconded the
motion. The motion carried 5-0 aye by a roll -call -vote.
